Present: Supervisor Gary Fisher Councilperson Peggy Hubbell Councilperson Jean Owens Councilperson Sandra Small Councilperson Greg Stevenson Town Clerk Alice Laue Others present: Deputy Town Clerk: Pat Dougherty, Legislator: Dan Winch, Roy and Carol Barriere, Dave Owens, Dan Walker, Kelly Shaff, Art Howser (after the Public Hearing) and students: Andrew Wray and Kathleen Wray Pledge of Allegiance: Supervisor Fisher led the assemblage in the Pledge of Allegiance. Public Hearing: Supervisor Fisher opened the Public Hearing. Proof of Notice having been furnished and read aloud by Town Clerk, Alice Laue, the Public Hearing on the 2006 Preliminary Budget for the Town of Enfield and the Fire Protection District Budget was called to order at 7:00 pm by Supervisor Fisher. There was no one desiring to be heard and the Hearing was terminated via a motion at 7:07 pm. MOTIONED: Supervisor Fisher SECONDED: Councilperson Small Vote: Supervisor Fisher…aye. November 9, 2005 2 Privilege of the Floor: There was no one who wished to speak. County Legislator’s Report: Supervisor Fisher welcomed Legislator Dan Winch and thanked him for his years of faithful service both to the Tompkins County Legislature and the Town of Enfield. Winch reiterated his 20-years of service and said that he had served under Supervisors Roger Hubbell, Etta Gray, Jean Owens and Gary Fisher. Issues he heard discussed were Shudaben Road becoming a real road, junk cars, septic system failure, poor water, noise ordinance, fire contract and HUD grants. Legislator Winch’s position will be filled by Town of Enfield Councilperson Greg Stevenson. Winch welcomed him to the County Legislature. He also offered best wishes to the newly elected Town officials. Approval of Minutes: The October 12, 2005 minutes were approved. Communications: * SPCA October report. $50 impoundment fees to date. * Supervisor’s monthly report. * Tompkins County Multi-Jurisdictional All Hazard Mitigation Plan resolution was given to Board members for review and action at the December meeting. * July thru September 2005 quarterly Enfield Community Council report. They didn’t do as well this year with the Harvest Festival. * Notice of election for Board of Governors for CLASS. November 9, 2005 3 * State STAR Program Aide report. About $200 received in 2004. $53 this year. * Tompkins County Sheriff’s Department Annual Report. * 30-day notice to those wishing to apply to have farmland added to the Agricultural District that encompasses Enfield. Most of Enfield’s farmland is in an agricultural district. * Third-quarter sales tax up from last year. A while back Supervisor Fisher spoke with Mr. Squires from the County regarding expected sales-tax revenue for 2006 budgeting purposes. It wasn’t available. Today, the Town received a check for $152,186.74…an increase over 2004’s third quarter. The mortgage tax second installment (we only get two installments per year) was $30,493.16, also an increase over the second installment last year. Committee Reports: Code Enforcement. Supervisor Fisher received written reports from Code Enforcement Officers, Ed Hetherington and Ron Clark. Highway Superintendent. Written report from the Highway Superintendent, David Miller. The Town’s new tractor was delivered October 11, 2005. The quick-attach assemblies have been ordered. “Last month we have been patching potholes and grading. We stoned and oiled four miles, put shoulders on two miles. We have got the trucks ready for winter and hauled in our ice-control sand.” Personnel. Councilperson Small had nothing to report. Technology Committee. Supervisor Fisher and Gene Lovelace have been updating the website for the Town. Historian, Sue Thompson, has been asked to contribute historical data. Cemetery Committee. Supervisor Fisher spoke with David Miller. The highway department will place the Baker historical marker when the weather permits. Economic Committee. Councilperson Owens reported that only five people had responded to the article in The Enfield News. She will now be calling non responders. Facilities Committee. Dan Walker, a member of the Facilities Committee, gave a presentation on what the committee has been working on and an overview of possible development. About 20 of the 60 acres are usable with some of the property possibly being wetland. A concern about trucks, and other vehicles, entering and exiting on the curve at the property location will be discussed further. Renovation of the present facilities for the next 5-10 years was discussed and deemed viable. The full report titled “Enfield Facilities Committee Preliminary Report” can be obtained at the Enfield Town Hall and will be included in the 2005 Town of Enfield minutes’ book. The next meeting is November 17th. November 9, 2005 4 Planning Board. Councilperson Hubbell reported that attendance is better and progress is being made. She also saw to it that all members were on the mailing list for the magazine “Town Topics.” The most recent issue contained information about subdivisions, which is what the Board is working on. Old Business: Housing Rehabilitation. Supervisor Fisher received a “not more than” $5,700 quote for a proposal for writing a grant from Better Housing of Tompkins County for an application that has to be in soon. Stacy Crawford of Better Housing said that there will be only about 10% of grant money is going to the Gulf Coast. A decision on whether or not to apply will be discussed at the November 16th Special Town Board meeting. Fisher will put a copy of the tentative proposal in the Board members’ mailboxes for their perusal prior to the 16th. Building Permits. Councilpersons Owens and Stevenson had no reports on when building permit fee schedules were originally established. Stevenson, the liaison to the Code Enforcement Officers, will be arranging a meeting to discuss building permits and associated fee schedule. Community Building Heating and Energy Conservation. Supervisor Fisher received two bids for furnace replacement in the Community Building. HSC’s bid was $4,110 (plus a 15% increase because costs have risen since the bid was submitted in April 2005) includes removal of the old furnaces. Hubbard’s bid for $5,358 (plus the same 15%) includes an additional $700 to remove the old furnaces. A motion was made to accept HSC’s bid of $4,110 plus 15% (approximately $4,726.50) to replace two furnaces with one in the Enfield Community Building. Supervisor Fisher was authorized to sign a contract for not more than the stated amount. MOTIONED: Supervisor Fisher SECONDED: Councilperson Hubbell Vote: Supervisor Fisher…aye. Supervisor Fisher also received two written estimates for the overhead door in the community building which has become extremely energy deficient. One bid was for $3,480. from Cortland Overhead Door. The other was from Genson Overheard Door for $2,789. A motion was made to accept the Genson Overhead Door bid of $2,789. Supervisor Fisher was authorized to prepare the appropriate contract for facilitation of the work. November 9, 2005 5 MOTIONED: Councilperson Stevenson SECONDED: Councilperson Owens Discussion: Councilperson Small questioned the installation of an overhead door versus the construction of a permanent wall. Councilperson Owens said the food for the food distribution program was delivered by truck and sometimes required the use of big pallets. Additionally, trucks pulling in to the building were able to get off the road. The distance from the road to the building is minimal. Vote: Supervisor Fisher…aye. Councilperson Hubbell…aye. Supervisor Fisher reported that a proposal to replace windows in the Community Building hasn’t been received yet. Possibly next week. Ace Security quoted $1,300 to Supervisor Fisher for work in the building, including a new door. End of Year Meeting. The Town of Enfield “end of year” meeting will be held on December 29, 2005. New Business: Kastenhuber Subordination. Ana Kastenhuber, East Enfield Center Road, wants to get a mortgage on property assessed at $74,000. The Town has a lien on the property due to the GOSC CDBG housing rehabilitation work done on the house and will have to agree to subordinate the town’s mortgage to meet the lender’s requirements. A motion was made to agree to a lien subordination as long as the HUD lien and mortgage amount do not exceed the assessed value of the property and Supervisor Fisher was authorized to sign the appropriate papers. Motion carried. Tompkins County Environmental Management Advisory Board. Michael Miles, 326 Aiken Road, Trumansburg, NY 14886, applied for the Tompkins County position. A motion was made to appoint Michael Miles as a representative from the Town of Enfield to the Tompkins County Environmental Management Advisory Board. Councilperson Owens…aye. Councilperson Small…aye. Councilperson Stevenson…aye. Motion carried. Superior Disposal. Supervisor Fisher compared prices for garbage disposal between Superior and Doug’s. A substantial savings would be incurred with Superior. A motion was made to authorize Supervisor Fisher to sign a one-year contract for the Town of Enfield beginning November 4, 2005 and ending October 31, 2006 with Superior Disposal. Motion carried. Volunteer Fire and Emergency Medical Services – Systems in Crisis. Councilperson Stevenson was asked to serve on this committee by the Association of Towns of the State of New York Executive Director, G. Jeffrey Haber . Stevenson presented a report noting that many town officials feel that the state of volunteer emergency services in their respective areas of the state is in crisis and th at the level of protection id dropping drastically because of a shortage of volunteer in Fire and EMS. Audit Claims: It was motioned that Supervisor Fisher, on behalf of the Town Board of the Town of Enfield, be authorized to pay the following: - General Fund vouchers will be presented at the November 16, 2005 Special Board Meeting. - Highway Fund vouchers #118 - #131 dated November 9, 2005 in the amount of $44,802.43. - Community Development Grant vouchers #18 - #21 dated November 9, 2005 in the amount of $53,987.26.
