TOWN OF ENFIELD
REGULAR TOWN BOARD
MEETING MINUTES
WEDNESDAY, FEBRUARY 11th, 2004
7:00 P.M.
The regular monthly meeting of the Town of Enfield Town Board was held Wednesday,
February 11th, 2004 at the Enfield Community Building, 182 Enfield Main Road, Ithaca,
NY at 7:00 p.m. with Supervisor Fisher presiding.
Present: Supervisor Gary Fisher, Town Councilperson Greg Stevenson, Town
Councilperson Sandra Small, Town Councilperson Peggy Hubbell, Town Councilperson
Larry Lanning. Town Clerk Alice Laue was also present.
Pledge of Allegiance to the Flag
Supervisor Fisher led the assemblage in the Pledge of Allegiance to the Flag.
Privilege of the Floor
Carol Barriere, Enfield Main Road, asked what time board meetings were to be held
because it was published in the Ithaca Journal for 6:30 p.m. Starting in February 2004
board meetings will be held at 7:00 p.m..
Approval of the 12/10/2003, 1/7/2004. 1/14/2004. 1/20/2004, 1/31/2004 minutes.
Motion made by Town Councilperson Stevenson, seconded by Town Councilperson
Lanning that the Town Board approve the adoption of the December 10th, 2003 regular
Town Board meeting minutes.
Discussion
Vote – Supervisor Fisher aye. Town Councilperson Stevenson aye, Town Councilperson
Lanning aye, Town Councilperson Hubbell aye, Town Councilperson Small aye. Motion
carried.
Town Councilperson Stevenson requested more time to read January board meeting
minutes.
Communications –
Received annual report from the SPCA.
Letter from Genessee Finger Lakes Planning Council pertaining to local laws protecting
Finger Lakes water quality.
Public Service Commission notice that NYSEG is renegotiating rates.

Better Housing copy of annual report.
Board of Elections letter concerning election machines inventory.
Request from the ICSD for the use of the voting machine for school election
Notice of Assessment Schools. Schools to appraise public on assessment process.
Committees/Reports
Personnel Committee – Sandra Small
Committee met February 3rd, 2004 to discuss several issues. Would like to meet with
Code Enforcement Officers to go over a few concerns and suggest a couple of areas to
focus on for 2004.
Harassment video to be circulated and reviewed by all town employees. Committee
would like board’s input on developing a general complaint form which would be
incorporated in the handbook.
Personnel Handbook
Would like any comments to be back by February 20th, 2004. A list will be compiled and
distributed to board members by March 5th, 2004 for review prior to Town Board meeting
on March 10th, 2004. Hopefully final revision could be done by end of March.
Code Enforcement – Hetherington
Closed three permits issued three permits, had two complaints, one garbage complaint,
one junk car complaint.
Highway Department
Supervisor Fisher reported for Highway Superintendent Miller.
Plowing snow 24/7. Rebuilding chains. Down one truck with transmission problems.
Tompkins County Multi-Jurisdictional All-Hazard Mitigation Plan.
Discussed need to publicize Multi-Jurisdictional All-Hazard Mitigation Plan and setting
of a public hearing.
New Business
Local Law A of the year 2004 concerning a Local Law to Establish the Residency
Requirement for the Appointed Office of Code Enforcement Officer for the Town of
Enfield.
Supervisor Fisher introduced this as a proposed law to allow the Town to employ a Code
Enforcement Officer who is not a resident of the Town of Enfield.
Discussed setting a public hearing.
Superior Disposal Contract
Superior Disposal would like a five year contract with a six month penalty if contract is
ended before end of five year contract. Supervisor to contact Superior.
Consensus of the Board – Look around for other options.

Tompkins County Multi-Jurisdictional All-Hazard Mitigation Plan.
February 27th, 2004 – March 26th, 2004 is the public participation and comment period.
Need to hold our meeting within this period.
Motion made by Town Councilperson Stevenson, seconded by Town Councilperson
Lanning that the Town Board hold a public hearing on the Tompkins County Multi-
Jurisdictional All-Hazard Mitigation Plan March 10th, 2004 at the Community Building at
7:00 p.m.
Discussion
Vote – Supervisor Fisher aye. Town Councilperson Stevenson aye, Town Councilperson
Lanning aye, Town Councilperson Hubbell aye, Town Councilperson Small aye. Motion
carried.
Resolutions
Resolution #12 “Town of Enfield 2004 Budget Amendment No. 3”
Resolution made by Supervisor Fisher, seconded by Town Councilperson Small.
Whereas the Town of Enfield has expended local funds to survey Shudaben Road and,
Whereas those expenditures should be capitalized and, whereas the surveying
expenditure is a proper Highway Fund Capital Improvement contractual expenditure, and
whereas there is presently no Highway Fund Capital Improvement Expenditure Code for
Shudaben Road, therefore be it RESOLVED that the Town of Enfield 2004 Highway
Fund Budget be amended to add capital improvement contractual expenditure code
DA5112.42, titled “Shudaben Road.”

Resolution 13 “Town of Enfield 2004 Budget Amendment No. 4”
Resolution made by Supervisor Fisher, seconded by Town Councilperson Small.
Whereas the Town of Enfield Town Board approved 2004 Highway Fund 284 Agreement
which specified the expenditure of Capital Highway Improvement Program Funds
(CHIPS) on Buck Hill South and on Shudaben Road, and whereas only expenditure code
DA5112.21 titled “chips” is presently in the budget, and whereas expenditures on each
road should be recorded and capitalized, and whereas a separate expenditure code should
be established for each road recording and capitalizing expenditures, therefore be it

RESOLVED that the Town of Enfield 2004 Budget be amended to add the expenditure
code DA5112.22, and further be it RESOLVED that Highway Fund Capital Improvement
Expenditure Code DA5112.21 be titled “CHIPS Buck Hill Road South” and Highway
Fund Capital Improvement Expenditure Code DA5112.22 be titled “CHIPS Shudaben
Road.”

Resolution #14 “Town of Enfield 2004 Budget Amendment No.5”
Resolution made by Supervisor Fisher, seconded by Town Councilperson Hubbell.
Whereas the Town of Enfield applied for and received a Justice Court Assistance
Program (JCAP)2003 Grant to purchase a judge’s bench and sound equipment, and
whereas the State of New York Department of Taxation and Finance Division of
Treasury issued on November 13, 2003 check number 65344046 for $2250.00 payable to
the Town of Enfield Supervisor and, whereas the check was incorrectly reported on the
November 2003 Report of the Supervisor as a State Youth revenue and deposited in the
Town of Enfield General Fund, and whereas the proper revenue classification for the
JCAP Grant was State Aid revenue account code A3021, titled “Court Facilities.” and
whereas the Town of Enfield now has a $2250.00 liability for the unspent JCAP 2003
Grant funds, and whereas no revenue or expenditure account codes were established in
the Town of Enfield 2004 Budget for JCAP2003 Grant, therefore be it RESOLVED that
the Town of Enfield 2004 Budget be amended to change expenditure account code
A1110.2 titled “Equipment” to expenditure account code A1110.21 with an appropriation
of $250.00, and further be it RESOLVED that expenditure account code A1110.22 titled
“JCAP Grant Equipment” be added to the Town of Enfield 2004 Budget, and further be it
RESOLVED that expenditure account code A1110.22 shall have an appropriation of
$2250.00, and further be it RESOLVED that the Town of Enfield liability for the
$2250.00 JCAP Grant shall be funded from the Town of Enfield Fund Balance.

Resolution #15 “Town of Enfield 2004 Budget Amendment No.6”
Resolution made by Supervisor Fisher, seconded by Town Councilperson Lanning.

WHEREAS, Town of Enfield 2004 Amendment No 2 established two Governor’s Office
For Small Cities (GOSC) Community Development Block Grant (CDBG) expenditure
account codes known as CD-3 and CD-2 and, whereas the newly received Accounting
and Reporting Manual from the Office of the State Comptroller Division of Local
Government Services and Economic Development provides standard four digit
expenditure account codes for Community Development, now therefore be it
RESOLVED that the Project 374HR108-3 (Housing Rehabilitation) expenditure account
code CD-3 shall be replaced by CD8668.0 defined by the Accounting and Reporting
Manual as Rehabilitation Loans and Grants and, further be it RESOLVED that the
Project Number 374TA263-02 (Technical Assistance) expenditure account code CD-2
shall be replaced b y CD 8669.0 defined by the Accounting and Reporting Manual as
Unidentified Community Development Program.

Resolution #16 “Town of Enfield 2004 Budget Amendment No. 7”
Resolution made by Supervisor Fisher, seconded by Town Councilperson Hubbell.
WHEREAS, the Town of Enfield 2003 Budget did not appropriate money for payment of
the survey of Shudaben Road and, whereas the survey is a proper Highway Fund expense
that should be capitalized, now therefore be it RESOLVED that $1125.00 be transferred
from the General Fund Expenditure Account Code A1420.4, “Attorney” to the Highway
Fund Expenditure Account Code DA5112.42, titled “Shudaben Road” and, further be it
RESOLVED that the previously approved General Fund Voucher Number 15 and
General Fund Check 1310 be voided and, further be it resolved that Reagan Land
Surveying be paid from the Highway Fund.

Audit Claims
Supervisor presented bills for payment.
Motion made by Town Councilperson Lanning, seconded by Town Councilperson
Hubbell that the Town Board of the Town of Enfield authorize the supervisor to pay
Community Development vouchers #1-4, dated 2/11/04, in the amount of $7,697.12.
Enfield Volunteer Fire Company SF-1 Voucher #2, dated 2/11/04, in the amount of
$75,000.00. General Fund vouchers #28-47, dated 2/11/04, in the amount of $8626.19.
Highway Fund vouchers #14-31, dated 2/11/04, in the amount of $11,510.76.

Town Justice Monthly Reports and Filing
Supervisor Fisher reported Town Justices have been filing their monthly reports and
sending monies to the Justice fund in Albany. They would like to file their reports
electronically. Money would be paid to Supervisor who would pay Albany when billed.
Town Councilperson Stevenson requested more information.
Application – Community Celebrations 2004
Town Councilperson Hubbell submitted a Community Celebrations 2004 grant
application for the Rural School Reunion held every year. Application is to be submitted
by the Town with a letter of endorsement.
Motion made by Town Councilperson Stevenson, seconded by Town Councilperson
Lanning that the Town Board submit the application form for Community Celebrations
2004 on behalf of the Enfield Rural School Reunion along with the Town’s endorsement
of the application for the grant.

Announcements
Town Meeting Thursday March 18th, 2004 at 7:00 p.m. at the Community Building –
Assemblywoman Lifton.
Tompkins County Comprehensive Plan is being written. Public hearing in the
March/April time frame.
Privilege of the Floor
Jean Owens – 800 Enfield Falls Road
Ms. Owens pointed out to the Board that when making a motion to approve vouchers for
payment, the amount of each category should also be noted. Further she commended the
Board for reappointing Sue Thompson as Town Historian.
Asked when public hearing for Local Law A was going to be.
Motion made by Town Councilperson Stevenson, seconded by Town Councilperson
Hubbell that the public hearing on the Tompkins County Multi-Jurisdicial All-Hazard
Mitigation Plan be rescheduled from 7:00 p.m. to 7:10 p.m. and a public hearing
concerning Local Law A of the year 2004, A Local Law to Establish the Residency
Requirement for the Appointed Office of Code Enforcement Officer for the Town of
Enfield to be held March 10th, 2004 at 7:00 p.m. at the Community Building.
