The regular monthly meeting of the Town Board of the Town of Enfield was held Wednesday, February 12th, 2003 at the Enfield Community Building, 182 Enfield Main Road, Ithaca NY at 6:50 p.m. with Supervisor Owens presiding. Present were Supervisor Jean Owens, Town Councilperson Greg Stevenson, Town Councilperson Pat Gumaer, Town Councilperson Peggy Hubbell, Town Councilperson R J Switzer and Town Clerk Alice Laue. Communications Letter from Ithaca City School District asking permission to use voting machine at Enfield School for school board election. Community Celebrations Open House at Upper Robert H. Treman Park on June 7, 2003. Event to be sponsored by Friends of Robert Treman State Park. Motion made by Town Councilperson Stevenson, seconded by Town Councilperson Switzer that the Town Board of the Town of Enfield authorize the supervisor to write a letter of endorsement for the Robert Treman Community Celebrations 2003 grant application. Discussion – none Vote – Supervisor Owens aye, Town Councilperson Stevenson aye, Town Councilperson Switzer aye, Town Councilperson Hubbell aye, Town Councilperson Gumaer aye. Motion carried. Committees/Reports Highway Department – Superintendent Miller written report. For the last month we have been plowing, cindering, making chains, changing plow blades and working on the trucks. Code Enforcement – Ed Hetherington Received 23 calls. Made 25 local calls, 14 long distance calls, had four complaints, did inspections, in court three times, attended code school three days. See attached report form Code Officer Ron Clark. Regular Town Board Meeting Minutes 2/12/03 2 Enfield Volunteer Fire Company – Chief Stevenson Reviewed quarterly report for 11/1/02 through 1/31/03. Tompkins County Representative – Peter Pennimen Tompkins County Representative Pennimen reported on Youth Recognition Award to be presented each month to a youth in the county. Reported on paging system. Unfinished Business- Privilege of the Floor Town Councilperson Hubbell asked that Privilege of the Floor be moved to the beginning of the agenda instead of next to the last item on the agenda. She asked for this so the public had a chance to speak on an agenda subject before it was voted on. Motion made by Town Councilperson Hubbell, seconded by Town Councilperson Stevenson that the Town Board of the Town of Enfield approve the return of Privilege of the Floor to the beginning of the meeting. Discussion - A length discussion against moving the Privilege of the Floor to the beginning of the meeting was held. Vote – Supervisor Owens no. Town Councilperson Stevenson no, Town Councilperson Switzer no, Town Councilperson Gumaer no. Town Councilperson Hubbell aye. Four no’s- one aye. Enfield Business Survey Report – Business Survey Report handed out for board members to review. Contract for Professional Services/Carlison Associates/Authorize Supervisor to sign Supervisor presented Carlison Associates, Inc. contract for professional services to write Town-wide Small cities Grant for Housing Rehabilitation Program for board approval and authorization to sign it. Motion made by Town Councilperson Switzer, seconded by Town Councilperson Gumaer that the Town Board of the Town of Enfield approve and authorize the supervisor to sign the contract for professional services for 2003 Small Cities Grant for Town-wide Housing Rehabilitation Program. Discussion –Vote – Supervisor Owens aye. Town Councilperson Stevenson aye, Town Councilperson Switzer aye, Town Councilperson Gumaer aye, Town Councilperson Hubbell aye. Motion carried. Regular Town Board Meeting Minutes 2/12/03 3 Regular Business Budget Amendment Supervisor Owens asked for the following 2003 General Fund budget amendment. Decrease Contingency Fund A1990.4 by $500.00. Increase Town Board Contractual A1010.4 by $500.00. Discussion – none Vote – Supervisor Owens aye. Town Councilperson Stevenson aye, Town Councilperson Switzer aye, Town Councilperson Gumaer aye, Town Councilperson Hubbell aye. Motion carried. Amend Warrant for January 2003 Supervisor Owens asked for amendment of January 2003 warrant. Correct voucher #2 to read $70.20 and correct the amount of voucher #15 to read $441.24. Motion made by Town Councilperson Switzer, seconded by Town Councilperson Stevenson that the Town Board of the Town of Enfield approve the amendment of January 2003 warrant voucher #2 to read $70.20 and voucher #15 to red $441.24. Discussion – Vote – Supervisor Owens aye. Town Councilperson Stevenson aye, Town Councilperson Switzer aye, Town Councilperson Gumaer aye, Town Councilperson Hubbell aye. Motion carried. Monthly Bills/Supervisor’s Report Supervisor Owens presented monthly bills for payment. Motion made by Town Councilperson Switzer, seconded by Town Councilperson Stevenson that the Town Board of the Town of Enfield authorize the supervisor to pay General Fund vouchers #30 – 76, dated 2/12/03, in the amount of $18,076.95. Highway Fund vouchers #6 – 24, dated 2/12/03, in the amount of $6,146.11. Enfield Volunteer Fire Company F-1, voucher #2, dated 2/12/03, in the amount of $75,000.00. Discussion – none Vote - Supervisor Owens aye. Town Councilperson Stevenson aye, Town Councilperson Switzer aye, Town Councilperson Gumaer aye, Town Councilperson Hubbell aye. Motion carried. New Business Noise Ordinance Supervisor Owens presented draft of Noise Ordinance from Planning Board to the board for their review. Town Councilperson Stevenson asked to Ag and Market laws referred to in ordnance for their review. Regular Town Board Meeting Minutes 2/12/03 4 Tax Exemptions Town Councilperson Hubbell reported on Senior Citizen Exemptions. Consensus of the board was that someone from the Assessment Office come to a board meeting and speak on exemptions. Privilege of the Floor Chris McConkey interested in Public TV Access and asked to see a copy of Haefele TV contract. Adjournment Motion made by Town Councilperson Stevenson, seconded by Town Councilperson Switzer that the regular Town Board meeting held Wednesday, February 12, 2003 adjourn.
