REGULAR TOWN BOARD
MEETING MINUTES
WEDNESDAY, APRIL 14TH, 2004
7:00 P.M.
The regular monthly meeting of the Town Board of the Town of Enfield was held
Wednesday, April 14th, 2004 at 7:00 p.m. at the Enfield Community Building, 182
Enfield Main Road, Ithaca, NY with Supervisor Fisher presiding.
Present: Supervisor Gary Fisher, Town Councilperson Greg Stevenson, Town
Councilperson Sandra Small, Town Councilperson Larry Lanning, Town Councilperson
Peggy Hubbell. Also present was Town Clerk Alice Laue.
Pledge of Allegiance to the Flag
Supervisor Fisher led the assemblage in the Pledge of Allegiance to the Flag.
Privilege of the Floor
David Jacobson, Shudaben Road, as spokesperson for residents of Shudaben Road
presented a signed petition and written complaint to the Town Board in respect to the
property at 19 Shudaben Road as it relates to the N.Y. State Maintenance Code and asked
the Town Board’s support in addressing this issue.
Norm Pure – 262 Gray Road and Sarah Locke of Gray Road expressed their concerns
about the dirt bike and ATV track in their neighborhood. They asked the Town Board for
support in dealing with this noise problem. They have decided to push this issue, started
working on a Noise Ordinance draft and maybe the Town needs to look at zoning.
Bill Eisenhart – 49 Shudaben Road would like to see more results in cleaning up Enfield.
We need to take pride in our town.
Peter Penniman – County Legislative Representative
These are challenging issues we are addressing around the county. Dealing with trash is
pretty straightforward, you can have rules, go out and see what is there and enforce it.
Dealing with noise is more challenging; you have to be there when it’s happening.
County Issues
Assessments are a big issue. Anyone who feels that their assessment is too high needs to
check with the Assessment Department and look at comparable property.
Spoke on jail expansion.
Radio Coverage of the Emergency Communication System
County is in the process of upgrading. For several years relying on the State to move
forward with their State wide new-work but with their fiscal crisis it doesn’t appear to be
happening. County negotiating with Motorola to finalize the contract.

Communications
Notice of a Special Franchise Assessment. Four franchises in the Town of Enfield,
NYSEG assessment up 2.4%, Verizon assessment up 14.6%, Trumansburg Telephone
Co. assessment decreased 20.3%, Haefele TV assessment decreased 9.3 %.
Received quarterly report from Enfield Community Council. Harvest Festival September
25th, 2004. Summer Day Camp – Monday July 5th, 2004 – August 13, 2004.
Committees/Reports
Code
Clark – 35 calls this last month, 4 complaints, set 1 modular house, 4 frame inspections, 3
footer pourings, 3 basement inspections, 2 property inspections, did progress checks.
Diligently working on complaints.
Hetherington – Issued building permits, did inspections. Running into different problems
concerning setting mobile homes. Received calls from DSS concerning housing
inspections.
Highway Department – Highway Superintendent Miller written report
For the last month we have plowed, cindered, patched potholes and worked on trucks
fixing lights and changing oil etc. We have put up some signs, dug some ditch, put some
driveway pipes in and started sweeping.
The new dump truck is in if anyone would like to see it while still new and unused feel
free to stop in and check it out.
Shudaben Road – Supervisor Fisher reported Superintendent Miller had a discussion with
NYSEG about moving a telephone pole out of the right of way. NYSEG indicated that
the pole was put there before the town accepted the right of way; therefore, the town is
liable for cost of moving same. (Actually three poles are in the right of way.) Talked
with Highway Superintendent Miller and he is going to see where it is and if there is a
possibility of getting by that pole with the roadway to the West without moving the pole.
Economic Development Strategy Plan
We have a copy of the Economic Development Strategy Plan put together by Camion
Assoc.
Town Councilperson Lanning working on updating the businesses addresses.
Old Business
Employee Manual – Town Councilperson Small
Personnel Committee met with Amtek representative March 31, 2004 to discuss changes
in the Personnel Handbook. There are still two issues needing some work, sections are
Medical Insurance for Retirees and Computer Usage Policy. Amtek representative to
make revisions requested and suggest some new language for the two additional
revisions.

Policy 200.3 Money In Lieu of Health Insurance
Town pays 50% of money in lieu of health insurance. Current money being paid is
taxable and subject to Medicare and Social Security. As a result we have to pay an
employer’s share on that amount of money, so it comes out to be more than 50%. We
may want to revise this in the future, setting a fixed dollar amount or lowering the
percentage are a couple of options.
Town Clean Up
Town Councilperson Small purposed we go with Doug’s Trash Removal for trash.
Weitzman’s for scrap.
Tire Recycling
Still up in the air on whether we are going to do this. Tompkins County Soil and Water
Conservation willing to do one day. Highway Superintendent Miller would like to see
how they do in Ulysses and Newfield. Discussed hauling permits, charge for hauling,
and use of volunteer help.
County Comprehensive Plan Public Meeting – April 27th, 2004
Tuesday evening 7:00 p.m. Supervisor would like all Town Board and Planning Board
members in attendance.
Software Accounting
Accounting software priced about $6,000.00 which would include municipal accounting
and be compatible with payroll accounting.
New Business
Garage and Highway Right of Way – Hubbell Drive
Lanny Clark’s son James wants to buy the house and is having trouble getting a loan
from the bank because the garage is on the town highway right of way. Bank is
requesting a variance from the town. Supervisor to talk with Attorney for the Town to
see what he advises. Town Councilperson Small to call CFCU Attorney C rittenden to
see what they would like.

Resolution #26 Cemetery Mowers
Appointment of Cemetery Mowers
Resolution made by Town Councilperson Hubbell, seconded by Town Councilperson
Stevenson.
Resolution proposal to hire Roger Laue to mow Christian Cemetery. Wayne Snyder to
mow Presbyterian Cemetery. Wayne “Tucker” Snyder to mow Rolfe Cemetery and Budd
Cemetery.
Roger Laue to be paid $573.00 for the season. Wayne Snyder to be paid $824.00 for the
season and Wayne “Tucker” Snyder to be paid $1133.00 for the season.

Standard Work Day/Hours
Need to determine number of days worked per month. Town Board members to keep
track of number of hours worked on town business for the month of May, this is needed
for retirement purposes.
Voting Machines
Discussion of voting machines to be held at the May Municipal meeting. County wants
to utilize the cost of all the voting machines.

Local Assessment Review
Supervisor Fisher would like to appoint Norm Pure and Debbie Spencer to the Local
Assessment Review Board.
Motion made by Supervisor Fisher, seconded by Town Councilperson Stevenson that the
Town Board approve the appointment of Norm Pure and Debbie Spencer to the Local
Assessment Review Board.
Discussion
Vote – Supervisor Fisher aye, Town Councilperson Stevenson abstained, Town
Councilperson Small aye, Town Councilperson Lanning aye, Town Councilperson
Hubbell aye. Motion carried.
Audit Claims
Supervisor Fisher presented the bills for payment.
Motion made by Town Councilperson Lanning, seconded by Town Councilperson
Stevenson that the Town Board of the Town of Enfield authorize the Supervisor to pay
General Fund vouchers #70-93, dated 4/14/04, in the amount of $11,347.79. Highway
Fund vouchers #41-53, dated 4/14/04, in the amount of $146,366.02. Community
Development Grant vouchers #7, 8 &9, dated 4/14/04, in the amount of $13,037.46.
Enfield Volunteer Fire Company voucher SF-1 #4, dated 4/14/04, in the amount of
$87,604.00.

Resolution #34 – 2004 Budget Amendment #17 – To Transfer Funds from Highway
Equipment Reserve
Resolution made by Supervisor Fisher, seconded by Town Councilperson Stevenson.
WHEREAS the Town Board previously approved the payment of the new 2004 Mack
dump truck using both Highway Equipment appropriations in expenditure account code
DA5130.2 and funds from the Highway Equipment Reserve account, now
THEREFORE BE IT RESOLVED that the Town Supervisor is authorized to transfer
funds from the Highway Equipment Reserve Account to Highway Equipment
Expenditure Account Code DA5130.2 in the amount of $94,900.00.

School House Reunion grant received in the amount of $275.00.

Stevenson that the April 14th, 2004 regular meeting of the Town of Enfield Town Board
adjourn.
