Present: Supervisor Jean Owens, Town Councilperson Greg Stevenson, Town Councilperson Pat Gumaer, Town Councilperson Peggy Hubbell, Town Councilperson R J Switzer was absent. Others present were Town Attorney Scott Miller, Highway Superintendent David Miller and Town Clerk Alice Laue. Pledge of Allegiance to the Flag Supervisor Owens led the assemblage in the Pledge of Allegiance to the Flag. Approval of the April 30th, 2003 Special Town Board Meeting Minutes. Motion made by Town Councilperson Hubbell, seconded by Town Councilperson Gumaer that the Town Board of the Town of Enfield approve the adoption of the April 30th, 2003 Special Town Board Meeting minutes. Discussion - none Vote – Supervisor Owens aye. Town Councilperson Hubbell aye, Town Councilperson Gumaer aye. Town Councilperson Stevenson abstained. Town Councilperson Switzer was absent. Motion carried. Correction/Additions to the May 14th, 2003 Regular Town Board Meeting Minutes. Due to a death in the family Town Councilperson Stevenson left at 7:40 p.m. Regular Town Board Meeting Minutes 6/11/2003 Motion made by Town Councilperson Stevenson, seconded by Town Councilperson Hubbell that the Town Board of the Town of Enfield approve the adoption of the May 14 th, 2003 Regular Town Board Meeting minutes with the noted corrections and addition. Discussion – none Vote – Supervisor Owens aye. Town Councilperson Stevenson aye, Town Councilperson Gumaer abstained. Town Councilperson Hubbell aye. Town Councilperson Switzer was absent. Committee/Reports Highway Department – Highway Superintendent Miller Busy hauling gravel, grading roads, putting dust oil on, patching, mowing, chipping brush. Old excavator expired; Highway Superintendent was offered $1800.00 for it. Consensus of the board was Highway Superintendent to dispose of it for the price offered. Code Enforcement Clark/Hetherington Code officers reported busy month with phone calls, junk car complaints, building permits and issuing new permits. Unfinished Business Shudaben Road Three property owners Burke, Barner and Drake decided to let the town expand and maintain the 500 feet of road to the Burke property. Turn around to be included. Survey to be made. Richard Burke, property owner on Shudaben Road, would like to be reimbursed $3700.00 for his expenses for putting in town right-of-way to his property. He is willing to settle for five loads of crusher run stones as payment. Motion made by Town Councilperson Stevenson, seconded by Town Councilperson Gumaer that the Town Board of the Town of Enfield approve the adoption of the following resolution. Resolved that in consideration of Richard Burke having maintained for several years an area of Shudaben Road, adjoining his property, the Town authorizes the Town Supervisor to sign an agreement whereby Richard Burke receives five (ten wheeler) loads, approximately seventy-five ton of crusher-run stones from the Town Highway Department in consideration for said services. Regular Town Board Meeting Minutes 6/11/2003 3 Town of Enfield Code Town of Enfield Code was presented and extensively reviewed. Budget Amendments Supervisor asked for the following budget amendments. Decrease Contingency A1990.4 by $1,800.00. Increase A3010.4 Code Contractual by $1,000.00. Increase A1670.4 Office Supplies by $800.00. Motion made by Town Councilperson Stevenson, seconded by Town Councilperson Hubbell that the Town Board approve the following budget amendments. Bills/Reports Supervisor presented monthly bills for payment. Motion made by Town Councilperson Stevenson, seconded by Town Councilperson Gumaer that the Town Board of the Town of Enfield authorize the supervisor to pay General Fund vouchers #163 – 196, dated 6/11/03, in the amount of $9,040.10. Highway Fund vouchers #59 – 74, dated 6/11/03, in the amount of $51,746.34. Discussion – none Vote - Supervisor Owens aye. Town Councilperson Stevenson aye, Town Councilperson Gumaer aye. Town Councilperson Hubbell no. Town Councilperson Switzer was absent. Motion carried. New Business Memorandum of Understanding to Complete a Multi-Jurisdictional All-Hazard Mitigation Plan. Supervisor Owens presented and read, and asked for authorization to sign Memorandum of Understanding Among The County of Tompkins and the Towns of Caroline, Danby, Enfield, Groton, Ithaca, Lansing, and Ulysses to complete a Multi-Jurisdictional All- Hazard Mitigation Plan Cost to the town based on 2002 taxable assessed property value, population, and land area. Town of Enfield’s cost based on 7.23 percent, $2,350.00. Personnel Handbook to be copied and distributed to board members for review before the next board meeting. Appointment of Wayne A. (Tucker) Snyder Very late in the season, about the time cemeteries were ready to be mowed Jack Allen resigned his position as Cemetery Groundskeeper of Rolfe and Budd Cemeteries. To date Wayne A. (Tucker) Snyder has mowed Role and Budd Cemeteries, around the town buildings and prepared the site for Farmers Market. Supervisor Owens asked for the appointment of Wayne A. (Tucker) Snyder to the position of Cemetery Groundskeeper for Rolfe and Budd Cemeteries. and as Town Property Groundskeeper. Town Property Groundskeeper to be paid $10.00 an hour. Motion made by Town Councilperson Hubbell, seconded by Town Councilperson Stevenson that the Town Board of the Town of Enfield approve the appointment of Wayne A. (Tucker) Snyder as Cemetery Groundskeeper for Rolfe and Budd Cemeteries, replacing Jack Allen as Cemetery Groundskeeper of Rolfe and Budd Cemeteries and approve the appointment of Wayne A. (Tucker) Snyder as Town Property Groundskeeper. Town Groundskeeper to be paid $10.00 an hour. Discussion – none Vote- Supervisor Owens aye.
