SPECIAL TOWN BOARD
MEETING MINUTES
TUESDAY, SEPTEMBER 5, 2006
7:00 P.M.
A Special Town Board Meeting of the Town of Enfield Town Board was held Tuesday, September 5,
2006 at the Enfield Community Building, 182 Enfield Main Road, Ithaca, NY at 7:00 p.m. with
Supervisor Owens presiding.
Present: Supervisor Jean Owens, Councilperson Peggy Hubbell, Councilperson Sandra Small,
Councilperson Jennifer Fisher, Councilperson Robert Harvey and Town Clerk Alice Laue.
Others Present: Pat Dougherty, Doris Rothermich, Calvin Rothermich, Bertha Hubbell, Gerhardt
Achilles, Amber Achilles, Diane Aramini, Byron Smith, David Dimmick, Charles Hubbell, Shirley
Hubbell, Larry Saulsgiver, Arleen Saulsgiver, Benjamin Giles, Dave Owens, Jim Linton, Mary Linton,
Art Howser, Ron Switzer, George May, Ray Hubbard, Ed Hetherington, LuAnn Fisher.
Pledge of Allegiance:
Supervisor Owens led the assemblage in the Pledge of Allegiance to the Flag.
Creation of Committee – Fire Protection Contract Committee:
Supervisor Owens announced that the Special Town Board meeting was called by Town
Councilpersons Sandra Small and Peggy Hubbell for the purpose of creating a “Fire Protection
Contract Committee”.
Motion made by Councilperson Small, seconded by Councilperson Hubbell:
“That as a Town Board member that was elected by the citizens of Enfield and with the fire contract
expiring December 31, 2006, that the Town Board create and appoint a Fire Protection Contract
Committee that would review the 2007 proposal submitted by the Fire Company at the Town Board’s
August meeting. I would like the Committee to focus on bringing all parties together to work for the
benefit of the community as a whole and ultimately to make a recommendation to the Town Board for
a new fire contract at its regularly scheduled October 11, 2006 meeting. The make up of this
committee is to be comprised of eight members as follows:
(a) two Board members,
(b) four Enfield residents (two to be chosen by the Town Board and two chosen by Fire
Company), and
(c) two Fire Company members.
The Enfield residents serving on the Committee cannot be members of the Fire Company or Enfield
Town officials. The Committee is to meet every Thursday for a month beginning September 14, 2006,

followed by Thursday, September 21, Thursday, September 28 and Thursday, October 5, 2006 at 7:00
p.m. at the Enfield Community Building.
To help facilitate communication, it would be helpful if the Fire Company could bring to the first
meeting detailed documentation of income and expenses for the last three contract years as it relates to
the current contract as well as a breakdown of any outstanding debts.”
Discussion: Supervisor Owens suggested that the words “or Enfield Town officials” be added to the
sentence reading “The Enfield residents serving on the Committee cannot be members of the Fire
Company or Enfield Town officials.” After further discussions, the Board agreed to delete the words
“a minimum of” and insert instead “eight members as follows” relating to the make up of the
Committee. Councilperson Harvey asked if names of members were decided yet. Councilperson
Small explained that her intent was to have those available at the regularly scheduled Town Board
meeting on September 13, 2006 followed by the Committee meeting the next night. She added that
she wanted to be on the Committee.
Vote: Councilperson Fisher aye, Councilperson Hubbell aye, Councilperson Small aye,
Councilperson Harvey aye, Supervisor Owens aye. Motion carried.
Amend 2006 General Fund Voucher #97:
BUDGET AMENDMENT 2006 - #9 – General Fund Voucher #97
Moved by Supervisor Owens, seconded by Councilperson Harvey. Motion to amend the
Appropriation Account Code of 2006 General Fund Voucher #97 from A1620.4, titled “Buildings
Contractual”, to A5182.4, titled “Street Lighting Contractual”, in the amount of $60.84.
Discussion: Supervisor Owens explained this expenditure related to a NYSEG payment, was a
mistake and needed to be corrected.
Vote: Councilperson Fisher aye, Councilperson Hubbell aye, Councilperson Small aye, Councilperson
Harvey aye, Supervisor Owens aye. Motion carried.
New Copier
Supervisor Owens asked for some guidance from the board on how the new copier costing
approximately $900 should be paid. The Courts were willing to contribute $500. Suggested that the
Town Clerk Equipment line and Contingency line be looked at for the balance of the funds needed to
pay for the copier.
Disposition of Old Copier:
Motion made by Councilperson Hubbell, seconded by Councilperson Small that the Town Board
declare the Xerox copier as defunct excess equipment having a zero value and to be disposed of.
Discussion: After discussing the expenses that would be needed to make this copier operable the
consensus was to donate it to a non-profit organization, possibly the National Guard. Councilperson
Harvey to explore this matter.

Vote: Councilperson Fisher aye, Councilperson Hubbell aye, Councilperson Small aye, Councilperson
Harvey aye, Supervisor Owens aye. Motion carried
Audit Bills:
As the regular Town Board meeting was not until the 13th of September, Supervisor Owens presented
General Fund bills and vouchers for payment.
Motion made by Councilperson Fisher, seconded by Councilperson Harvey that the Town Board
authorizes the Supervisor to pay:
General Fund Vouchers #160 – 171 in the amount of $5,317.60.
Discussion: Councilperson Hubbell expressed her concern regarding Wayne Snyder charging
purchase of gas for mowing cemeteries instead of obtaining the gas from the Highway garage tank.
Councilperson Hubbell to talk with Mr. Snyder about this practice. Councilperson Hubbell also noted
that the Staples bill was not broken out and charged back to individual accounts as had been done in
the past. Supervisor Owens responded that she had discussed this with Town Clerk Laue and they both
agreed to the expenses being paid out of the Central Printing and Mailing account.

Harvey aye, Supervisor Owens aye. Motion carried.

Motion made by Councilperson Small, seconded by Councilperson Fisher that the September 5, 2006
Special Town Board Meeting adjourn.
