SPECIAL TOWN BOARD
MEETING MINUTES
WEDNESDAY, APRIL 30th, 2003
6:30 P.M.
A Special Town Board meeting of the Town of Enfield Town Board was held
Wednesday, April 30th, 2003 at the Enfield Community Building, 182 Enfield Main
Road, Ithaca, New York at 6:30 p.m. with Supervisor Owens presiding.
Present were Supervisor Jean Owens, Town Councilperson Pat Gumaer, Town
Councilperson Peggy Hubbell. Town Councilperson Greg Stevenson and Town
Councilperson R J Switzer were absent. Other’s present, Dianne McFall, Deputy Town
Clerk.
Pledge of Allegiance to the Flag –
Supervisor Owens led the assemblage in the Pledge of Allegiance to the Flag.
Farmers Market
Supervisor Owens asked for authorization to rent port-a-johns for Farmers Market the
five Sundays Farmers Market is held. Expecting between 100 – 200 people a Sunday at
market. Cost of rental would be $70.00 a port-a-john from Brewers.
Motion made by Town Councilperson Gumaer, seconded by Town Councilperson
Hubbell that the Town Board provide port-a-john services at the Farmers Market.
Discussion - If crowd doesn’t show port-a-johns to be cancelled for remaining Farmers
Markets.
Vote - Supervisor Owens aye. Town Councilperson Gumaer aye, Town Councilperson
Hubbell aye. Town Councilperson Stevenson and Town Councilperson Switzer were
absent. Motion carried.
Grant Application - Justice Court
Supervisor asked for a resolution of support from the municipality. Grant asking for
chairs, recording equipment, microphones.

RESOLUTION
Enfield Town Courts Assistance Program Grant Request
Resolution made by Town Councilperson Hubbell, seconded by Town Councilperson
Gumaer.
WHERE AS, the receipt of funds for the Town Courts for the Town of Enfield would
assist in the operation of the courts, and
WHERE AS, these funds would enhance the courts ability to provide suitable and
efficient services to the Town of Enfield
THEREFORE BE IT RESOLVED, that the Town Board of the Town of Enfield
authorizes the submission of the Justice Court Assistance Program Grant Application.
Discussion – none
Vote – Supervisor Owens aye. Town Councilperson Hubbell aye, Town Councilperson
Gumaer aye. Town Councilperson Stevenson and Town Councilperson Switzer were
absent. Motion carried.
Appointment of Assessment Review Committee
Town Board needs to appoint Board of Review.
Motion made by Town Councilperson Hubbell that Bud Hubbell, Bertha Hubbell and Bill
Mather be appointed.
Supervisor to further pursue this, these names not acceptable.
Cleaning Equipment Bid
County has equipment for sale. Community Building cleaners having problem with
cleaner used on the rug. Supervisor asked what board thought of purchasing the Rainbow
cleaner county has for sale. Tabled.
Election Machines
Supervisor update - Election machines up for two year servicing. Supervisor received a
letter indicating that by 2004 lever machines would be replaced with electronic machines.
Only one company certified to sell electron machines. Supervisor suggested not putting
any more money into old machines because next year need new ones.

Emergency House Addressing
Art Howser Town has a $5,000.00 grant for house numbering along the roadside.
Numbers would be on a 6x18 inch sign on a 6-foot post or mailbox, reflective numbers
on both sides. Materials of posts, signs and lettering could be purchased from Seneca
Supply for $14.00 per address. Order needs to be at least for 200 for price quoted. Could
purchase 300-400 signs from grant money? Supervisor requested a motion authorizing
the purchase from Seneca Supply of materials for house addressing. Purchase would be
documented and be reimbursed from the State. Grant funds need to be expended.
Motion made by Town Councilperson Gumaer, seconded by Town Councilperson
Hubbell that the Town Board authorize the expenditure of the $5,000.00 grant to proceed
with the house numbering identification project.

Vote- Supervisor Owens aye. Town Councilperson Gumaer aye, Town Councilperson
Hubbell aye. Town Councilperson Stevenson and Switzer were absent. Motion carried.
Push Back Resolutions
Resolution #1 Unfunded Mandates
Motion made by Town Councilperson Hubbell, seconded by Town Councilperson
Gumaer that the Town Board move the Unfunded Mandated Resolution.
Discussion – none
Vote – Supervisor Owens aye. Town Councilperson Gumaer aye, Town Councilperson
Hubbell aye. Town Councilperson Stevenson and Town Councilperson Switzer were
absent. Motion carried.
Resolution #2 Excessive Property Tax Burden
Motion made by Town Councilperson Hubbell, seconded by Town Councilperson
Gumaer that the Town Board move the Excessive Property Tax Burden resolution.
Discussion – none
Vote - Supervisor Owens aye. Town Councilperson Hubbell aye, Town Councilperson
Gumaer aye. Town Councilperson Stevenson and Town Councilperson Switzer were
absent. Motion carried.

Privilege of the Floor
Richard Burke – Shudaben Road asked about the status of Shudaben Road. Supervisor
Owens advised him town attorney and code officer working on it.
Adjournment
Motion made by Town Councilperson Gumaer, seconded by Town Councilperson
Hubbell that the Special Town Board meeting adjourn.

Gumaaer aye. Town Councilperson Stevenson and Town Councilperson Switzer were
absent. Motion carried.
