A Special Meeting of the Town of Enfield Town Board was held Thursday, August 3, 2006 at the Enfield Town Hall, 168 Enfield Main Road, Ithaca, New York at 7:00 p.m. with Supervisor Owens presiding. Present: Supervisor Jean Owens, Councilperson Jennifer Fisher, Councilperson Sandra Small, Councilperson Peggy Hubbell, Councilperson Robert Harvey, Town Clerk Alice Laue Other Present: Gerhardt Achilles, Amber Achilles, Diane Aramini, David Dimmick Calvin Rothermich, Doris Rothermich, Mary Russell Former Attorney for the Town: Mary Russell The Special Meeting was called by Supervisor Owens to meet and discuss with Mary Russell the partial payment of her March/April statement and her outstanding May statement. Topics discussed were billing for legal research when a resolution prohibited it, billing to discuss a bill, an inaccurate billing date, billing for unbeknown matters, amount of time being billed, and the amount appropriated in budget. Russell indicated she would like to be paid the amount she billed, less an additional discount of $120 for the time she spent meeting with Supervisor Owens to discuss a bill. Russell turned back over to Supervisor Owens the Sprague Insurance binder and one file. Russell indicated she had a few more Town files and would turn them over at a later time. Consensus of the Board was that the Board take time to think about how the Board should proceed and Supervisor Owens will add the matter to the August Town Board meeting agenda. Facilities: Councilperson Harvey reported that work on the handicap ramp, handicap parking zone/entrance to the Community Building and work on the roof were progressing. Supervisor Owens opened up two accounts for the Town at Home Depot and Office Depot. Dog Control Law: Councilperson Hubbell asked about the status of the Dog Control Law. Supervisor Owens to contact Justice Poole for her opinion on the proposed law. Special Town Board Meeting Minutes – August 3, 2006 2 Planning Board: Councilperson Hubbell stated the Planning Board had not met for three months and asked why the scheduled August Planning Board Meeting was cancelled. Supervisor Owens stated Virginia Bryant had called her asking for guidance and since there were no apparent pressing issues and with the extremely hot weather, the meeting was cancelled. Planning Board member Calvin Rothermich stated that Planning Board members should be notified individually of cancellations. Not notified by the “grapevine”. Chlorination System at Community Building: Councilperson Hubbell asked who was monitoring the chlorination system at the Community Building and felt that the Women’s Exercise Class shouldn’t be responsible. The consensus of the Board was that Wayne C. Snyder monitor it when he is at the Community Building cleaning. Adjournment: Motion made by Councilperson Harvey, seconded by Councilperson Fisher that the August 3, 2006 Special Town Board meeting adjourn. Discussion: Vote: Councilperson Fisher aye, Councilperson Hubbell aye, Councilperson Small aye, Councilperson Harvey aye, Supervisor Owens aye. Motion carried.
