Pledge of Allegiance:
Supervisor Frank Podufalski led the assemblage in the Pledge of Allegiance.
Approval of Minutes:
A motion was made to approve the May 14, 2008 minutes.

Communications/Announcements/Correspondence:
** Representative from Mario Cuomo’s office will be at Cooperative Extension June 18, 2008.
** Ithaca Tompkins County Transportation Council has updated their maps and brochures. Town
Clerk Laue will obtain some for the Enfield Town Hall…and the public.
** Invited to round-table discussion with Better Housing of Tompkins County June 24, 2008 at the
Holiday Inn from 9-11 a.m.
** Nancy Zahler will discuss 2008 State Aid cuts that were recently passed.
Resolutions and Budget Amendments:
2008 Resolution No. 16 Town of Enfield Budget Amendment Number – 5 Transfer
of Appropriations
WHEREAS, the Town Board has contracted for site plans and a property survey, NOW,
THEREFORE BE IT
RESOLVED, That General Fund Appropriations account A9950.0 titled “Inter Fund Transfer to
Building Reserve”, be reduced $20,000.00 to $30,000.00 and General Fund Appropriations
account A1620.4, titled “Buildings Contractual” be increased $20,000.00 to $55,000.00.
2008 Resolution No. 17 Town of Enfield Budget Amendment Number – 6 Transfer
of Appropriations
WHEREAS, The Town Board contracted for Attorneys services and the budgeted amount has
been exceeded, NOW THERFORE BE IT
RESOLVED, That General Fund Appropriations account A1990.4 titled “Contingency Account
Contractual”, be reduced $3500.00 to $2889.28 and General Fund Appropriations account
A1420.4 titled “Attorney Contractual” be increased $3500.00 to $7700.00.
2008 Resolution No. 18 Town of Enfield Budget Amendment Number – 7 Transfer
of Appropriations
Whereas, there are unexpended funds in General Fund Appropriations account A1220.42 titled
“Bookkeeper Contractual”, NOW THEREFORE BE IT
RESOLVED, that General Fund Appropriations account A1220.42 titled “ Bookkeeper
Contractual” be reduced $200.00 to $800.00 and General Fund account A1220.41 titled “
Supervisor Contractual” be increased $200.00 to $700.00

Audit Claims:
It was motioned that Supervisor Podufalski, on behalf of the Town Board of the Town of Enfield, be
authorized to pay the following:
- General Fund vouchers #128 - #146 dated June 11, 2008 in the amount of $22,269.46.
- Highway Fund vouchers #36 - #44 dated June 11, 2008 in the amount of $21,825.06.

COMMITTEES/BOARDS REPORTS
Tompkins County Board of Representatives:
Greg Stevenson, District #1 Enfield/Newfield legislator, reported that the County budget process
continues. He announced that Bill Eisenhardt, an Enfield citizen, received the Office of the Aging Senior
Citizen of the Year 2008 award.
Code Enforcement:
A written report was submitted. Alan Teeter noted that the Muse Fest application was in process.
Enfield Community Council:
Vice President Ann Rider said they meet the 2nd Monday of each month at the Community Building
at 6:30 p.m. The 2nd combined Community Council/Town Newsletter is going to press shortly. An article
regarding unlicensed dogs and a dog-enumerator search will be in the newsletter.
They are gearing up for summer camp starting July 7th. The beautification committee reported that
the “Welcome to Enfield” round sign that was located on Enfield Falls Road was sawed off its bearings and
stolen. A reward has been posted and more information may be obtained at the Enfield Town Hall and
other areas.
Enfield Volunteer Fire Company:
Art Howser reported that the Enfield School and the American Red Cross have worked out an
agreement whereby the school can be used in the event of an emergency. An open house will be held

October 4th following the Harvest Festival. They received an imaging camera grant and now have new
pagers, as well…which still have to be activated. The fire whistle will continue to be used.
Facilities Building Manager:
Councilperson Roy Barriere says the chlorination system in the Community Building has been
repaired. David Owens successfully bid on the old fuel tan k, and its contents, at the Community Building
and it has been removed. Town Clerk, Alice Laue, noted that because of OSHA requirements the Town
Board needed to approve Mr. Owens’ removal of that oil tank and fuel. Supervisor Podufalski stated that
this should be done…even though it is after the fact.
It was motioned that the Town Board of the Town of Enfield authorizes David Owens, the
successful bidder, to remove the oil tank and its contents from the Enfield Community Building. The
bidding and removal were completed in May.

Facilities Planning Committee:
Councilperson Masser said that he and an engineer met with the Enfield Planning Board.
Sketches of plans for development of the Town’s property on Enfield Main Road were presented .
Planning Board:
There were no planning board members present to report.
Recreation Partnership:
Councilperson Gaynor says the partnership is still looking for sponsors.
Tompkins County Council of Governments (TCCOG):
Councilperson Barriere said that TCCOG has moved to Stage 2 of the Health Benefits Consortium.
Administrator Whicher will be our contact person and we were asked not to contact our town attorney
because attorneys representing all of us are on board.
Herb Engman (Town of Ithaca) and Ric Detrich (Town of Danby) are putting together a resolution
for the June meeting relative to our SPCA contracts. Contracts with the SPCA expire 6/30/2008.

OLD BUSINESS
Enfield Creek Project not happening until 2009.
NEW BUSINESS
John Rancich and Steve Bauman gave a presentation/proposal (in lieu of a law) to the Town Board
on the progress of the wind farm. The following motions were then made:
A motion to schedule a public hearing at 7:00 p.m. on July 9th, 2008 on the proposed site plans for
the new facilities followed by a public hearing on the environmental assessment forms (EAF) on the
proposed locations for the new facilities.

A motion that the Enfield Town Board be named the lead agency in the Environmental Assessment
Review of the proposed locations for the new facilities.

Announcements:
Councilperson Barriere thanked the following:
** Ed Hetherington for putting flags on lamp posts
** All those who put flags in the cemeteries
** Beautification Committee for the flower barrels
** Rich Neno for flag post attachments…at no charge
Supervisor Podufalski thanked those who had dedicated their time during clean-up week.

Privilege of the Floor:
Questions and answers were asked and received from the floor:
* Highway Superintendent, David Miller, retiring in August. No replacement in the works.
* Electronic form of wind farm proposal not given to all board members.
* Set backs? Holding off at this time. [Someone mentioned that they need to go before Plan Bd.]
* EVFD needs old cars for training.
* How much for new infrastructure? Approx $1.2 million. How much do we have? Approx. $500K.
