Present: Supervisor Gary Fisher, Town Councilperson Greg Stevenson, Town Councilperson Larry Lanning, Town Councilperson Peggy Hubbell, Town Councilperson Sandra Small and Town Clerk Alice Laue. Pledge of Allegiance to the Flag Supervisor Fisher led the assemblage in the Pledge of Allegiance to the Flag. Privilege of the Floor Robert Ainslie—Enfield Community Council President Reported the community council was working on resolving insurance issues COMMUNICATIONS Community Celebrations Grant—Enfield Historical Plaque Grant in the amount of $700.00 approved. County Board at their last meeting authorized termination of the Snow and Ice contract with the Town of Enfield Drug Testing still not a new contract. SPCA report—new Dog Control Officer appointed.. OLD BUSINESS. Community Council Contract Community Council in the process of getting insurance coverage from State Insurance Fund. Waiting for premium quotes. Situation is current contract expires end of 2004. New contract for 2005-2007 with new numbers for Workers' Compensation insurance incorporates quotes received from Sprague. Doesn't address liability insurance issue. Resolution carried. RESOLUTION#69 Budget Amendment#37 Resolution -Budget Amendment—Appropriation Transfers(attached). Moved by Supervisor Fisher, seconded by Town Councilperson Hubbell. Prepaid Expenses—(1)Workers Compensation(2)Unallocated Insurance Discussed pre-paying Workers' Compensation. Accounts Payable—International Code Council Still waiting for original invoice from Code to pay this bill. Accounts Receivable R. J. Switzer didn't return the $200.00 per diem for the 2003 trip to MY City to attend the annual Association of Towns conference which he didn't attend Supervisor Fisher has corresponded by letter with R J. Switzer asking for reimbursement State - Comptrollers Office and Association of Towns advised that this money is Town taxpayers money and needs to be returned to the Town. Next step will be legal action. RESOLUTION#70 Transfer of Funds Supervisor Fisher asked for a resolution to transfer funds Moved by Town Councilperson Hubbell, seconded by Town Councilperson Lanning. Resolved that the Town Board approve the transfer of$50,000.00 from the General Fund to the Capital Reserve Fund. RESOLUTION#71 Transfer of Highway Funds Supervisor Fisher asked for a resolution to transfer Highway Fund. Moved by Town Councilperson Lanning, seconded by Town Councilperson Small. Resolved that the Town Board approve the transfer of$9,000.00 from Highway Funds to the Highway Capital Equipment Reserve Fund.
