The regular monthly meeting of the Town of Enfield Town Board was held Wednesday, August 11th, 2004 following the public hearing. The meeting was held at the Enfield Community Building, 182 Enfield Main Road, Ithaca, New York with Supervisor Fisher presiding. Present: The members attending the public hearing were also in attendance at the regular Town Board meeting. Report from County Legislator – Dan Winch Budget – County administrator charged with reviewing department budgets and sending a budget proposal to county legislators. Legislators now will review all department budgets, one at a time, asking staff to justify their needs. County has not been funding County Road and Bridge Infrastructure enough to maintain our roads. Not enough support on the board to maintain that infrastructure. Approximately $418,000.00 of work planned to do this year is cancelled because of increase in materials. Projects done cost more than projected. Communications Received semi-annual loss report from NYMIR. Expenses pickup truck damage and vandalism to code vehicle. Notice of cancellation of Ithaca-Tompkins County Transportation Council meeting, lack of agenda items Informational notification from NYS Department of Labor – Any contract for public work must include the prevailing wage schedule regardless of the cost of the project. Notice from USDA Rural Development that they have a loan grant program for seniors who own their homes and income qualify. Tompkins County Community Beautification Grants available. Applications deadline 10/1/2004. Notice from NYS Housing Trust Fund Cooperation. Grant funding available for building renovations, streetlandscaping, etc. Notice NYS department of Wildlife Conservation - tree planning funds available. Notice – Public Service Commission settlements over some gas tariffs. Notice second quarter Sales Tax distributions. Town of Enfield received $156,127.39 – about 4.98 percent of total distribution. Quarterly loss report from Municipal Workers Compensation Alliance. Request for a resolution from the Danby Community Council requesting that we pass a resolution requesting the county legislative contribute to the Recreation Partnership Program. Reports/Committees Code – Written report submitted. Highway Department – Superintendent Miller’s written report. Working on Shudaben Road (now waiting for gas and electric to move electric pole.) Patched potholes, mowed, worked in Newfield paving for two days. Fixed washouts, dug some ditch and hauled gravel and stone. Personnel Committee – Town Councilperson Small Bob Rogers of Amteck left eleven copies of Employee handbook and will mail another eleven copies. Twenty binders have been purchased. Need to update Policies and Procedures Manual. Economic Clearing House Committee – Town Councilperson Lanning Working on it. Privilege of the Floor No one wished to speak. Cemetery Committee – Town Councilperson Hubbell Glenside Monuments charge $100.00 an hour for fixing and setting stones. Consensus of the board – Make it a two part project. Repair stones first and then look at doing foundation work Dog Enumeration – Town Clerk Laue Enumerator has completed about a third of the Town of Enfield and as of August 10th has counted over 200 dogs. Old Business Tire Recycling – Town Councilperson Small Date for tire collection day Saturday October 30th, 2004 manned by Tompkins County Water and Soil Conservation District. They no longer accept tractor tires. Will accept tractor trailer and oversized tires at a fee of $2.00 per tire, regular road vehicle tires remain at $1.00 per tire. $0.40 goes to Nucor, $0.25 to Town Highway Department for trucking and remaining $0.35 goes to TCSWCD. Lead weights are to be removed from tires. Motion made by Town Councilperson Small, seconded by Town Councilperson Lanning that the Town Board have the Tompkins County Water and Soil Conservation District set aside Saturday, October 30th, 2004 as an Enfield tire collection day from 8:00 a.m. to 1:30 p.m. Discussion Vote – Supervisor Fisher aye, Town Councilperson Hubbell aye, Town Councilperson Lanning aye, Town Councilperson Small aye. Town Councilperson Stevenson was absent. Standard Work Day Hours need to be turned into the Supervisor. Dog Control/Community Council Contracts. SPCA – When revised contract is received, contract to be reviewed for revisions made and sent to town attorney for his review. Community Council Contract – Upon receipt of proposed contract copies will be put in board members boxes for their review and a special town board meeting held. Special Town Board Meeting Motion made by Supervisor Fisher, seconded by Town Councilperson Lanning that a Special Town Board meeting be held Thursday, August 19th, 2004 to review proposed community council contract. Payment can only be made by credit card or check, Supervisor to check with state comptroller on best way to pay this. Resolution #45 – 8/11/04 –“Town of Enfield Policy 400.2 Prepayment of Certain Bills” Resolution made by Supervisor Fisher, seconded by Town Councilperson Hubbell (Resolution attached.) Resolution #46 -8/11/04 “Town of Enfield Policy 400.2 Prepayment of Certain Bills.” Resolution made by Supervisor Fisher, seconded by Town Councilperson Small. (Resolution attached.) Resolution #47 -8/11/04 – “Town of Enfield Banking Institution” Resolution made by Supervisor Fisher, seconded by Town Councilperson Hubbell. (Resolution attached.) Resolution #48 – Recreational Partnership Resolution made by Supervisor Fisher, seconded by Town Councilperson Hubbell. (Resolution attached.) Executive Session Motion made by Town Councilperson Small, seconded by Town Councilperson Hubbell that the Town Board move into Executive Session to discuss a personnel issue. Discussion Vote- Supervisor Fisher aye, Town Councilperson Hubbell aye, Town Councilperson Lanning aye, Town Councilperson Small aye. Town Councilperson Stevenson was absent. Motion carried. Board moved into Executive Session at 8:45 p.m. Motion made by Town Councilperson Lanning, seconded by Town Councilperson Small that the Town Board move out of Executive Session. Discussion Vote – Supervisor Fisher aye, Town Councilperson Hubbell aye, Town Councilperson Lanning aye, Town Councilperson Small aye. Town Councilperson Stevenson was absent. Motion carried. Board moved out of Executive Session at 9:25 p.m. Resolution #49 -8/11/04 – “Town of Enfield Budget Amendment #22 Cash In Lieu” Resolution made by Supervisor Fisher, seconded by Town Councilperson Hubbell. Resolution as amended carried. Resolution #50-8/11/04: Town of Enfield Budget Amendment #23” Resolution made by Supervisor Fisher, seconded by Town Councilperson Hubbell. (Resolution attached.) Audit of Claims Supervisor Fisher presented monthly bills for payment. Motion made by Town Councilperson Small, seconded by Town Councilperson Hubbell that the Town Board authorizes the supervisor to pay General Fund vouchers #151-168, dated 8/11/04, in the amount of $6,374.93. Highway Fund vouchers # 98-102, dated 8/11/04, in the amount of $19,667.33 and Community Development Grant vouchers 21- 24, dated 8/11/04, in the amount of $28,464.05. Announcements Town Councilperson Small reported on the Enfield Community Yard Sales. Nineteen people signed up for yard sales. Another successful project town has accomplished for town residents. Adjournment. Motion made by Town Councilperson Hubbell, seconded by Town Councilperson Lanning that the August 11th, 2004 regular meeting of the Enfield Town Board adjourn.
