The regular monthly meeting of the Town Board of the Town of Enfield was held Wednesday, March 12th, 2003 at the Enfield Community Building, 182 Enfield Main Road, Ithaca, New York at 6:40 p.m. with Supervisor Owens presiding. Present: Supervisor Jean Owens, Town Councilperson Greg Stevenson, Town Councilperson Pat Gumaer, Town Councilperson Peggy Hubbell, Town Councilperson RJ Switzer. Others present were Highway Superintendent David Miller, Town Attorney Scott Miller, Town Historian Sue Thompson, Code Enforcement Officers Ron Clark and Ed Hetherington and Town Clerk Alice Laue. Approval of the Minutes . Special Town Board Meeting Minutes 1/6/03 Motion made by Town Councilperson Stevenson, seconded by Town Councilperson Switzer that the Town Board of the Town of Enfield approve the adoption of the January 6th, 2003 Special Town Board Meeting minutes. Discussion – none Vote - Supervisor Owens aye, Town Councilperson Stevenson aye, Town Councilperson Switzer aye, Town Councilperson Hubbell aye. Town Councilperson Gumaer abstained. Public Hearing Minutes 1/8/03 Motion made by Town Councilperson Stevenson, seconded by Town Councilperson Switzer that the Town Board of the Town of Enfield approve the adoption of the January 8th, 2003 Public Hearing minutes. Discussion – none Vote - Supervisor Owens aye, Town Councilperson Stevenson aye, Town Councilperson Switzer aye, Town Councilperson Hubbell aye. Town Councilperson Gumaer abstained. Motion carried. Regular Town Board Meeting Minutes3/12/03 2 Motion made by Town Councilperson Stevenson, seconded by Town Councilperson Switzer that the Town Board of the Town of Enfield approve the adoption of the January 8th, 2003 Regular Town Board Meeting Minutes with the noted correction. Discussion – none Vote – Supervisor Owens aye, Town Councilperson Stevenson aye, Town Councilperson Switzer aye, Town Councilperson Hubbell aye. Town Councilperson Gumaer abstained. Motion carried. Audit Meeting Minutes 1/15/03 Motion made by Town Councilperson Switzer, seconded by Town Councilperson Hubbell that the Town Board of the Town of Enfield approve the adoption of the January 15th, 2003 Audit Meeting Minutes. Discussion – none Vote- Supervisor Owens aye, Town Councilperson Switzer aye, Town Councilperson Hubbell aye. Town Councilperson Stevenson abstained, Town Councilperson Gumaer abstained. Motion carried. Public Hearing Minutes 2/12/03 Correct spelling of the month to February. Motion made by Town Councilperson Stevenson aye, seconded by Town Councilperson Switzer that the Town Board of the Town of Enfield approve the adoption of the February 12th, 2003 Public Hearing Minutes with the noted correction. Discussion – none Vote - Supervisor Owens, Town Councilperson Stevenson aye, Town Councilperson Switzer aye, Town Councilperson Hubbell aye. Town Councilperson Gumaer abstained. Motion carried. Regular Town Board Meeting Minutes 2/12/03 Correction bottom of page 3 to read Town Councilperson Stevenson asked for Ag and Market Laws referred to in ordnance for council people to review. Motion made by Town Councilperson Stevenson, seconded by Town Councilperson Hubbell that the Town Board of the Town of Enfield approve the adoption of the 2/12/03 Regular Town Board Meeting Minutes with the noted correction. Discussion – none Vote – Supervisor Owens aye, Town Councilperson Stevenson aye, Town Councilperson Switzer aye, Town Councilperson Hubbell aye. Town Councilperson Gumaer abstained. Motion carried. Communication – Letter from Haefele advising of increase in monthly cable fee. Regular Town Board Meeting Minutesm3/12/03 3 Communication/Reports Tompkins County Board of Representatives Dan Winch Reported that the 2004 budget process has started. E-911 program moving forward. County’s Roads and Bridges program won’t be working in Enfield this year. Highway Department – Superintendent Miller Same as last month. Superintendent Miller asked for the adoption of the Cooperative Purchasing of Highway Services with County resolution. (Resolution attached.) Motion made by Town Councilperson Stevenson, seconded by Town Councilperson Switzer that the Town Board of the Town of Enfield approve the adoption of the Cooperative Purchasing of Highway Services resolution. Discussion – This is a resolution made yearly so the Town can so participate in purchasing highway services through the county. Vote - Supervisor Owens aye, Town Councilperson Stevenson aye, Town Councilperson Switzer aye, Town Councilperson Hubbell aye, Town Councilperson Gumaer aye. Motion carried Purchase of Pickup Truck Superintendent Miller asked about purchasing a new pickup truck through State contract. Possible to purchase a new Chevrolet pickup through State contract for about $25,000.00. Motion made by Town Councilperson Switzer, seconded by Town Councilperson Stevenson that the Town Board of the Town of Enfield authorize Highway Superintendent Miller to process replacement of 1998 Chevrolet pickup truck on State contract for no more than $25,000.00 with a 2003 Chevrolet Discussion - Advantage of replacing 1998 pickup truck because of its trade in value at this time. Vote- Supervisor Owens aye, Town Councilperson Stevenson aye, Town Councilperson Switzer aye, Town Councilperson Gumaer aye, Town Councilperson Hubbell aye. Motion carried. Old Town Barn Discussed burning of the old wooden town barn. No conclusion reached. Code Enforcement – Ron Clark/Ed Hetherington Ron Clark – Issued Certificates of Occupancy, closed permits, issued three building permits for new houses, subpoenaed into court. Ed Hetherington – Worked on Town Ordnances, next month proposal to look over. State Code Office requests that all night clubs and multi-dwellings be checked annually. Been issuing building permits. Regular Town Board Meeting Minutes 3/12/03 4 Town Historian – Sue Thompson Town Historian presented and reviewed her 2002 annual Historian report with the board. Unfinished Business Town Attorney Scott Miller asked for authorization to prepare ad sign documents on behalf of the Town of Enfield to release liens on housing rehabilitation recipients who have met five (5) year obligation. Motion made by Town Councilperson Switzer, seconded by Town Councilperson Stevenson. RESOLVED, that the Enfield Town Board hereby authorized the Enfield Town Supervisor or the Enfield Town Attorney to prepare and sign documents on behalf of the Town of Enfield to release liens on Housing Rehabilitation recipients who have met five (5) year obligations. Regular Business Small Cities Grant Application Resolution Supervisor Owens asked for a Small Cities Grant Application Resolution. Motion made by Town Councilperson Stevenson, seconded by Town Councilperson Switzer. (See attached resolution.) Discussion Vote – Supervisor Owens aye, Town Councilperson Stevenson aye, Town Councilperson Switzer, Town Councilperson Gumaer aye, Town Councilperson Hubbell aye. Motion carried. 2/13/03 Warrant Corrections Supervisor asked for the following 2/13/03 warrant corrections. To amend Highway Warrants for February 2003. Correct the account number for voucher 9 to read DA5142.4 instead of DA5132.4 Correct the mount of voucher 12 to read $222.45 instead of $2222.15 Correct the account number for voucher 17 to read DA5132.4 instead of DA158.40. Correct the total of the warrant to read $6,146.41 instead of $6,146.11. To amend General Fund Warrant for February 2003 to include the total of $18,076.95. Motion made by Town Councilperson Switzer, seconded by Town Councilperson Hubbell that the Town Board of the Town of Enfield approve the following 2/13/03 warrant corrections. Motion carried. Budget Amendments Supervisor Owens asked for the following budget amendments to the 2003 General Fund Budget. Motion carried. Monthly Bills/ Reports Supervisor Owens presented the monthly bills and supervisor’s report. Motion made by Town Councilperson Switzer, seconded by Town Councilperson Hubbell that the Town Board of the Town of Enfield authorize the supervisor to pay General Fund vouchers #77 – 105, dated 3/12/03, in the amount of $12,533.63. Highway Fund vouchers #25 – 36, dated 3/12/03, in the amount of $8,795.01. Enfield Volunteer Fire Company voucher SF-#3, dated 3/12/03, in the amount of $25,000.00. Regular Town Board Meeting Minutes 3/12/03 6 New Business – J P Morgan Chase Bank Supervisor Owens asked the board for authorization to use J P Morgan Chase Bank as the Town Board Funds official depository. Motion made by Town Councilperson Stevenson, seconded by Town Councilperson Switzer that the Town Board of the Town of Enfield authorize the J P Morgan Chase Bank as the official depository of Enfield Town Board Funds. Tompkins County Assistance with Economic Development Strategic Planning Contract. Supervisor Owens asked for authority to sign Tompkins County Assistance with Economic Development Strategic Planning Contract Motion made by Town Councilperson Stevenson, seconded by Town Councilperson Switzer that the Town Board of the Town of Enfield authorize the supervisor to sign the Tompkins County Assistance with Economic Development Strategic Planning Contract. Tompkins County Multi-Jurisdictional Pre-Disaster Mitigation Grant Application Resolution Supervisor asked for a resolution supporting the Tompkins County Multi-Jurisdictional Pre-Disaster Mitigation Grant Application. Motion made by Town Councilperson Switzer, seconded by Town Councilperson Hubbell that the Town Board of the Town of Enfield approve and support the Tompkins County Multi-Jurisdictional Pre-Disaster Mitigation Grant Application. Town Clerks Association Conference Supervisor asked for authorization for the Town Clerks to attend the Town Clerk Association Annual Conference, April 27-30th. Regular Town Board Meeting Minutes 3/12/03 7 Motion made by Town Councilperson Switzer, seconded by Town Councilperson Gumaer that the Town Board of the Town of Enfield authorize the Town Clerk’s attendance at the Town Clerks Association Annual Conference. Discussion – Vote – Supervisor Owens aye, Town Councilperson Switzer aye, Town Councilperson Gumaer aye, Town Councilperson Hubbell aye. Motion carried. Trash Clean Up Week Supervisor Owens proposed a trash clean up week for some time in May. Motion made by Town Councilperson Stevenson, seconded by Town Councilperson Hubbell that the Town Board of the Town of Enfield authorize the supervisor to proceed with facilitating trash clean up week. Discussion- Vote – Supervisor Owens aye, Town Councilperson Stevenson aye, Town Councilperson Switzer aye, Town Councilperson Gumaer aye, Town Councilperson Hubbell aye. Motion carried. Privilege of the Floor John Molvatois spoke. He was interested in what the board was doing.
