An Emergency Special Town Board meeting of the Town of Enfield Town Board was held Thursday, December 28, 2006 at the Town Hall, 168 Enfield Main Road, Ithaca, NY with Supervisor Owens presiding. The purpose of the emergency special meeting was to approve further year-end budget amendments. Present: Supervisor Jean Owens, Councilperson Jennifer Fisher, Councilperson Peggy Hubbell, Councilperson Sandra Small, Councilperson Robert Harvey and Town Clerk Alice Laue. Others Present: Jerry Achilles, Gary Fisher, Byron Smith, Diane Aramini, Tom Gunningsmith. Pledge of Allegiance: Supervisor Owens led the assemblage in the Pledge of Allegiance to the Flag. Resolutions: Resolution #43: “Town of Enfield 2006 Budget Amendment No. 20” – 2007 Budget Amendments.” WHEREAS, the Town of Enfield 2007 Budget needs to reflect funds available for identified expenditures, NOW THEREFORE be it RESOLVED, that the Town of Enfield 2007 General Fund Budget appropriations and revenues are amended as follows: Appropriations account code A1420.4 titled, “Attorney – Contractual”, be increased in the amount of $969.00 from $3,700.00 to $4,669.00 appropriation account code A1990.4 titled, “Contingency – Contractual” be increased $13,500.00 from $18,000.00 to $31,500.00 and Revenue unexpended balance be increased $14,469.00 from $33,227.70 to $47,696.70. Moved by Supervisor Owens, seconded by Councilperson Hubbell. Discussion: Vote: Councilperson Fisher aye, Councilperson Hubbell aye, Councilperson Small aye, Councilperson Harvey aye, Supervisor Owens aye. Resolution carried. 2 Resolution #45: “Town of Enfield Budget Amendment No. 21 - Transfer of Appropriations.” WHEREAS, the 2006 Budget end of year appropriation balances require modification, NOW THEREFORE be it RESOLVED that the appropriation expenditure account code A1620.4 titled, “Buildings – Contractual” is increased by $791.06 from $44,998.19 to $45,789.25 and that appropriation expenditure code A3010.2 titled “Public Safety- Equipment” be decreased by $791.06 from $2,000.00 to $1,2208.94. Moved by Supervisor Owens, seconded by Councilperson Hubbell. Discussion: Vote: Councilperson Fisher aye, Councilperson Hubbell aye, Councilperson Small aye, Councilperson Harvey aye, Supervisor Owens aye. Resolution carried. Audit of Claims: Supervisor Owens presented monthly bills and vouchers for payment. Motion made by Councilperson Fisher, seconded by Councilperson Small that the Town Board authorizes the Supervisor to pay: - General Fund Vouchers #249-261 in the amount of $12,302.42. - Highway Fund Vouchers #135-141 in the amount of $25,191.90. Discussion: Vote: Councilperson Fisher aye, Councilperson Hubbell aye, Councilperson Small aye, Councilperson Harvey aye, Supervisor Owens aye. Motion carried. EVFC Audit: Councilperson Small requested that all questions regarding the draft audit go through one person, Attorney for the Town. Reimbursement of 2003 Per Diem/Association of Towns Conference: Councilperson Small asked what the status was on the reimbursement of a 2003 per diem issued in relation to the Association of Towns 2003 Conference in New York City. Supervisor Owens indicated that payment was received in cash and Town Clerk Laue deposited the $120 into the Clerk’s account and a receipt was provided. Privilege of the Floor: Gary Fisher (South Buck Hill Road): Asked Supervisor Owens if Mr. Switzer had paid back the Town. Supervisor Owens replied yes. He also asked if the alleged 2003 $100.00 disbursement made payable to Supervisor Owens in relation to the website had been researched and monies paid back to the Town? Supervisor Owens responded that she was unclear what was meant and would research it and get back to him. Fisher also asked about the health insurance deficit 3 reported at the 12/27/06 Special Town Board meeting? He wondered why the hours worked in December 2006 in relation to the SARA Grant for indexing of minutes had not been paid in 2006. Tom Gunningsmith (Waterburg Road): Asked why Town Board meetings were being held at the Town Hall and added that asbestos issues are sometimes blown out of proportion. Councilperson Harvey responded that the Community Building was closed for renovations and liability reasons. Jerry Achilles (South Applegate Road): Asked if answers to questions raised tonight would be available at the next regular Board meeting and added that he would like to know the answers. Adjournment: Motion made by Councilperson Hubbell, seconded by Councilperson Small that the December 28, 2006 Emergency Special Town Board meeting adjourn.
