Meeting called to order by Supervisor Jean Owens at 7:00 PM.

Supervisor Owens led the assemblage in the Pledge of Allegiance.
Oath of Office:
Town Clerk Alice Laue administrated the Oath of Office to Councilperson Jennifer
Fisher and Supervisor Jean Owens.
Communications/Announcements:
^^ There will be a rabies clinic on January 25, 2006 from 7:00 PM – 9:00 PM at
the SPCA. A rabies clinic will be held in Enfield in May 2006.
^^ Barbara Lifton will be at Enfield’s Town Hall on February 22, at 7:00 PM.
Approval of Minutes:
The December 29, 2005 Special Town Board Meeting minutes were tabled until the
February regular Town Board meeting to allow Board members a chance to review them.

County Legislators’ Reports:
Greg Stevenson, District #1 Enfield/Newfield legislator, and former Enfield Town
Board Councilperson, reported that he was learning a lot and had been active in some
legislation already. He gave his approval to the Public Safety Communication Project.
Effective March 1, 2006 there will be a change in the fee structure of solid waste. And, he
noted that the vote on 1-year vs. 3-year assessment was coming up January 17th.
Jim Dennis, Enfield/Ulysses legislator agreed with Greg’s report and noted that the
legislature body was pretty evenly split on the 1-year vs. 3-year assessment. It will be a
close vote.

Town of Enfield 2006 Organization Resolutions and Budget Amendments.
Resolution Number 2006 -1 Establishment of Meeting Time and Date
The monthly meeting of the Enfield Town Board shall be held on the
Second Wednesday of each month, at 7:00 p.m., at the Enfield Community Building,
182 Enfield Main Road.

Discussion: Councilperson Hubbell asked that “Privilege of the Floor” be reinstated at
the beginning of the meetings (as well as at the end) in order to accommodate persons
wishing to speak who need not sit through the entire meeting in order to do so.
Supervisor Owens agreed, with the stipulation that the time be limited to three minutes.

Resolution Number 2006 -4 Appointments
The following are appointed:
a. Deputy Supervisor: Frank Podufalski
b. Deputy Town Clerk: N. Patricia Dougherty
c. Deputy Highway Superintendent: Ronald McFall
d. Attorney for the Town: The Town Board specifically waives the requirement
that the Town’s Attorney be a resident of the Town.
f. Court Clerks: Beverly Hubbard, Tiffany Poole
g. Town Historian: Sue Thompson
h. Bookkeeper: Patricia Podufalski

Discussion:
1) Attorney for the Town: Supervisor Owens spoke of Scott Miller who has
served before. Small noted that Miller was a criminal lawyer rather than a municipal
one, and she also pointed out a possible conflict of interest. She stated that she would like
to see candidates present their resumes and appear before the Board if possible. She
commented on Tim Mattison who was the last attorney for the Town and stated that he
had submitted a letter of interest to the Town and indicated he would bill at an hourly
rate of $125. Owens asked Small if she would help in finding an attorney for the Town.
Small agreed. Small noted that she knew of another individual that may be interested –
Mary Russell – and said she would check with her. An attorney was not appointed at this
meeting.
2) Councilperson Small asked who was replacing Roger Laue, an election
maintenance person who died last year. She was told that the system would be
different in 2006.
3) Councilperson Small asked about the “same” titles for Code Officers
Hetherington and Clark. Supervisor Owens said when Hetherington started working for
the Town is was agreed that when he received his certification (which he now has) the
titles would be equal. Small noted, in her position as Personnel Chair, that the Code
Officers were not allowed, according to Civil Service requirements and the paperwork
filed with Tompkins County Personnel, to work or be paid for anymore than 20 hours a

week. If allowed, the Town would be in violation of Civil Service rules and requirements.
Small asked that the appointments of the Code Enforcement Officers be adjourned until a
decision could be made on their salaries. Owens indicated that she has asked
Councilperson Harvey to be the liaison between the Code Enforcement Officers and the
Town Board and asked Harvey to discuss this matter with them. The Board agreed to
discuss the appointments at a future meeting.
4) Councilperson Harvey questioned a “conflict of interest” with the
Bookkeeper, Pat Podufalski being the spouse of Deputy Town Supervisor Frank
Podufalski as far as signing checks was concerned.

Town Supervisor: $8,508/year, paid monthly
Highway Superintendent: $42,540/year, paid monthly
Deputy Highway Superintendent: $17.64/hr., paid biweekly
Machine Equipment Operator: $17.14/hr., paid biweekly
Highway Department part-time employees: $10.00/hr., paid biweekly
Town Clerk: $9,978/year, paid monthly
Deputy Town Clerk: $9.00/hr., paid monthly
Town Justices: $9,894/year, paid monthly
Court Clerks: $3,390/year, paid monthly
Councilman: $2,412/year, paid quarterly
Bookkeeper: $5,133/year, paid monthly

Discussion: The Town Attorney and Code Enforcement Officers were removed from the
list to be further discussed later. Small pointed out salary discrepancies for the Town
Supervisor line and the Town Justices line. Owens responded that she lowered the Town
Supervisor line by $3 for rounding purposes. The Town Justices line was amended to
reflect that the Justices did not submit an increase in salary for 2006.

The Policies and Procedures for the Town of Enfield were
tabled until the February 8, 2006 meeting to give Councilperson
Small time to bring them up to date.

Discussion: Councilperson Small asked that Jim Dew, Councilperson Harvey and
Supervisor Owens be added to the Personnel Committee if a meeting were ever necessary.
Owens and Harvey agreed. Small asked to be deleted from the Town Newsletter because
of time constraints. Small also asked to have Deputy Town Clerk Dougherty and Enfield
resident Jack Hubbell added to the Enfield Business Director Committee. Small then
pointed out she thought Supervisor Owens wanted her to be the Enfield Volunteer Fire
Department Liaison and didn’t see that category listed. Supervisor Owens noted it was
an oversight and added the appointment. Councilperson Hubbell asked if Councilperson
Harvey would be willing to serve on the Cemetery Committee. Harvey agreed.

Resolution Number 2006 -7 Town of Enfield Budget Amendment - 37
Transfer of Appropriations
WHEREAS, the 2005 Budget audited end of year appropriation balances require
modification to account for a posting error and prepaid expenses, NOW THEREFORE
BE IT
RESOLVED that the appropriation for expenditure account code A3010.1, titled
“Public Safety Administration-Personal”, is reduced by $511.62 from $32,000.00 to
$31,488.38; that the appropriation for expenditure account code A9010.8, titled
”State Retirement”, is increased by $473.76 from $8108.55 to $8582.31; and that
the appropriation for expenditure account code A9050.8, titled “Unemployment” is
increased by $37.86 from $35.73 to $73.59.

Resolution Number 2006 -8 2006 Town of Enfield Budget Amendment - 1
Encumbered 2005 Funds
WHEREAS, 2005 funds were encumbered by the Enfield Town Board, NOW
THEREFORE BE IT
RESOLVED that the appropriation expenditure account code A1620.4, titled
“Buildings”, is increased by $8,843.50 from $30,000.00 to $38,843.50; that the
appropriation for expenditure code A8668.4, titled “Housing Rehabilitation Grant”, is
increased by $5,700.00 from 0.00 to $5,700.00.

Discussion: Supervisor Owens explained that she had discussed with the Association of
Towns how best to reflect the showing of encumbered 2005 funds.

Audit Claims:
It was motioned that Supervisor Owens, on behalf of the Town Board of the Town of
Enfield, be authorized to pay the following:
- General Fund vouchers #1-#3, #5-#7 and #9-#15 dated January 11, 2006 in the
amount of $7,892.11.
- Highway Fund vouchers: There were none.
- Enfield Volunteer Fire Company voucher #SF-1 dated January 11, 2006 in the
amount of $35,000.

Discussion: Supervisor Owens announced that she had pulled the Enfield Community
Council’s voucher because it needed to be broken down differently and she would have it
resubmitted at the next Board meeting. Councilperson Small questioned sales tax on a
voucher submitted by the Code Department. She also asked what was meant by “Go To
NY PC” software for the Code Office PC on another voucher submitted by that
department. Councilperson Harvey explained what he thought it to be. Small also felt
she could justify the reimbursement for the virus and firewall update protection for the
Code Office PC but raised the question that if Mr. Hetherington used the Code’s laptop for
personal use as well, that the second entry for virus and firewall protection should be
shared equally between the Town and Mr. Hetherington. Supervisor Owens pulled the
voucher and asked Councilperson Harvey if he would get further clarification from the
Code Department. Harvey agreed.

Privilege of the Floor: ECC President, Carolyn Tschanz invited everyone to the Enfield
Community Council Annual Meeting on Monday, February 13, 2006 at 6:00 PM at the
Enfield Community Building. They will have the election officers, 2005 program highlights
and refreshments.
Carolyn also mentioned that she heard about the renovation being planned for the
Community Building and asks that ECC be included in the plans. Supervisor Owens said
there would be a meeting on the proposed changes within the next week and all would be
informed.
Councilperson Small showed the Board the business directory she had received
from Groton.
Jack Hubbell suggested that the Town Board read the Code of Ethics for Enfield in
regard to Frank and Pat Podufalski serving in positions that may constitute a conflict of
interest.
