A public hearing was held Wednesday, November 14, 2009 at 6:10 p.m. at the Enfield Community Building, 182 Enfield Main Road, Ithaca, New York with Supervisor Podufalski presiding. Present: Supervisor Frank Podufalski, Town Councilperson Barriere, Town Councilperson Herb Masser, Town Councilperson Stephanie Gaynor, Town Councilperson Robert Harvey, Highway Superintendent Barry Rollins, Town Clerk Alice Laue. Supervisor Podufalski opened the public hearing by leading the assemblage in the Pledge of Allegiance to the Flag. Supervisor Podufalski also read the notice of the public hearing published in the Ithaca Journal and limited those wishing to speak to a three minute time limit. Diane Aramini – Asked how the board could justify a budget with a $10,000 attorney fee when over $24, 000 was spent in the first three months of this year? Peggy Hubbell – Questioned the revenue from sales tax being the same as last year with the economy going down and the county already warning people of a decrease in sales tax. Barry Rollins – No increases in highway budget, no pay raises for employees. Ever since coming to board meetings board has been saying how they are going to bring people to Enfield, businesses, etc. Roads are what bring people to town roads are what take people places and if what we have aren’t taken care of you are not going to bring businesses to Enfield. Diane Aramini – Asked about General Fund Unemployment line going from zero this year to $3,000.00 for next year and when questions or comments would be answered and was told during budget discussion. Public hearing was closed at 6:40 p.m. REGULAR TOWN BOARD MEETING MINUTES The regular monthly Town Board meeting was held directly after the close of the public hearing with Supervisor Podufalski presiding. Privilege of the Floor: No one wished to speak. Town Board Meeting Minutes 11-11-09 2 Approval of Minutes: 9-9-09 Regular Town Board Meeting Minutes: Motion made by Councilperson Barriere, seconded by Councilperson Harvey that the 9- 9-09 regular Town Board Meeting Minutes be approved as written. Discussion: Vote: Councilperson Barriere aye, Councilperson Masser aye, Councilperson Gaynor aye, Councilperson Harvey aye, Supervisor Podufalski aye. Motion carried. 10-14-09 minutes held for 12-9-09 meeting. 10-24-09 Special Town Board Meeting Minutes. Motion made by Councilperson Harvey, seconded by Councilperson Barriere that the 10- 24-09 Special Town Board meeting minutes be approved. Discussion: Vote; Councilperson Barriere aye, Councilperson Masser aye, Councilperson Gaynor aye, Councilperson Harvey aye, Supervisor Podufalski aye, Motion carried. 11-04-09 Special Town Board Meeting Minutes. Motion made by Councilperson Barriere, seconded by Councilperson Harvey that the 11- 04-09 Special Town Board Meeting minutes be approved. Discussion: Vote: Councilperson Barriere aye, Councilperson Masser aye, Councilperson Gaynor abstained, Councilperson Harvey aye, Supervisor Podufalski aye, Motion carried. Correspondence: Tompkins County Legislation – Letter regarding appointments to various advisory board positions expiring 12-31-09. Enfield vacancies are to the Tompkins County Youth Services Board and Fire Disaster/EMS Advisory Board. Steve Given – Letter of interest in filling Rich Neno’s position on the Enfield Planning Board. Martha Robertson – Letter regarding assistance with a public hearing regarding gas drilling; Bishop Sheen Housing – Letter regarding housing services and programs available in community for those with a low income. Association of Towns: Information packet regarding 2010 Training School and Annual Meeting. Audit Claims: Motion made by Councilperson Gaynor, seconded by Councilperson Barriere that the Town Board authorizes the supervisor to pay: General Fund Vouchers #246-268, dated 11-11-09, in the amount of $13,002.75. Highway Fund Vouchers # 157-174, dated 11-11-09, in the amount of $43,757.97. Discussion: Regular Town Board Meeting minutes 11-11-09 3 Vote: Councilperson Barriere aye, Councilperson Masser aye, Councilperson Gaynor aye, Councilperson Harvey aye, Supervisor Podufalski aye, Motion carried. Committee/Board Reports: Tompkins County Board of Representatives: Enfield County Legislator Representative Greg Stevenson reported progress being made with county budget. Supervisor Podufalski introduced Board of Legislator-elect David McKenna. Highway – Superintendent Rollins Superintendent Rollin reported he had items for the agenda but was told the agenda was full and to bring his agenda items back to the board in January. He still have an employee not receiving benefits or paid holidays. Main projects winding down, pretty much finished with them. Bostwick Road shoulders finished, started ditching and lower pipes on Van Ostrand Road. Getting ready for winter. Code Enforcement – Alan Teeter Reviewed attached written report. Facilities Building Manager – Councilperson Barriere Reported he had submitted an application to MEGA (Municipal Electric and Gas Association) – Advantage, we save money on energy bills, disadvantage, pay more bills, have to pay different agencies. Work done on furnaces today. Enfield Volunteer Fire Company – Larry Stilwell Reviewed attached written report. Facilities Planning Committee – Councilperson Masser Nothing new to report this month. Planning Board – No report. Tompkins County Council of Governments: Councilperson Barriere Members in attendance supplied with a list of high structures in county. TCCOG in process of drafting a contract for 2010 for dog control. No increase in contract over last year. Old Business: Discussion of 2010 Budget After discussing moving of fire company workmen’s compensation to fire district taxes, inflation and need for a budget workshop the following motion was made. Motion made by Councilperson Gaynor, seconded by Councilperson Masser that a budget workshop be held Wednesday, November 18, 2009 at 6:00 p.m. Regular Town Board Meeting Minutes 11-11-09 4 Discussion: Vote: Councilperson Barriere aye, Councilperson Masser aye, Councilperson Gaynor aye, Councilperson Harvey aye, Supervisor Podufalski aye. Motion carried. Vote on 2010 Budget: Due to scheduled workshop 2010 budget was not voted on. Public Hearing – Senior Citizen Contract A public hearing on the Senior Citizen contract was discussed and set for December 9, 2009 at 7:00 p.m. New Business: Resolution #28 – Regarding SEQRA Determination and Scheduling a Public Hearing for Consideration of Environmental Impacts on Proposed Town of Enfield Highway Garage Project ( Resolution attached.) Moved by Councilperson Barriere Seconded by Supervisor Podufalski. Discussion: Public hearing scheduled to be held January 13, 2010 at 6:00 p.m. Vote: Councilperson Barriere aye, Councilperson Masser aye, Councilperson Ggaynor aye, Councilperson Harvey aye, Supervisor Podufalsk aye. Resolution carried. Drug and Alcohol Testing Program Policy: Motion made by Councilperson Barriere, seconded by Councilperson Gaynor that the town board accept the Drug and Alcohol Testing Program Policy and authorizes the supervisor to sign same. Discussion: Vote: Councilperson Barriere aye, Councilperson Masser aye, Councilperson Gaynor aye, Councilperson Harvey aye, Supervisor Podufalski aye. Motion carried. Appointment of Steve Given to Fill Planning Board Vacancy Created by Rich Neno’s Resignation. Motion made by Councilperson Barriere, seconded by Councilperson Masser that Steve Given be appointed to the Planning Board to fill Rich Neno’s slot which expires in 2012. Discussion: Vote: Councilperson Barriere aye, Councilperson Masser aye, Councilperson Gaynor aye, Councilperson Harvey aye, Supervisor Podufalski aye. Motion carried. Announcements: Supervisor-elect Barriere announced – TCCOG public hearing November 19, 2009 at the State Theatre at 7:00 p.m. New Board Vacancy appointment – Any one interested in filling vacancy on the Town Board for the year 2010 needs to send a letter of interest to him by December 15, 2009. Pat Dougherty asked that the new Town Board seriously consider appointing Highway Superintendent Rollins to the Highway Facilities Committee next year.
