REGULAR TOWN BOARD
MEETING MINUTES
WEDNESDAY, SEPTEMBER 10TH, 2003
6:30 P.M.
The regular monthly meeting of the Town of Enfield Town Board was held Wednesday,
September 10th, 2003 at the Enfield Community Building, 182 Enfield Main Road,
Ithaca, NY at 6:30 p.m. with Supervisor Owens presiding.
Present - Supervisor Jean Owens, Town Councilperson R J Switzer and Town
Councilperson Peggy Hubbell Town Councilperson Greg Stevenson and Town
Councilperson Pat Gumaer were absent. Others present were Highway Superintendent
David Miller and Town Clerk Alice Laue.
Pledge of Allegiance to the Flag
Supervisor Owens led the assemblage in the Pledge of Allegiance to the Flag.
Correspondence
Senator Kuhl Community Meeting at the Enfield Community Building October 14th,
2003 4:30 to 5:00 p.m
Small Cities Housing Rehabilitation Grant
Town of Enfield awarded a $400,000 Small Cities Rehabilitation Grant. Workshop to be
held at the Enfield Community Building, Thursday September 25th, 2003 at 7:00 p.m.
Reports/Committees
Tompkins County Legislative Representative Dan Winch
Representative Winch spoke about how pleased he was that the Town of Enfield received
a $400,000 Small Cities Housing Rehabilitation Grant.
He also spoke on the possible county budget cuts.
Highway Department – Highway Superintendent Miller
Helped Ulysses with paving, finished paving Hines Road, mowing, hauling stone, putting
in pipes and digging ditch.
Code enforcement – Clark/Hetherington
Busy. Sixty-four outstanding building permits. Permits cover new housing, alterations,
pools, decks, new trailers. Spending time in court.

Regular Business
Supervisor Owens asked for the following budget amendments. Expecting three
reimbursements from state and local government. Reimbursement to include $5,000.00
for budget line A1620.4, money spent from this line for Emergency Signage.
Decrease Code Contractual A3010.4 by $800.00.
Increase Office Supplies A1670.4 by $800.00.
Decrease Contingency A1990.4 by $2,000.00.
Increase Attorney A1420.4 by $2,000.00.
Decrease DA Disability by $33.95.
Increase Unemployment DA9050.8 by $33.95.
Decrease Road Repairs DA5110.1 by $226.31.
Increase Snow & Ice DA142.1 by 226.31.
Motion made by Town Councilperson Switzer, seconded by Town Councilperson
Hubbell that the Town Board approve the budget amendments as written.
Discussion – none
Vote- Supervisor Owens aye. Town Councilperson Switzer aye, Town Councilperson
Hubbell aye. Town Councilperson Gumaer was absent. Town Councilperson Stevenson
was absent. Motion carried.
Monthly Bills/Supervisor’s Report
Supervisor presented monthly bills for payment.
Motion made by Town Councilperson Switzer, seconded by Town Councilperson
Hubbell that the Town Board of the Town of Enfield authorize the supervisor to pay
General Fund vouchers #256-280, dated 9/10/03, in the amount of $8,125.57. Highway
Fund vouchers #113-125, dated 9/10/03, in the amount of $47,670.05.
Discussion - Town Councilperson Hubbell – Line A1620.4 money not there to pay bills.
I honestly can’t vote yes until you get. (Town Councilperson Hubbell was cut off before
she finished speaking.)
Vote – Supervisor Owens aye. Town Councilperson Switzer aye. Town Councilperson
Hubbell no. Town Councilperson Gumaer was absent. Town Councilperson Stevenson
was absent. Vote was two ayes and one no. Bills not paid.
Privilege of the Floor
Ed Hetherington asked about late and financial charges on unpaid bills.

Adjournment
Motion made by Town Councilperson Switzer, seconded by Town Supervisor Owens that
the regular monthly meeting of the Town of Enfield Town Board adjourn.
Discussion - none
Vote- Supervisor Owens aye. Town Councilperson Switzer aye, Town Councilperson
Hubbell aye. Town Councilperson Gumaer and Town Councilperson Stevenson were
absent.
Meeting adjourned at 7:22 p.m.
