Approval of Minutes: A motion was made to approve the June 11, 2008 minutes, with the correction noted below. Motioned: Councilperson Barrier Seconded: Councilperson Gaynor Discussion: [At the July 9, 2008 meeting] Supervisor Podufalski said there is a need to start talking budget for fire contract… or fire district…if that’s the route the fire company takes. [At the August 13th meeting, Supervisor Podufalski noted that it should read “if that’s the route the Town Board takes.”] Vote: Councilperson Barriere…aye. Councilperson Gaynor…aye. Communications/Announcements/Correspondence: ** SPCA wants to maintain a business relationship with the Town of Enfield. RFP in progress. Bids due August 15, 2008. ** Civil Service training session October 7, 2008 for newly elected officials. Enfield Regular Town Board Meeting August 13, 2008 2 ** Solid Waste Management gave Enfield Harvest Festival bins for disposal. ** Tompkins County Environmental Management Council holding a 2-year membership drive. Supervisor Podufalski wondered if Michael Miles was interested in staying on. ** Tompkins County Water Resources has an opening. Budget Amendment: Resolution No. 19 of 2008 Transfer of Appropriations Budget Amendment #8 WHEREAS, there are funds not expended in the 2007 budget year that were not included in the 2008 Budget general fund unexpended balance, NOW, THEREFORE BE IT RESOLVED that General Fund Appropriations Unexpended Balance be increased by $30,000.00 and General Fund Appropriations account A1990.4 (Contingency Account) be increased by $25,000.00 and General Fund Appropriations account A1420.4 (Attorney, Contractual), be increased by $5,000.00. Audit Claims: It was motioned that Supervisor Podufalski, on behalf of the Town Board of the Town of Enfield, be authorized to pay the following: - General Fund vouchers #168 - #184 dated August 13, 2008 in the amount of $8,593.12. - Highway Fund vouchers #53 - #58 dated August 13, 2008 in the amount of $1,505.47. COMMITTEES/BOARDS REPORTS Tompkins County Board of Representatives: Greg Stevenson, District #1 Enfield/Newfield legislator, reported that the County budget process is progressing. There will be a 2-hour public forum regarding the budget November 22, 2008. Administrator Whicher will continue to work until November 1, 2008. His position has been filled. Code Enforcement: A written report was submitted. Alan Teeter said 49 building permits have been issued this year and noted that the Muse Fest application was approved. Global Towers has started their work and it should be completed within 60 days. Code Enforcement Officer, James Mead, handed in his resignation effective September 30, 2008. Enfield Community Council [ECC]: Vice President Ann Rider said they meet the 2nd Monday of each month at the Community Building at 6:30 p.m. Summer camp ended August 15 after having over 100 campers. They received a lot of positive feedback. The Harvest Festival, which is ECC’s main fundraiser, will be held September 20, 2008 and volunteers are needed to help out. ECC will not be sponsoring the community yard sales this year. Enfield Volunteer Fire Company: Larry Stilwell reported on hose testing and trainings. President Dennis Hubbell presented a memo stating that they are still working on the budget but are near completion. Facilities Building Manager: Councilperson Barriere had no report. Facilities Planning Committee: Supervisor Podufalski says he has site plan information. Enfield Regular Town Board Meeting August 13, 2008 4 Planning Board: Co-chair, James McConkey, says the Planning Board needs to approve the draft wind farm law. Recreation Partnership: Councilperson Gaynor says the partnership is still working on its budget. Tompkins County Council of Governments (TCCOG): Supervisor Podufalski reported on the status of the SPCA contract. Broadband Access: Councilperson Masser was absent but gave Supervisor Podufalski a written report on several contacts he had made concerning broadband possibilities. Carman Branca, President of New Visions Powerline Communication, Inc. expressed an interest in perhaps covering Tompkins County. Powerline just inked an agreement with Cortland County. OLD BUSINESS The following resolution was presented to set fees for fire inspections. Resolution No. 20 of 2008 “Providing for the Administration and Enforcement Local Law #1 of 2007 of NY State Uniform Fire Prevention and Building Codes.” WHEREAS, the Town Board has the authority to set fees for fire safety and property maintenance inspections, and there currently being no fee to cover expenses for said inspections. NOW THEREFORE BE IT RESOLVED, that the fee for each fire safety and or property maintenance inspection be set at $50.00 for the first two inspections and any re-inspection be assessed a fee of $50.00. Some consolidation was suggested at the Site Plan Review Public Hearing held last month regarding facilities. Therefore, new plans will be needed. A resolution was made to use the same firm that was used before. Resolution No. 21 of 2008 Appointment of Town’s Engineering Firm WHEREAS the Town hired Resource Associates of Cortland to provide engineering services for Site Plan Reviews and said engineering firm has provided such in a timely manner at reasonable prices, and is expert in designing municipal facilities, and the Town wishes to further investigate designs for new buildings, BE IT RESOLVED that Resource Associates of Cortland be named s the Town’s engineering firm. Fire Contract/Fire District: Supervisor Podufalski is in the process of scheduling a meeting with Enfield Volunteer Fire Company President, Dennis Hubbell, to discuss fire company vs fire district. David Dimmick asked from the audience if that would be a public meeting. Supervisor Podufalski stated that it would not be a public meeting. Supervisor Podufalski has tried, unsuccessfully, to contact Supervisor Austic of the Town of Ulysses regarding the SPCA contract. Enfield Regular Town Board Meeting August 13, 2008 6 Supervisor Podufalski announced that he is working on budget requests for 2009. Announcements: Supervisor Podufalski announced that ECC had applied for, and received a Celebrations Grant . {Room tax monies.} NEW BUSINESS A motion was made to order a new “Welcome to Enfield” sign to replace the one that was stolen. Dave DeGrout will make us another one for $3,000. The Town paid the $250 deductible and insurance covered the $2,750. Privilege of the Floor: Questions and answers were asked and received from the floor: -- Supervisor Podufalski said that no one is being appointed at this time to fill David Miller’s position. (Miller retired August 31, 2008 from the Highway Superintendent position.) The position will wait until after the election in November. However, he will ask one of the present employees to fill the position of acting highway superintendent. He stated that the next superintendent will be asked to provide monthly reports to the Town Board. -- James Mead’s resignation will be filled via the Tompkins County Personnel Department. -- Will reinstatement of Code of Ethics happen? Present Board happy with Code of Ethics currently on the books. It was asked that this issue be put on the agenda for September. -- Some questioned why the public can not be included in discussions between the Town Bo ard and the EVFC regarding fire company vs. fire district.
