SPECIAL TOWN BOARD
MEETING MINUTES
WEDNESDAY JULY 19, 2006
7:15 P.M.
A special meeting of the Town Board of the Town of Enfield was held Wednesday, July 19, 2006 at
the Town of Enfield Town Hall, 168 Enfield Main Rd, Ithaca, NY with Supervisor Owens
presiding.
Present: Supervisor Jean Owens, Councilperson Jennifer Fisher, Councilperson Peggy Hubbell,
Councilperson Sandra Small, Councilperson Robert Harvey, Town Clerk Alice Laue.
Others Present: Gerhardt Achilles, Amber Achilles, Mildred Achilles, Diane Aramini.
Attorney for the Town : Mary Russell
Motion made by Councilperson Hubbell, seconded by Councilperson Fisher that the Town Board
authorizes the Supervisor to sign and send a letter to Mary Russell terminating her appointment as
of July 12, 2006 with copies to all Board members. (Copy of letter is attached.)
Discussion: Arbitration – Sending a letter would leave issue open for discussion with Attorney
Russell.
Vote: Councilperson Fisher aye, Councilperson Hubbell aye, Councilperson Small aye,
Councilperson Harvey aye, Supervisor Owens aye. Motion carried.
Audit Claims:
Supervisor Owens presented General Fund vouchers for payment and amendments.
Budget Amendment No. 7 – 2006:
Motion made by Councilperson Hubbell, seconded by Councilperson Small that the Town Board
approves decreasing General Fund appropriation account code A1990.4, titled “Contingency
Contractual” by $289.84 and increase General Fund Appropriation Account Code A7550.4 titled
“Celebrations Contractual” by $289.84.
Discussion: Chairperson Hubbell suggested the need for Beautification Grant having a specific
appropriation line so monies can be tracked.
Vote: Councilperson Fisher aye, Councilperson Hubbell aye, Councilperson Small aye,
Councilperson Harvey aye, Supervisor Owens aye. Motion carried.

Amendment General Fund Voucher #103 – 6-06:
Motion made by Councilperson Small, seconded by Councilperson Fisher that the Town Board
approve the amending of the 6-06 General Fund voucher #103 by increasing account code A1410.4
titled “Town Clerk Contractual” by $11.70 and decreasing account code A8020.4 titled “Planning
(Board) Contractual” in the amount of $11.70.
Discussion: Classified Publications bill for Subdivision Regulations public hearing charged to
wrong budget line.
Vote: Councilperson Fisher aye, Councilperson Hubbell aye, Councilperson Small aye,
Councilperson Harvey aye, Supervisor Owens aye. Motion carried.
General Fund Vouchers:
Motion made by Councilperson Fisher, seconded by Councilperson Small that the Town Board
authorizes the Supervisor to pay General Fund vouchers #137-142 dated 7-19-2006 in the amount
of $1,791.14.
Discussion:
Vote: Councilperson Fisher aye, Councilperson Hubbell aye, Councilperson Small aye,
Councilperson Harvey aye, Supervisor Owens aye. Motion carried.
Attorney for the Town: Timothy Mattison
Motion made by Councilperson Small, seconded by Councilperson Hubbell that the Town Board
appoint Timothy K. Mattison of Personius, Prechtl, Mattison & Palmer, 312 Lake Street, Elmira
New York 14902 as the Attorney for the Town of Enfield effective July 19, 2006 at the rate of
$125/hour to be billed quarterly and that the Supervisor so notify him of the appointment by letter
with copies to all Board members.
Discussion:
Vote: Councilperson Fisher abstained, Councilperson Hubbell aye, Councilperson Small aye,
Councilperson Harvey aye, Supervisor Owens aye. Motion carried.
Old Town Clerk Computer:
Motion made by Councilperson Harvey, seconded by Councilperson Hubbell that the old Town
Clerk computer be declared worthless and be disposed of.

Discussion: Councilperson Harvey to look into purchasing the software necessary for erasing and
deleting information off of computer before disposing.
Vote: Councilperson Fisher aye, Councilperson Hubbell aye, Councilperson Small aye,
Councilperson Harvey aye, Supervisor Owens aye. Motion carried.
Facilities Committee:
Motion made by Councilperson Harvey, seconded by Councilperson Hubbell that the Town Board
appoint Councilperson Robert Harvey as Project Coordinator of the Community Building
renovations and that funds not to exceed $15,000.00 be allocated for Phase I of the renovations of
the Community Building to bring the Community Building up to ADA Compliance.
Discussion: Phase I to included fire escape ramp, handicapped parking zone, handicapped
accessibility to the building, windows, doors, recoating of roof, bathrooms. Town’s Procurement
Policy was reviewed. No bills paid without board approval.
Vote: Councilperson Fisher aye, Councilperson Hubbell aye, Councilperson Small aye,
Councilperson Harvey aye, Supervisor Owens aye. Motion carried.
Announcements:
Councilperson Small offered her resignation as Town Board liaison to the Enfield Volunteer Fire
Company because she felt it was inappropriate at this point in time.
Adjournment:
Motion made by Councilperson Harvey, seconded by Councilperson Fisher that the Special Town
Board Meeting held Wednesday July 19, 2006 adjourn.

Councilperson Harvey aye, Supervisor Owens aye. Motion carried.
The Special Town Board Meeting was adjourned at 8:05 p.m.
