WORKSHOP/SPECIAL TOWN BOARD
MEETIGN MINUTES
WEDNESDAY, NOVEMBER 18, 2009
6:00 P.M.
A Workshop/Special Town Board Meeting was held Wednesday, November 18th, 2009 at
the Enfield Community Building, 182 Enfield Main Road, Ithaca, NY at 6:00 p.m. with
Supervisor Podufalski presiding.
Present: Supervisor Frank Podufalski, Town Councilperson Roy Barriere, Town
Councilperson Stephanie Gaynor, Town Councilperson Robert Harvey, Town
Councilperson Masser (late), Highway Superintendent Barry Rollins, Town Clerk Alice
Laue.
Supervisor Podufalski opened the meeting by leading the assemblage in the Pledge of
Allegaince to the Flag.
Workshop:
Discussed Fire tax levy, Workmen’s Compensation portion transferred to fire tax so tax
levy was increased. Lack of amended budget updates, Amount of money budgeted for
building fund. Lack of no raises for employees.
Motion made by Councilperson Harvey, seconded (none) that we roll over some of the
monies in building contractual accounts and give employees raises.
Supervisor Podufalski asked for a seconded to this motion and upon not receiving any he
tabled the motion.
Discussion: Pay wise running above average for municipalities in county when benefits
and salary are compared.
Vote: None taken.
When cuts in Deputy Town Clerk’s line were questioned Supervisor Podufalski advised
he felt cuts were needed to be made and that was one place to make them.
2010 Budget:
Motion made by Councilperson Gaynor, seconded by Councilperson Barriere that the
Preliminary Budget be accepted as it stands.
Discussion: There being no more discussion the vote was called.
Vote: Councilperson Barriere aye, Councilperson Masser aye, Councilperson Gaynor
aye, Councilperson Harvey no, Supervisor Podufalski aye. Vote 4 ayes – 1 no motion
carried.
Special Meeting:
Supervisor Podufalski turned meeting over to Supervisor-elect Barriere who presented
reading material to board members. Presented job descriptions for different committees,
MEGA (Municipal Electric and Gas Alliance) Agreement to be discussed at next
meeting. Three year Tompkins County Animal Control Contract.

Public Hearing:
Motion made by Councilperson Barriere, seconded by Councilperson Masser that a
public hearing be held Wednesday, December 9th, 2009 at 6:45 p.m. on the three year
Tompkins County Animal Control Contract.
Discussion:
Vote: Councilperson Barriere aye, Councilperson Masser aye, Councilperson Gaynor
aye, Councilperson Harvey aye, Supervisor Podufalski aye. Motion carried.
Adjournment:
Motion made by Supervisor Podufalski, seconded by Councilperson Barriere that the
meeting adjourns.
Discussion:
Vote: Councilperson Barriere aye, Councilperson Masser aye, Councilperson Gaynor
aye, Councilperson Harvey aye, Supervisor Podufalski aye. Motion carried.
Meeting adjourned at 7:30 p.m.
