SPECIAL TOWN BOARD
MEETING MINUTES
WEDNESDAY, APRIL 23,2008
7:00 P.M.
A Special Town Board Meeting was held Wednesday, April 23, 2008 at 7:00 p.m. at the
Enfield Community Budding, 182 Enfield Main Road, Ithaca, NY with Deputy
Supervisor Owens presiding.
Present: Jean Owens, Deputy Supervisor; Stephanie Gayner, Town Councilperson:
Robert Harvey, Town Councilperson; Roy Barriere,Town Councilperson; Herb Massser,
Town Councilperson and Alice Laue, Town Clerk. Supervisor Frank Podufalski was
absent.
Deputy Supervisor Owens led the assemblage in the Pledge of Allegiance to the Flag.
Deputy Supervisor Owens announced to the assemblage that in the absence of the
Supervisor there would hot be Privilege of the Floor and if they had any questions or
concerns they were to put them in writing and direct them to the Supervisor.
New Facilities: Deputy Supervisor Owens reported-
Three engineering firmswere approached to submit a proposal for developing Site Plans
for Project 1 that consists of building a highway building,town hall,and community
building on land owned by the Town of Enfield located on tax parcel 14.-2-2.8 and
Project 2 that consists of building a public safety building on land owned by the Town of
Enfield on tax parcel 8,-2-9.3. The Town is authorized under town law not to publish a
legal bid notice when issuing an RFP for engineering services. Two of the firms
submitted proposals.p The third firm was unable to because they were backlogged. Each
ro
member of the facilities committee got a copy of both proposals for their review and
input. Deputy Supervisor Owens asked Facilities Chairperson Masser to make a
recommendation on these two proposals.Chairperson Masser reported that after looking
at the two proposals and,with one being$30,000.00 less than the other for virtually the
same work he recommended Resource Associates proposal.
(All members of the Town Board did not receive or see the proposals until proposal
information was presented at the Special Town Board Meeting and were asked to vote on
this subject at the time a motion was made).
Motion made by Councilperson Masser that the Supervisor legates Resource Associates
in this project. Motion was seconded by Councilperson Barriere.

Discussion: Councilper�on Harvey asked about a public hearing on this and was informed
by Deputy Supervisor Owens that according to the Attorney for the Town a public
hearing was not necessary. She worked with the Attorney for the Town in putting
together the RFP.
Vote: Councilperson Gayner aye, Councilperson Harvey aye, Councilperson Barriere aye,
Councilperson Masser aye. Supervisor Podufalski was absent. Motion carried.
Adjournment:
Motion made by Counclperson Masser and seconded by Councilperson Gayner that the
meeting adjourns.
Discussion: none
Vote: Councilperson G4yner aye, Councilperson Harvey aye, Councilperson Barriere aye,
Councilperson Masser aye. Motion carried.
Meeting adjourned at 7108 p.m.
