Enfield Town Board
Regular Meeting
April 9, 2008 at 7:00 PM

Meeting called to order by Supervisor Frank Podufalski at 7:00 PM.

Councilperson Stephanie Gaynor

Also present: Deputy Town Clerk: Pat Dougherty
Pledge of Allegiance:
Supervisor Podufalski led the assemblage in the Pledge of Allegiance.
Public Hearing:
Second public hearing with a presentation by Charlie Baldwin updating the Town on the $400,000
small cities grant which was applied for earlier this year. Approximately 15 houses will be worked at a
maximum cost of $25, 000 each. No mobile homes. The Town will know whether or not they got the grant
in August or September. We were turned down the last two times and may be strongly considered this
time. Baldwin responded to several audience members’ que stions.

A motion was made to approve the March 12, 2008 minutes.

Communications/Announcements/Correspondence:
Supervisor Podufalski discussed meeting guidelines that were printed on the back of the agenda.
COMMITTEES/BOARDS REPORTS
Tompkins County Board of Representatives:
There were no representatives present.
Code Enforcement:
Code Officer, Alan Teeter, reported that he and fellow code officer, Jim Mead, have started annual
fire inspections. Working on closing out old permits.
Enfield Community Council:
Vice President Ann Rider said they meet the 2nd Monday of each month at the Community Building
at 6:30 p.m. A combined Community Council/Town Newsletter will be coming out this spring. They are
gearing up for summer camp starting July 7th.
Enfield Volunteer Fire Company:
Vice President, Larry Stilwell, announced that the last BBQ for this season would be Sunday.
There will be an open house on September 20, 2008.
Facilities Building Manager:
Councilperson Barriere reported on replacing fan boxes and pressure switch. A bid will go out for a
partially full oil tank and ACE Security is OK with waiting until the building is done to key it .
Facilities Planning Committee:
Councilperson Masser stated the we were only eligible for about $25,000 which is much lower than
we thought. There is more funding available if we were to bring water to Enfield.

Planning Board:
Councilperson Masser noted that the meeting went smoothly. Randy Hartmyer of AT&T spoke
about the cell tower…199 feet plus a 4’ lightening rod. John Rancich received approval for six more
months…his 18-month approval is running out. It was duly noted the Planning Board has the legal
authority to issue that approval.
Tompkins County Council of Governments (TCCOG):
Supervisor Podufalski reported on the proposed health insurance consortium (signed agreements
need to be in by May 10th) and the SPCA contracts. Protection and preservation of farm land in Tompkins
County was talked about.
OLD BUSINESS
Spring Clean Up:
Spring clean up will be from noon until 7 pm On May 5-8, 2008. No tires.
Enfield Creek Project;
Supervisor Podufalski and Mr. Nagley will meet to discuss and walk through what a grant involves.
Enfield’s highway crew will be providing the labor…which will mean they will be taken away from working
on our highways.
NEW BUSINESS
OSHA found several serious violations in the highway building. Roy Barriere and Highway
Superintendent David Miller will work on them.
A resolution was presented regarding NYS health benefits.
RESOLUTION NO. 15 - 2008 - IN SUPPORT OF THE COUNCIL OF
GOVERNMENTS’ REVIEW OF HEALTH BENEFITS FOR NEW
YORK STATE SHARED MUNICIPAL SERVICES PROGRAM
MOVED by Councilperson Barriere and seconded by Councilperson Gaynor
.
WHEREAS, the Town of Enfield joined the Tompkins County Council of
Governments (TCCOG), and

WHEREAS, in 2007, the County, on behalf of TCCOG, accepted an
incentive grant award under the New York State Shared Municipal Services
Program,
WHEREAS, the grant will assist the municipalities in Tompkins County
to create a local health care consortium, and
WHEREAS, the health care consortium will seek to develop health
benefits coverage for all municipalities with the intent to provide a net savings to
the taxpayers of Tompkins County, now therefore be it
RESOLVED, on recommendation of the Enfield Town Board, That the
Town Supervisor is authorized to execute an inter-municipal agreement with
TCCOG members to participate in the review of the development of the health
benefits consortium, and
FURTHER RESOLVED, That the Town of Enfield understands that upon a
complete review and plan design of a health benefits program, the Town of Enfield will
have the option of joining a health benefits consortium that would require the Town of
Enfield to sign another inter-municipal agreement.

Discussion: Councilperson Masser says he is very familiar with insurance and would like to check out the
proposed plan.

Freedom of Information Request Log [FOIL]:
Supervisor Podufalski spoke with the FOIL office in Albany and found out that Records
Management Officials must keep a log of FOIL requests. He gave RMO, Town Clerk Alice Laue, a copy of
what the logs entails and she said she would get a three -ringed notebook for the pages.
Audit Claims:
It was motioned that Supervisor Podufalski, on behalf of the Town Board of the Town of Enfield, be
authorized to pay the following:
- General Fund vouchers #78 - #103 dated April 9, 2008 in the amount of $17,265.95

- Highway Fund vouchers #21 - #27 dated April 9, 2008 in the amount of $3,905.19
- Enfield Volunteer Fire Company voucher #SF-4 dated April 9, 2008 in the amount of $80,000

*Haefele TV has increased its rates.
*Sprague disclosure statement.
Privilege of the Floor:
De Murphy, 215 Connecticut Hill Road says people are throwing tires out in her area all the time.
Gary Fisher requested a copy of OSHA report. Ann Rider feels someone needs to talk to Haefele about
rate increases. David Dimmick stated that Fish Road needs work and also suggested that the Board
reconsider allowing the public to speak for only 3 minutes.
