Present: Deputy Supervisor Jean Owens Councilperson Stephanie Gaynor Councilperson Rob Harvey Councilperson Herb Masser Town Clerk Alice Laue Absent: Supervisor Frank Podufalski, Councilperson Roy Barriere Also present: Deputy Town Clerk: Pat Dougherty Pledge of Allegiance: In the absence of Supervisor Frank Podufalski, due to back surgery, Deputy Supervisor Owens led the assemblage in the Pledge of Allegiance. Approval of Minutes: A motion was made to approve the April 9, 2008 minutes. Motioned: Councilperson Gaynor Seconded: Councilperson Masser Discussion: Vote: Councilperson Barriere…absent. Councilperson Gaynor…aye. Councilperson Masser…aye. Councilperson Harvey…abstained. Deputy Supervisor Owens…no vote. Only 2 ayes. Communications/Announcements/Correspondence: There were none. Enfield Regular Town Board Meeting May 14, 2008 2 Audit Claims: It was motioned that Supervisor Podufalski, on behalf of the Town Board of the Town of Enfield, be authorized to pay the following: - General Fund vouchers #103 - #127 dated May 14, 2008 in the amount of $15,120.82 - Highway Fund vouchers #29 - #35 dated May 14, 2008 in the amount of $2,735.95 Motioned: Councilperson Gaynor Seconded: Councilperson Masser Discussion: Vote: Councilperson Barriere…absent. Councilperson Gaynor…aye. Councilperson Masser…aye. Councilperson Harvey…abstained. Deputy Supervisor Owens…no vote. Only 2 ayes. COMMITTEES/BOARDS REPORTS Tompkins County Board of Representatives: Greg Stevenson, District #1 Enfield/Newfield legislator, reported on the status of the WIC (Women/Infants/Children) Nutrition Program which the County has sponsored for about 28 years. He also noted that the Tompkins County legislature was considering returning to annual reassessments vs. triennial reassessment. The annual reassessment cycle provides equity, transparency, the most easily understandable form of assessment, and $150,000 annual aid from the state. Code Enforcement: A written report was submitted. Enfield Community Council: Vice President Ann Rider said they meet the 2nd Monday of each month at the Community Building at 6:30 p.m. A combined Community Council/Town Newsletter began in the Spring. They are gearing up for summer camp starting July 7th. The beautification committee reported that the “Welcome to Enfield” round sign that was located on Enfield Falls Road was sawed off its bearings and stolen. It will be replaced at taxpayers’ expense. Enfield Volunteer Fire Company: Geof Hollister gave a report for April 1 – April 30. Enfield Regular Town Board Meeting May 14, 2008 3 Facilities Building Manager: Councilperson Barriere was absent. Facilities Planning Committee: Councilperson Masser received a letter saying Enfield was eligible for $82,000 from Shared Municipal Water and Sewer. Planning Board: Planning Board Member, Debbie Teeter, says they are working through the Hartsville Wind Ordinance and feel it’s a good report. Tompkins County Council of Governments (TCCOG): Neither Supervisor Podufalski nor Councilperson Roy Barriere was present to report. Recreational Partnership: Councilperson Gaynor says they are looking for sponsorship from businesses and had information with her for anyone interested. (Need 12 businesses to sign up.) She asked to be put on the Agenda. OLD BUSINESS There was none. NEW BUSINESS There was none. . Announcements: There were none. Enfield Regular Town Board Meeting May 14, 2008 4 David Dimmick voiced opposition to the 3-minute limit that the public is held to. He feels that the Board is represented by the public and should be heard. Mary Jo Lovelace agreed with Dimmick. She feels the public needs more opportunity to voice thoughts, needs, and concerns. That’s what Town government should be about. Lovelace expressed concern about traffic on Route 79 carrying old cars, washers, dryers and other stuff to Teet’s. Councilperson Harvey suggested she speak with the Code Officers. Code Officer, Jim Mead, said that Teet’s operates under the rules of NYS. Scrap metal is “big bucks” these days. Route 79 is a legal NYS Highway and can be used. Debbie Teeter noted that the DEC has a website with rules and regulations. She also noted that money is coming into Enfield via this business. Sandy Small asked about the Enfield Creek Project. Not hing happening at this time. John Rancich is working on an agreement with the Town and wants to share it with the Town Board members. He asked for it to be put on the June agenda. Adjournment: At 7:45 p.m. A motion was made to adjourn.
