PUBLIC HEARING
MEETING MINUTES
WEDNESDAY, SEPTEMBER 13, 2006
7:00 P.M.
A Public Hearing on the Town of Enfield Dog Control Law – Local Law No. 1 of the Year 2006 was
held Wednesday, September 13, 2006 at the Enfield Community Building, 182 Enfield Main Road,
Ithaca, NY at 7:00 p.m. with Supervisor Owens presiding.
Present: Supervisor Jean Owens, Councilperson Peggy Hubbell, Councilperson Jennifer Fisher,
Councilperson Robert Harvey and Town Clerk Alice Laue.
Absent: Councilperson Sandra Small.
Others Present: Doug Willis, Margaret Willis, Doris Rothermich, Calvin Rothermich, Ken Eckert,
Mary Eckert, LuAnn Fisher, Bertha Hubbell, Gerhardt Achilles, Amber Achilles, Mildred Achilles,
Diane Aramini, David Dimmick, Ann Owens, Dave Owens, Bonnie Griffin, County Legislator Greg
Stevenson, Roy Barriere, Carol Barriere, Kelly Griffin Sherwood, Scott Sherwood, Karen Stevenson,
Charles Hubbell, Arthur Howser, Ed Hetherington, Ron Clark, Jack Hubbell, Lee Shurtleff, Betty
Tompkins, Carolyn Monroe, Carolyn Tschanz, Kirk VanDee, Linda Stilwell, Larry Stilwell.
Supervisor Owens opened the public hearing to the public by reading the legal notice published in the
Ithaca Journal. She also pointed out revised changes from the previous Dog Control Law and asked if
anyone from the public wished to voice their concerns.
Mary Eckert (539 E. Enfield Center Rd.): Asked if there was a leash law in Enfield and expressed
her dissatisfaction in how the SPCA enforces the present dog control law. She highlighted her current
situation with a neighbor’s dog. Supervisor Owens stated that Enfield’s Dog Control Law is a law
which states your dog shall be under your control at all times. Supervisor Owens asked Ms. Eckert to
keep her and the Board informed of her situation.
David Dimmick (466 Fish Road): Asked for the definition of “full control” as stated in the law and
feels it needs to be clearly defined. Supervisor Owens stated interpretation of “full control” would be
the decision of the ticketing officer and the court.
After all wishing to speak was heard the public hearing was closed.
Public hearing closed at 7:10 p.m.
