WEDNESDAY, DECEMBER 12, 2007
7:--P.M.
Public hearings on the purposed Local Law #2 – Town of Enfield Code of Ethics and the
2008 Enfield Community Council contract along with the regular monthly town board
meeting were held Wednesday, December 12, 2007 at the Enfield Community Building,
182 Enfield Main Road, Ithaca, New York with Deputy Supervisor David Bock presiding.
Present: Deputy Supervisor David Bock, Town Councilperson Sandra Small, Town
Councilperson Peggy Hubbell, Town Councilperson Byron Smith, Councilperson Robert
Harvey and Town Clerk Alice Laue. Supervisor Jean Owens was absent.
Deputy Supervisor Bock opened the public hearings by reading the legal notices
published in the Ithaca Journal. The public hearing on the local law #2 Town of Enfield
Code of Ethics was opened at 7:00 p.m. to all wishing to speak, no one wished to speak
and the public hearing on the 2008 Enfield Community Council contract was opened at
7:05 p.m. to those wishing to speak. Those who spoke would like to see more
communication from the Enfield Community Council and the public on the programs
they provided and how their money is used. Public hearing on the 2008 Enfield
Community contract was closed at 7:20 p.m.
REGULAR TOWN BOARD MEETING MINUTES
The regular town board meeting was opened at 7:25 p.m.
Pledge of Allegiance to the Flag:
Deputy Supervisor Bock led the assemblage in the Pledge of Allegiance to the Flag.
Privilege of the Floor:
Attorney Guy Krogh, municipality attorney for the Towns of Lansing and Caroline
cautioned the board on moving to fast on the wind farm proposal law. Moving to fast
could present civil rights issues.
Approval of Minutes:
Motion made by Councilperson Small, seconded by Councilperson Smith that the Town
Board approve 7/11, 8/8,8/22, 8/24, 9/12,10/0, 10/22, 11/14, 11/20 and 12/5 minutes.

Councilperson Harvey aye, Supervisor Owens was absent. Motion carried.
Committees/Reports:
Code Enforcement – Ron Clark – Written report.
Enfield Community Council – no report.
Enfield Volunteer Fire Company – no report.
Planning Board – No meeting, no report.
Town Historian – Sue Thompson reported on her activities as our town historian for the
year 2007.

RESOLUTION NO. 2007- ___#37____
RESOLUTION ADOPTING A LOCA LAW TO ESTABLISH STANDARDS OF
CONDUCT FOR MUNICIPAL OFFICERS AND EMPLOYEES OF THE TOWN
OF ENFIELD – CODE OF ETHICS
LOCAL LAW NO. 2 OF THE YEAR 2007
WHEREAS, a resolution was duly adopted by the Town Board of the Town of
Enfield for a public hearing to beheld by said Town Board on December 12, 2007, at 7:00
p.m. to hear all interested parties on a proposed local law entitled “A LOCAL LAW TO
ESTABLISH STANDARDS OF CONDUCT FOR MUNICIPAL OFFICERS AND
EMPLOYEES OF THE TOWN OF ENFIELD – CODE OF ETHICS”; and
WHEREAS, notice of said public hearing was duly advertised in the Ithaca
Journal; and
WHEREAS, said public hearing was duly held on said date and time at the
Enfield Community Building and all parties in attendance were permitted an opportunity
to speak on behalf of or in opposition to said proposed local law, or any part thereof; and

WHEREAS, the Town Board finds it is in the best interests of the Town and its
citizens to adopt the local law;
NOW, THEREFORE, be it
RESOLVED, that the Town Board of the Town of Enfield hereby adopts said
local law entitled: “A LOCAL LAW TO ESTABLISH STANDARDS OF
CONDUCT FOR MUNICIPAL OFFICERS AND EMPLOYEES OF THE
TOWN OF ENFIELD – CODE OF ETHICS”, a copy of which has been supplied
to the members of this Board as required by law; and it is further
RESOLVED, that the Town Clerk be and she hereby is directed to make reference
to said local law in the minutes of this meeting and to give due notice of the adoption of
said local law by filing a copy of said local law with the Secretary of State of the State of
New York.
Resolution moved by Councilperson Small, seconded by Councilperson Hubbell.
Discussion:
Vote: Councilperson Small aye, Councilperson Hubbell aye, Councilperson Smith aye,
Councilperson Harvey aye. Resolution carried.
SPCA Contract for 2008.
SPCA offering a continuation of the 2007 contract plus 50 percent of 2007. Total contract
would be 150 percent of 2007 contract SPCA amendment to the 01/01/2007 agreement
between the Town of Enfield and the Tompkins County SPCA was presented and
authorization for the supervisor to sign agreement was asked by the Deputy Supervisor.
Motion made by Councilperson Small, seconded by Councilperson Hubbell that the
Town Board authorizes the Supervisor sign the SPCA Amendment to the 2007 contract
in the amount of $11,943.00 for the year 2008.
Discussion: This gives towns a year to find a solution to the SPCA problem.
Vote; Councilperson Small aye, Councilperson Smith aye, Councilperson Hubbell aye,
Councilperson Harvey no. Supervisor Owens was absent. Vote was three ayes and one no.
Motion carried.
TCCOG Proposed Dog Control Services:
Consensus of the board was they approved Tier II of the proposal: Expanded Services for
Dogs only.
Abstract Number 11 Amendments:
Motion made by Councilperson Smith, seconded by Councilperson Hubbell to amend
abstract numbers 11 by adding to General Fund claim Number 242 claimant Seneca
Supply appropriation account code A3310.4 in the amount of $485.00 and delete claim
number 231 changing the total of the warrant of $19,915.22 and amend Highway Fund

claim number 104 from $3,569.00 to $3,054.00 changing the total of the warrant to
$32,941.66.
Discussion:
Vote: Councilperson Small aye, Councilperson Smith aye, Councilperson Hubbell aye,
Councilperson Harvey aye, Supervisor Owens was absent. Motion carried
2008 Enfield Community Council Contract
Motion made by Councilperson Small, seconded by Councilperson Hubbell that the
Town Board authorizes the Supervisor to sign the 2008 Enfield Community Council
contract.
Discussion:
Vote: Councilperson Small aye, Councilperson Hubbell aye, Councilperson Harvey aye,
Councilperson Smith aye, Supervisor Owens was absent. Motion carried.
DEC Agreement:
Town clerk presented DEC Agreement for sporting licenses to be sold on the
Internet and asked for authorization to sign same as the agent to sell these licenses.
Motion made by Councilperson Small, seconded by Councilperson Hubbell that the
Town Board authorizes the Town Clerk to sign the DEC Agreement.
Discussion:
Vote; Councilperson Small aye, Councilperson Smith aye, Councilperson Harvey aye,
Councilperson Hubbell aye, Supervisor Owens was absent. Motion carried.
Resolution #38-2007 Town of Enfield Budget Amendment Number 12 – Transfer of
Appropriations.
WHEREAS, the Town of Enfield Highway Superintendent’s membership dues 2007 for
the Tompkins County Highway Superintendent’s Association are due, NOW,
THEREFORE BE IT RESOLVED that General Fund appropriation account A1990.4,
titled “Contingency Contractual “ be reduced $75.00 and General Fund appropriations
account A5010.4, titled “Superintendent of Highways – Contractual”, be increased
$75.00.
Discussion:
Vote: Councilperson Small aye, Councilperson Hubbell aye, Councilperson Smith aye,
Councilperson Harvey aye, Supervisor Owens was absent. Motion carried.
Enfield Creek Project:
Councilperson Small reported she had contacted Soil and Water and they are waiting for
the first of the year and working with the incoming board.
Audit claims:
Bills and vouchers presented for payment.
Motion made by Councilperson Small, seconded by Councilperson Smith that the Town
Board authorizes the Supervisor pay:

General Fund vouchers #243-261 in the amount of $856.70 and Highway Fund vouchers
#107-124 in the amount of $14,670.41.
Discussion:
Vote: Councilperson Small aye, Councilperson Hubbell aye, Councilperson Smith aye,
Councilperson Harvey aye, Supervisor Owens was absent.
Announcements:
Code Enforcement applications to be reviewed by Code Officer Clark, he will make
recommendations and incoming board will do interviews.

I am requesting that the following be read into the Town Board minutes of December
12, 2007.
Regular Town Board Meeting Minutes 12-12-2007
This is a response to a quote in the Ithaca Journal June28, 2007 from the Enfield Town
Board minutes of October 12, 2006 meeting. The Town Board member referred to did not
and has not taken the president of the Enfield Fire Company to court nor owes the
president of the Fire Company anything, let alone money.
The ATV’s referred to are “dirt bikes” ridden by the Enfield Fire Company’s
president’s son and his friends. They were not riding on property owned by the Fire
Company president at that time.
Furthermore the Town Board member referred to in a letter to the editor, Ithaca
Journal, December 9, 2006 has never had a judgement placed against her.

Certain Town Board members have been accused of having personal agendas.
One should read the September 1982 Town Board minutes, then decide who has had an
ax to grind for the past 25 years.
It is my view that a public apology is due the Town Board member referred to from
the two persons spreading items as the truth when they are untrue.

Year End Meeting:
Special Town Board meeting to be held Thursday, December 27, 2007 to pay end of year
bills.
Adjournment:
Motion made by Councilperson Smith, seconded by Councilperson Hubbell that the
December 12, 2007 regular town board meeting adjourns.
Discussion:
Vote: Councilperson Smith aye, Councilperson Hubbell aye, Councilperson Small aye,
Councilperson Harvey aye, Supervisor Owens was absent. Motion carried.
