Pledge of Allegiance:
Supervisor Frank Podufalski led the assemblage in the Pledge of Allegiance.
Approval of Minutes:
A motion was made to approve the September 10, 2008 Town Board minutes.

Discussion: Councilperson Masser noted that at the September 10, 2008 meeting he said the Town
“should” ask Mr. Haefele to speak to the Board…not that he” did” ask him.

A motion was made to approve the minutes for the Special Town Board Meeting September 23,

Communications/Announcements/Correspondence:
** NYS Parks and Recreation meeting re: Finger Lakes recreational trails.
** Cooperative Extension meeting October 11th of 4-H Clubs at Ithaca Mall.
** Tompkins County list of tax foreclosures notice.
** Attorney General’s Outreach meeting October 15th.
** E-mail from Bruce Varner containing strong objections to Wind Energy Law.
** Code would like to include unsafe buildings due to wind, fire, etc. in a code manual.
Budget Amendment:
Highway Budget Amendment recorded elsewhere.
Audit Claims:
It was motioned that Supervisor Podufalski, on behalf of the Town Board of the Town of Enfield, be
authorized to pay the following:
- General Fund vouchers #195 - #209 dated October 8, 2008 in the amount of $15,031.08.
- Highway Fund vouchers #66 - #75 dated October 8, 2008 in the amount of $62,043.76.

COMMITTEES/BOARDS REPORTS
Tompkins County Board of Representatives:
There was no representative from the Board of Representatives.
Code Enforcement:
A written report was submitted. Order to remedy taken care of.
Enfield Community Council [ECC]:
Carolyn Tschanz reported that between 300-400 people attended the Harvest Festival and
approximately $5,000 was raised. Quarterly report coming up. No meeting October 13 th due to Columbus

Day. Next meeting November 10th at 6:30 p.m. Looking for a place for 2009 camp as the school will be
totally under construction. Starting youth basketball.
Supervisor Podufalski announced that he just received a contract and budget from ECC. It is a 5-
year contract with a 3% increase each year.
A motion was made to hold a Public Hearing on the ECC contract at the November 12, 2008 Town
Board meeting at 7:00 p.m. to approve the contract.

Enfield Volunteer Fire Company:
Art Howser presented the EVFC quarterly report and financial statement. Approximately 100
attended the open house October 4th. 2009 budget yet to be presented.
Facilities Building Manager:
Councilperson Barriere said Night Owl Construction started about a week ago on the upstairs
renovation of the Community Building. The Town Board may be able to meet there for their November 12th
meeting.
Facilities Planning Committee:
Councilperson Masser commented that things are “moving like an ice berg.” Town barn planning
meeting coming up October 29th. Possibly start construction in the Spring. Supervisor Podufalski wants a
ground breaking ceremony.
Planning Board:
No meeting.
Recreation Partnership:
Councilperson Gaynor says fund raising is ongoing.

Tompkins County Council of Governments (TCCOG):
Supervisor Podufalski reported on the SPCA situation. SPCA looking to get out of the dog-control
business. Bids from SPCA and Pet Playhouse (Michelle Whittaker) in Brooktondale were comparable.
Perhaps we could invite gas drilling person to November meeting. Lots of activity as far as county wide
water and sewer infrastructure.
Highway:
Supervisor Podufalski had a written report noting that the Town was utilizing CHIPS funds.
[Councilperson Barriere asked that “and gave a full report of all their accomplishments” be added to the
minutes. Correction recorded in November 12, 2008 minutes.]
OLD BUSINESS
Cemetery:
Councilpersons Barriere and Masser were appointed to co -chair the cemetery burial procedures
and accountability of funds. They were unable to get a financial report. More to be discussed later in this
meeting in executive session where policy making and price setting will be brought to the table. Sue
Thompson is the Chairman of the Cemetery Committee.
NEW BUSINESS
A motion was made to adopt the tentative 2009 Town of Enfield budget as the 2009
preliminary budget.

A motion was made to hold a Public Hearing at the November 12, 2008 Town Board meeting at
7:15 p.m. to present the Town of Enfield 2009 preliminary budget** .
** For informational purposes…The Town Clerk must present the tentative budget
at a regular or special meeting to be held on or before October 5. At this meeting,
the Town Board reviews the tentative budget and makes any necessary changes,

revisions or alterations consistent with law. Upon completion of such review, the
tentative budget becomes the preliminary budget.

Councilperson Barriere asked that “Town Clerk” must present the Tentative budget” be changed to
“Supervisor.” Deputy Clerk Dougherty made copies of The Town Budget Calendar for 2009 for the
Board members and left it in their mailboxes. According to the Association of Town of the State of
New York, “Town Clerk” is correct.
Wind Energy Facilities Law:
A resolution to name the Town of Enfield as lead agency for SEQRA review and identifying
involved agencies re: Local Law #2 of 2008 (Wind Energy Facilities Law), was table because a page was
missing from the document.
Public Hearing on Wind Energy Facilities Law:
No motion was made at this meeting to hold a public hearing due the fact that the document was
incomplete.
Town Clerk PC and Printer:
Town Clerk, Alice Laue, expressed the need to purchase a PC and Printer for the Clerk’s office.
She presented prices from Best Buy. Best Buy was chosen because they provide computer support.
Supervisor Podufalski asked for two more bids. Councilperson Masser said that “leasing is the way to go”
and offered to looking into prices and get back to Podufalski.
Highway Resolutions #24, #25, and #26 were presented to the Board and acted upon with one motion.

Whereas, New York State CHIPS funds are available for the Town of Enfield Highway
Department to expend in 2008, NOW THEREFORE BE IT
RESOLVED, that Highway Fund Appropriations account DA5112.2 titled, “CHIPS” be
amended to $85,576 and Highway Fund revenue account DA3501 titled, “CHIPS” be
amended to $85,576
2008 Resolution No. 25 Town of Enfield
Whereas, the Town of Enfield Highway truck #19, a 1986 Mack, is unable to pass the
NYS inspection without major costly repairs, and
Whereas, there are funds presently in the Town of Enfield’s Highway budget and
Equipment Reserve Fund for the replacement of truck #19 which was scheduled for
replacement a few years ago, and
Whereas, a quote for a 2009 International 6X4 7600 Truck including a plow and b ody
package in accordance with the New York State OGS contract has been received in the
amount of $192,215.20, NOW THEREFORE BE IT
RESOLVED, that the Deputy Highway Superintendent be authorized to order said truck
from Stadium International Trucks, Syracuse, New York, for delivery to the Town of
Enfield Highway.
2008 Resolution No. 26 Town of Enfield
Whereas, the Town of Enfield Highway truck #19, is unable to pass the NYS inspection
without major costly repairs, and
Whereas, the Town of Enfield Highway Department presently has no backup plow truck,
and
Whereas, a replacement 10 wheeler truck will most likely not arrive until the 2008-2009
plow season is well in process, and
Whereas, the Town of Enfield Highway Department would benefit greatly, from the
purchase of a new truck with a GVW rating minimum of approximately 19,000 lbs with a
9’ dump body and a 1.75 yard stainless steel spreader, 4X4, both in terms of meeting
snow plowing demands as well as addressing the safety factors in using a larger truck
in short sight distance tight intersections, and

Whereas, funds are available in the Highway budget for the purchase of said truck,
NOW THEREFORE BE IT
RESOLVED, that the Town Clerk post a BID NOTICE prepared by the Attorney for the
Town in the Ithaca Journal’s legal section. The Deputy Highway Superintendent will
prepare BID specifications to be made available through the Town Clerk’s Office.
Sealed bids will be submitted to the Deputy Highway Superintendent by a specified
time. Bids will be opened by the Deputy Highway Superintendent in the presence of the
Town Supervisor. The Deputy Highway Superintendent and the Town Supervisor are
authorized to award the bid to expedite the purchase.

Code Officers’ Hours:
A motion was made that James Mead will remain on the payroll until December 31, 2008 at 10
hours (nights) a week…a decrease from 20 hours. Also, that Alan Teeter’s hours are increased 10 hours
per week to 30 hours...an increase from 20 hours. Teeter’s appointment is provisional and he will have to
take a Civil Service test when one comes open. Teeter is presently certified. [Mead gave notice that he
would be leaving September 30, 2008.]

Supervisor Podufalski is still working with the Enfield Volunteer Fire Company on their 2009 fire
contract. Next meeting is October 29, 2008. Councilperson Masser announced that he had dinner with
Senator Winner who asked him to “get the vote out!”
