Minutes of Special Town Board Meeting
Enfield Town Hall
Monday, April 26, 2010
6:00 p.m.
A special town board meeting was held Monday, April 26, 2010 at 6:00 p.m.
Present: Supervisor Roy Barriere, Town Councilperson Chris Hern, Town Councilperson Owens, Town
Councilperson Debbie Teeter, Highway Superintendent Barry Rollins and Town Clerk Alice Linton
Excused: Town Councilperson Stephanie Gaynor
Supervisor Barriere opened the meeting at 6:00 p.m. by leading the assemblage in the Pledge of
Allegiance to the Flag.
Communications:
State of New York Department of Public Service notice of public statement hearings to hear the views of
the public on a proposal to increase annual electric and natural gas delivery.
Old Business:
Highway Department Backhoe proposal
Highway Superintendent Barry Rollins presented several proposals for purchase/lease/rental of a backhoe.
The old loader could be sent to auction this fall to offset some of the price of a backhoe. Options for
leasing were for 5 or 7 years. If a backhoe was rented, there would be a lot of down time. Two models of
backhoes were available on state bid. A 2010 416E BWC(4x4)CAB could be purchased for $63,900 and a
2008 420E PRA(4x4)CAB could be purchased for $73,900. The board discussed leasing with the option
to purchase. Superintendent Barry Rollins felt a broom tractor would be the only piece of equipment that
should be replaced soon with an approximate price of $10,000. Rollins was asked if the backhoe could be
used to start site work for the new highway facility. He responded that this work could be done during
downtime. The board discussed the disadvantage of borrowing money at a higher rate than the rate we
make on the equipment reserve fund. If the town leases the backhoe, they can purchase it after one year.
Councilperson Teeter moved to authorize the use of the equipment reserve fund in the amount of $63,900
for a 2010 416E BWC(4x4)CAB backhoe plus delivery charge of $160 for a total of $64,200.
Councilperson Owens seconded the motion.

New Business:
Warrant Amendment
Resolution No. 33 - 2010
RESOLUTION AMENDING WARRANT #4 - 2010
WHEREAS, Voucher #67 from Warrant #4 for the Highway Fund, had already been paid in
March, on Voucher #52, Warrant #3 of the Highway Fund, and

WHEREAS, Voucher #64 from Warrant #4 for the Highway Fund, will be billed through CNH
Capital instead of Empire Tractor, now therefore be it
RESOLVED, that Warrant #4 for the Highway Fund, be amended to delete Voucher #67, which
was in the amount of $39.93, to Home Depot Credit Services, and Voucher #64, which was in the amount
of $41.54, and further be it
RESOLVED that the total of Warrant #4 for the Highway Fund be amended to $24,653.40.
Supervisor Barriere moved to accept the proposed Resolution Amending Warrant #4 -2010 with a second
by Councilperson Owens.

Announcements:
Reminder that Mike Woleniak from the State Comptroller’s Office will be at the Ithaca Town Hall on
April 27 from 9 a.m. to noon.
Superintendent Buddy Rollins met with Soil and Water Conservation District representatives regarding
the bridge work on Enfield Center Road. Matching funds of $35,000 are available for the Enfield Creek
Project. The town needs to keep track of all time spent, as that can be considered in kind work. The work
the county does that we reimburse them for can also be counted for the matching funds. Soil and Water
will be getting the permits.
Adjournment: Councilperson Owens moved with a second by Councilperson Teeter to adjourn at 7:20
p.m.
