REGULAR TOWN BOARD
MEETING MINUTES
WEDNESDAY, OCTOBER 14, 2009
7:00 P.M.
The regular monthly meeting of the Town of Enfield Town Board was held Wednesday,
October 14, 2009 at the Enfield Community Building, 182 Enfield Main Road, Ithaca,
N.Y. at 7:00 p.m. with Supervisor Podufalski presiding.
Present: Supervisor Frank Podufalski, Town Councilperson Roy Barriere, Town
Councilperson Herb Masser, Highway Superintendent Barry Rollins, Town Clerk Alice
Laue. Town Councilperson Stephanie Gaynor and Town Councilperson Robert Harvey
were absent.
Pledge of Allegiance: Supervisor Podufalski led the assemblage in the Pledge of
Allegiance to the Flag.
Enfield Town Historian:
Sue Thompson , Enfield Town Historian presented the Town Board with a copy of the
new book The History Center in Tompkins County published by the municipality
historians of Tompkins County.
Chuck Bartosch- Clarition Connection Broad Band Services
Mr. Bartosch explained about the ARRA (American Recovery Reinvestment Act) federal
fund of 7.2 million dollars for broad band grant funding. There are two aspect of the grant
and for grant funding both parts have to be applied for, requirements are stiff,
applications incredibly difficult. They have submitted one application which includes
Newfield, Danby, Dryden and Caroline, Enfield to be added in next round, competition is
stiff and public private partnerships are favored.
Need from the Town: Town wide survey of who has and who doesn’t have broad band
service, data needed by the end of December. There are two criteria’s: 1. Fewer than 50
percent have access. 2. Fewer than 40 percent subscribe to a high speed service and a list
of existing towers in the Town is needed.
Privilege of the Floor:
No one wished to speak.
Approval of Minutes:
Motion made by Councilperson Barriere, seconded by Supervisor Podufalski that the 7-8-
2009 minutes be approved.
Discussion:
Vote: Councilperson Barriere aye, Councilperson Masser aye, Supervisor Podufgalski
aye, Councilperson Gaynor and Councilperson Harvey were absent. Motion carried.

Motion made by Councilperson Barriere, seconded by Supervisor Podufalsk that the 8-
12-2009 minutes be approved.
Discussion:
Vote: Councilperson Barriere aye, Councilperson Masser aye, Supervisor Podufalski aye,
Councilperson Gaynor and Councilperson Harvey were absent. Motion carried.
Motion made by Councilperson Barriere, seconded by Supervisor Podufalski that the
8-19-2009 Special Town Board meeting minutes be approved.
Discussion:
Vote: Councilperson Barriere aye, Councilperson Masser aye, Supervisor Podufalski aye,
Councilperson Gaynor and Councilperson Harvey were absent. Motion carried.
9-9-2009 minutes held for November meeting.
Correspondence:
Better Housing: Notice of a meeting to learn about affordable housing ad how it impacts
the tax-base. Meeting for Planning Board and Town Board members to be held
Wednesday, October 21, 2009 at 8:15 AM at the South Hill Business Campus.
Tompkins County Department of Administration: Letter reporting the approval of a
$1,400 2009 Community Celebrations Grant for the 2009 Enfield Harvest Festival. Letter
included contracts and vouchers that Supervisor Podufalski signed and returned as
requested.
Motion made by Councilperson Barriere, seconded by Councilperson Masser that the
Town Board authorizes the Supervisor to sign 2009 Community Celebrations Grant
contracts.
Discussion:

Councilperson Gaynor and Councilperson Harvey were absent. Motion carried.
TVGA Consultants notice of a four-hour training session for planning and zoning
members to be held October 222, 2009 5:00PM-9:00PM, Dryden Town Hall.
Cheryl Nelson – TCDPW – Sent changes in federal testing regulations that have required
revisions to be made in the Tompkins county Drug and Alcohol Testing Consortium
policy.
Better Housing notice of Elder Cottage Availability.
Correspondence from Councilperson Barriere regarding an Agreement with the Enfield
Senior Citizens.
Audit Claims:
Motion made by Councilperson Barriere, seconded by Councilperson Masser that the
Town Board authorizes the Supervisor to pay:
General Fund Vouchers # 227-245, dated 10-14-09, in the amount of $6,994.62.
Highway Fund Vouchers # 139-156, dated 10-14-09, in the amount of
$30,782.65.

Councilperson Gaynor and Councilperson Harvey were absent. Motion carried.
Committee/ Board Reports:
Tompkins County Board of Representatives: No report.
Highway: Superintendent Rollins
Superintendent Rollins asked about benefits still not being paid a full time employee and
was advised it needed to be brought to the Personnel Committee first, he also questioned
why the highway employees paychecks weren’t available Thursdays as stated in the
Policy and Procedure handbook.
Supervisor Podufalski stated Mr. Rollins was out of order and if he had a highway report
he would be listened too. Supervisor Podufalski requested that the minutes state that Mr.
Rollins is completely out of order, he is not sticking to his highway report and he is
grandstanding.
Highway Report: Bostwick Road Bridge has and had object markers on it. County has
contacted him about East Enfield Center Bridge. Bridge needs work on beams and
repainted, they are suggesting we put a new deck on it which they would do. Work to be
done in the spring and they can put a platform deck on it for approximately $30,000.00.
Welcome to Enfield sign has been moved to the community building. NYSEG has a
company doing tree trimming in the town and there are wood chips available for anyone
who wishes them. Fish Road: Shoulder work needs to be done on second mile and touch
up work on dirt section needs to be done.
Code Enforcement: Alan Teeter
Reviewed attached written report. 1774 Mecklenburg Road – Certificate of Occupancy
issued for back portion. Orson Ledger issued a building permit for a water storage and
two apartment building and he has started work on the apartment building.
Enfield Volunteer Fire Company: Art Howser
Reviewed attached written reports for August and September. Open House held October
3, 2009 with about fifty adults and forty-five-fifty children attending
Facility Building Manager: Councilperson Barriere
All town facility furnaces to be serviced. Obtained about $500.00 worth of house
numbers from Seneca Supply for less than $100.00.
Facilities Planning Committee: Councilperson Masser
Nothing new on facilities.
Planning Board: Virginia Bryant Co-chair
Co-chair Bryant presented Site Plan Review amendments incorporated into Site Plan
Review Law.
TCCOG: Tompkins County Council of Governments – Councilperson Masser and
Supervisor Podufalski.
Councilperson Masser reported insurance consortium being put together is impressive.
Preliminary work for structuring plan from Blue Cross-Blue Shield Excellus reviewed.
Looks like a terrific plan and at good cost.

Supervisor Podufalsk reported TCCOG working on new dog control, resolution removing
garbage trucks from roads, swine flu update.
Old Business:
Discussion – Code of Ethics: Town of Ithaca Version.
Supervisor Podufaski asked board members to review both the County’s and the Town of
Ithaca’s Code of Ethics. Discussed forming a Board of Ethics with towns comparable in
size with Enfield.
New Business:
Public Hearing on 2010 Preliminary Budget.
Motion made by Councilperson Barriere, seconded by Councilperson Masser that a
public hearing on the 2010 Preliminary Budget be held Wednesday, October 28, 2009 at
6:00 p.m. at the Enfield Community Building.
Discussion:
Vote: Councilperson Barriere aye, Councilperson Masser aye, Supervisor Podufalski aye,
Councilperson Gaynor and Councilperson Harvey were absent. Motion carried.
Job Description for Incoming Newly Appointed Department and Committee Members.
Discussed need of having job descriptions for incoming newly appointed department and
committee members. Councilperson Barriere to contact present appointed departments
and committee members for job descriptions.
Resolution #25-2009 - Authorization to Approve Dog Licensing Authority to SPCA of
Tompkins County D.B.A. Tompkins County Animal Control. (Resolution attached).
Resolution moved by Councilperson Masser, seconded by Councilperson Barriere.
Discussion:
Vote: Councilperson Barriere aye, Councilperson Masser aye, Supervisor Podufalski aye,
Councilperson Gaynor and Councilperson Harvey were absent. Resolution carried.
Defensive Drivers Course:
Highway Superintendent presented a voucher for Defensive Drivers Course to be held for
highway workers. Superintendent received information about the Defensive Drivers
Course to late to submit a voucher with monthly highway vouchers. Course to be held 11-
4, 11-12 and 11-18 with two highway employees attended one of the courses at a time.
Supervisor to pre-pay voucher.

Adjournment:
Motion made by Councilperson Barriere, seconded by Councilperson Masser that the
meeting adjourns.
Discussion:
Vote: Councilperson Barriere aye, Councilperson Masser aye, Superintendent Podufalski
aye, Councilperson Gaynor and Councilperson Harvey were absent.
