TOWN OF ENFIELD
EMERGENCY SPECIAL TOWN BOARD
MEETING MINUTES
THURSDAY, NOVEMBER 2, 2006
7:00 P.M.
Following the Budget Workshop meeting scheduled for 7:00 p.m., an Emergency Special Town
Board meeting was held November 2, 2006 at the Enfield Town Hall, 168 Enfield Main Road,
Ithaca, New York at 7:45 p.m. with Supervisor Owens presiding.
Present: Supervisor Jean Owens, Councilperson Jennifer Fisher, Councilperson Peggy Hubbell,
Councilperson Sandra Small, Councilperson Robert Harvey and Town Clerk Alice Laue.
Others Present: Diane Aramini, Amber Achilles, Bertha Hubbell, Gerhardt Achilles, Louis Loiselle,
Jim Dew.
2007 Budget Appropriation – Enfield Fire Protection:
Motion made by Councilperson Small, seconded by Councilperson Harvey that the Town Board
approve and insert the amount of $200,000 as the 2007 budget appropriation for the Town of
Enfield’s Fire Protection District SF1.
Discussion: At the request of EVFC President Dennis Hubbell, Supervisor Owens presented the
Board with a memo from Mr. Hubbell attaching a copy of last year’s three-year fire contract revised
by the Fire Company to reflect changes in dates and dollar amounts which shows a 4% increase
yearly for the next three years. It was further noted that President Hubbell wrote in his memo that
more time was needed to obtain an attorney to review the contract submitted by the Board at its
October 11th meeting and it was hoped that in order to expedite matters, the Board would accept the
previous contract with a few modifications. Councilpersons Small, Hubbell and Harvey expressed
dissatisfaction in the negotiation attempts thus far and felt it was time to move forward.
Vote: Councilperson Fisher – nay, Councilperson Hubbell – aye, Councilperson Small – aye,
Councilperson Harvey – aye, Supervisor Owens – nay. 3 - Ayes, 2 – nays. Motion carried.
Audit of Fire Company Records:
Motion made by Councilperson Small, seconded by Councilperson Hubbell that the Town Board
include $5,000 in the 2007 budget to pay for an audit of the Enfield Volunteer Fire Company, Inc.’s
2006 financial records. The $5,000 to be encumbered from the 2006 Budget - contingency account.
Said audit to be conducted by the certified public accountant firm of Ciaschi, Dietershagen, Little,
Mickelson & Company, LLP.
Discussion: Consensus of the Board was that an audit would be appropriate at this time.
Vote: Councilperson Fisher – aye, Councilperson Hubbell – aye, Councilperson Small – aye,
Councilperson Harvey – aye, Supervisor Owens – aye. Motion Carried.

Approval of 2007 Tentative Budget:
Motion made by Councilperson Hubbell, seconded by Councilperson Harvey that the Town Board
approve the 2007 Town of Enfield’s Tentative Budget with all of its corrections and additions as the
Town of Enfield’s 2007 Preliminary Budget and that the Supervisor furnish Board members with a
revised, final copy prior to Tuesday, November 7, 2006.
Discussion:
Vote: Councilperson Fisher – aye, Councilperson Hubbell – aye, Councilperson Small – aye,
Councilperson Harvey – aye, Supervisor Owens – aye. Motion Carried.
Public Hearing - Preliminary Budget:
Motion made by Councilperson Hubbell, seconded by Councilperson Fisher that the Town Board
authorizes the scheduling of a public hearing for Thursday, November 9, 2007 at 7:00 p.m. on the
2007 preliminary budget.
Discussion:
Vote: Councilperson Fisher – aye, Councilperson Hubbell – aye, Councilperson Small – aye,
Councilperson Harvey – aye, Supervisor Owens – aye. Motion Carried.
Adjournment:
Motion made by Councilperson Small, seconded by Councilperson Harvey that the Emergency
Special Town Board Meeting held Thursday, November 2, 2006 adjourn.

Councilperson Harvey – aye, Supervisor Owens – aye. Motion Carried.
