TOWN OF ENFIELD
REGULAR TOWN BOARD
MEETING MINUTES
WEDNESDAY, OCTOBER 13th, 2004
7:00 P.M.
The regular monthly meeting of the Town of Enfield Town Board was held Wednesday,
October 13th, 2004 at the Enfield Community Building, 182 Enfield Main Road, Ithaca,
NY at 7:00 p.m. with Supervisor Fisher presiding.
Present: Supervisor Gary Fisher, Town Councilperson Greg Stevenson, Town
Councilperson Larry Lanning, Town Councilperson Peggy Hubbell, Town Councilperson
Sandra Small. Also present were Justice Betty Poole, Justice James Varricchio and Town
Clerk Alice Laue.
Pledge of Allegiance to the Flag
Supervisor Fisher led the assemblage in the Pledge of Allegiance to the Flag.
Privilege of the Floor
Justice Poole presented AFLAC Insurance information to the board for consideration.
Pat Daugherty – 330 Sheffield Road – Wanted to know if there was any funding for
cleaning before 11/2/04 and asked if the fire department would allow parking by the red
barn.
Report from County Legislators – No one present.
Approval of the 9/8/04 Public Hearing minutes on the Enfield Community Council
contract for 2005, 2006, 2007.
Motion made by Town Councilperson Stevenson, seconded by Town Councilperson
Small that the Town Board approve for adoption the 9/8/04 Public Hearing Minutes on
the Enfield Community Council Contract for 2005,2006,2007.
Discussion – Vote- Supervisor Fisher aye, Town Councilperson Stevenson aye, Town
Councilperson Lanning aye, Town Councilperson Hubbell aye, Town Councilperson
Small aye. Motion carried.
Communications
Letter concerning DOT random Drug and Alcohol testing program. Contract with
Gregory and Howe expires 12/31/04 and the county has requested proposals for a new
contract.
Letter from NY State DOT concerning intersection of Route 327, Halseyville Road and
Route 79. Additional signage to be put up warning people of approaching an intersection.

CLASS – Cooperative Liquid Asset Security System annual report.
Notice of Property Tax Foreclosures.
Correspondence from Ithaca-Tompkins County Transportation Council, meeting notice.
Environmental Resource Fair hosted by Cornell University Cooperative Extension –
10/20/04 – 4:30 p.m. to 7:30 p.m.
Information from the Office of State Controller concerning Home Land Security Aid and
NY State Infrastructure Act of 2002.
Tompkins County Planning Department report for 2003.
Harvest Festival
Pat Gumaer, Chairperson of the Harvest Festival thanked the Town Board on behalf of
the Community Council for their financial support toward town youth programs. Harvest
Festival was the biggest ever. Brought in approximately $7,000.00 – netted
approximately $3,000.00.
Committees/Reports
Code Enforcement Reports – Written reports submitted.
Highway Department – Written report submitted by Highway Superintendent Miller
which Supervisor Fisher read.
For the last month we put 4 driveway pipes in, have been hauling item #4 for shoulders.
We paved Aiken and Shudaben Roads, sealed four miles of road. We hauled a few loads
of cinders, dug some ditch.
We did a traffic count on Enfield Center Road West on August 30th, 2004- 1 truck – 1 car
– 1 hour 7-8 a.m. 2 trucks on October 12, 2004 – 1 hour 7:30-8:30 a.m.
On Butternut Creek Road 0 traffic on August 30, 2004. 0 traffic on October 12, 2004. 1
hour on 8-30-04 – 7-8 a.m., 1 hour on 10-12-04 – 7:30-8:30 a.m.
Personnel – Town Councilperson Small
Received letter of resignation from bookkeeper Cynthia Percy. Hand delivered all
Employee Manuals.
Economic Clearing House Committee – Status of Business List. Town Councilperson
Lanning.
Still working on list.

Cemetery – Town Councilperson Hubbell
Twelve stones to be fixed at $9.00 an hour, 8 hours of work, $30.00 of cement, 4 lbs. of
apoxy with shipping charge would be $86.95. Total $188.95 to fix 12 stones.
Need to know if John Meeker has insurance.
Motion made by Supervisor Fisher, seconded by Town Councilperson Hubbell that the
Town Board approve the hiring of John Meeker to repair the 12 headstones in Christian
Cemetery contingent upon proof of insurance.

Old Business
Town Clean up – Town Councilperson Stevenson
Still playing phone tag with Jack Hubbell.. Need to get copies of vouchers relating to
2004 clean-up so we can get tonnage amounts so we can determine how much of what
materials we used, what personnel costs where.
Tire Recycle – Town Councilperson Small
Tire Recycle Day for October 30, 2004 is still on.
Hazard Mitigation Plan – Town Councilperson Stevenson
August – Updates from Katie Hackett. Final draft of plan submitted to SEMA and
FEMA.
September – Katie Hackett had a lengthy conversation with SEMA, Albany, about the
Hazard Mitigation Plan and might not receive comments on final draft plan from FEMA
until the beginning of December.
Standard Work Day
Need input from Town Councilperson Stevenson and Town Councilperson Lanning.
Town Councilperson Lanning estimated that he puts in 5-10 hours a week.
Dog Control/ Community Council Contracts
Supervisor Fisher presented the SPCA Dog Control Contract and Enfield Community
Council Contracts for Town Board approval.
Dog Control Contract
Resolution presented by Supervisor Fisher, seconded by Town Councilperson Stevenson.
WHEREAS, a public hearing was held at the community building on August 11, 2004 at
7:00 p.m. for the public to comment on the Dog Control Contract with the Tompkins
County Society for Prevent of Cruelty to Animals and all member of the public wishing
to speak were heard, now

THERFORE BE IT RESOLVED, that the Town Board of the Town of Enfield desires to
approve said contract with the SPCA effective the first day January 2005 through
December 31, 2008.

Enfield Community Council Contract
Resolution presented by Supervisor Fisher, seconded by Town Councilperson Stevenson
WHERAS, a public hearing was held at the Community Building in the Town of Enfield
on 9/8/2004 at 7:00 p.m. for the public to comment on a contract with the Enfield
Community Council for the years 2005-2007 and all of the public wishing to speak were
heard, now
THERFORE BE IT RESOLVED, that the Town Board wishes to approve the said
contract with the Enfield Community Council for the years 2005-2007.

Dog Enumeration Report – Town Clerk Laue
Dog enumeration has been completed. From 7/19/2004 – 10/13/2004 146 unlicensed
dogs have been licensed. A total of 1088 were counted.
NY State Retirement Payment/Reserve Fund
Supervisor Fisher reported reserve fund not the way to handle retirement payment. Need
to budget for this on a yearly basis under this fund and pay when due.
Unemployment Reserve Fund
Supervisor Fisher to pursue this unless we can come up with some good rationale not to.
Furman Agreement
Supervisor Fisher presented Furman Agreement for board approval and authorization to
sign agreement. Mr. Furman has been furnished with a copy of this agreement and is in
agreement with it and willing to meet with the Supervisor and sign it.
Town Councilperson Small asked that address and property tax number be added and the
agreement be given a title.

Motion made by Town Councilperson Stevenson, seconded by Town Councilperson
Lanning that the Town Board approve and authorize Supervisor to sign on behalf of the
Town of Enfield with Matthew Furman regarding the disposal of tires on the Furman
property within the Town of Enfield.

Clark Agreement
Need a complete survey showing the garage.
Approval to Sell at Auction or Advertise for Bids on Excess Pick-up Salt Spreader.
Supervisor Fisher reported that the Town needs to authorize approval to sell at auction or
by bid excess pick-up salt spreader. Spreader hasn’t been used for several years, taking
up space and there are no future plans to use spreader.
Motion made by Town Councilperson Stevenson, seconded by Town Councilperson
Hubbell that the Town Board give the highway superintendent approval to advertise for
bids or sell at auction the 1994 Air-flow Tailgate Spreader as excess and surplus
equipment.

Authorization to dispose of old, unused, excess software, damaged portable computer,
and vacuum cleaner, old blue electric typewriter.
Supervisor Fisher asked for authorization to dispose of old, unused, excess software,
damaged portable computer, and vacuum cleaner.
Motion made by Town Councilperson Stevenson, seconded by Town Councilperson
Lanning that the Town Board authorized the Supervisor to dispose of old, unused, excess
software not being used by the Town and additionally authorize the Supervisor to dispose
of the damaged lap top computer, the canister vacuum cleaner and the old blue electric
typewriter.

SPCA and Enfield Community Council Contracts
Supervisor Fisher made the following resolution, which was seconded by Town
Councilperson Stevenson.

WHEREAS, the Town Board has approved the Dog Control Contract with the SPCA for
the years 2005 – 2008 and the Community Council Contract for the years 2005-2007,
now
THEREFORE BE IT RESOLVED, that the Supervisor is authorized to sign said
contracts.

Amendment No. 27”

Resolution #58 “Town of Enfield 2004 Budget Amendment No 30” (attached) Payroll
Checks and Tax Forms”
Resolution presented by Supervisor Fisher.
Motion made by Town Councilperson Stevenson, seconded by Town Councilperson
Hubbell that the Town Board of the Town of Enfield approve and adopt “Town of
Enfield 2004 Budget Amendment #30.

Voting Machine
Board of Elections requested we loan the Town of Newfield a voting machine for the
November 2, 2004 election. Discussed the need of four voting machines for the Town of
Enfield people to use that day. Discussed loaning voting machine stored at Enfield
Elementary School.
Motion made by Town Councilperson Stevenson, seconded by Town Councilperson
Hubbell that the Town Board of the Town of Enfield notifies the Board of Elections that
we have approved their request to loan the Town of Newfield the voting machine
currently housed at the Enfield Elementary School.

Vacuum Cleaner
Discussed the purchase of a new vacuum cleaner for the Town Hall. Decided to purchase
an Oreck, but cost not to exceed the $339.00 price Thayer’s quoted.
Motion made by Town Councilperson Stevenson, seconded by Town Councilperson
Lanning that we purchase the $339.00 Oreck vacuum cleaner from Thayer’s and
authorize the Town Clerk to purchase it.

Community Building
Pleasant Valley Electric did a fire alarm system check. Supervisor Fisher received a letter
stating the system doesn’t meet the requirement of NFPA (National Fire Protection
Associations) Standard 72. Verbal estimate of $700.00 given to bring system up to
compliance.

Motion made by Town Councilperson Stevenson, seconded by Supervisor Fisher that the
Town Board authorize the Supervisor to contact Pleasant Valley Electric and arrange for
the work on the fire alarm system at the Community Building specified in the letter dated
9/15/04 regarding the fire alarm system at 182 Enfield Main Road be done.

Water System
Discussed need for health department having access to the water system for a monthly
water check. Discussed way of having building open on the day health department would
be testing.
Bathroom Floor
Discussed contacting local contractors for bids to replace bathroom floor.
Courts – Justice Poole
Justice Poole, Justice Varricciho, Code Officers Clark and Hetherington presented a
proposal to move the Enfield Town Courts from the Town Hall to the Enfield
Community Building.
A floor plan of the outer meeting room layout was presented. Courts would share the
Code Office. Court has some money in its budget line and the Justice Court Grant, which
would support some of the expenses. They would do all labor necessary.
Minimal cost to the Town for the following, paint, replacing kitchen floor, removing and
replacing carpeted area with tile, plywood, and 2x6’s for raised bench area, cleaning
supplies. Main expenses would be moving the court phone line from the Town Hall to the
Community Building and adding an additional line for a fax machine, router
(approximately $80.00) which would enable the court computer to be connected to the
internet through the Code Enforcement Office computer.
Town Councilperson Lanning made a motion that the Courts be given permission to start
this move.
Discussed where day camp would be held. Need to talk to Community Council, Cornell
Extension programmer and groups using building.
Board asked for a cost list of materials, to be presented at next months Town Board
meeting.
No action on this motion was taken.

Special Meetings
Supervisor Fisher would like to schedule the following meetings.
10/20/04 Special Town Board Meeting to review 2005 budget.
10/27/04 Special Town Board Meeting to review 2005 budget.
11/4/04 Public Hearing – 7:00 p.m. on Preliminary Budget.
12/30/04 Special Town Board Meeting – End of the year meeting to pay outstanding
expenditures and encumber money for 2004.
1/5/05 Organizational Meeting
1/12/05 Regular Town Board Meeting.
1/19/05 Audit Meeting.
Technology Committee
Supervisor Fisher would like to form a Technology Committee to look at town’s
computer systems, software, needs, etc.
Audit Claims
Supervisor Fisher presented bills for payment.
Motion made by Town Councilperson Stevenson, seconded by Town Councilperson
Lanning that the Town Board of the Town of Enfield authorize the Supervisor to pay
General Fund vouchers # 188-216, dated 10/13/04, in the amount of $7,094.27. Highway
Fund vouchers # 126-147, dated 10/13/04, in the amount of $72,142.94. Community
Development Grant vouchers #28-30, dated 10/13/04, in the amount of $23,663.90.

Eugene Lovelace asked if the Special Town Board Meetings were open to the public.
Announcements
Accounting School rescheduled for the end of November.

that the 10/13/04 regular Town Board meeting adjourn.
