TOWN BOARD MEETING MINUTES
WEDNESDAY, NOVEMBER 12TH, 2003
6:40 P.M.
The regular monthly Town Board meeting of the Town of Enfield Town Board was held
Wednesday, November 12th, 2003 at the Enfield Community Building, 182 Enfield Main
Road, Ithaca, NY at 6:40 p.m. with Supervisor Owens presiding.
Present – Supervisor Jean Owens, Town Councilperson Greg Stevenson, Town
Councilperson RJ Switzer, Town Councilperson Pat Gumaer, Town Councilperson
Peggy Hubbell. Others present were Town Attorney Scott Miller, Highway
Superintendent David Miller and Town Clerk Alice Laue.
Approval of the 10/8/2003 minutes.
Corrections – Page one, second paragraph correct alson to also.
Page one, under Exemptions correct spelling of Coogan to Coggin.
Page three, move (not enough time to review bills) to discussion.
Motion made by Town Councilperson Switzer, seconded by Town Councilperson
Hubbell that the Town Board approve the adoption of the 10/8/2003 regular Town Board
meeting minutes as amended.
Discussion – none
Vote- Supervisor Owens aye. Town Councilperson Stevenson aye, Town Councilperson
Switzer aye, Town Councilperson Gumaer aye, Town Councilperson Hubbell aye.
Motion carried.
Committees/Reports
Tompkins County Legislative - Dan Winch
Representative Winch complimented the board on their work on the 2003 budget.
Code Enforcement – Clark/Hetherington
Clark –Written seven new permits, closed four permits Will have issued one hundred
permits by the end of the year.
Hetherington – Busy doing regular inspections. Have had a number of tenant – landlord
problems.

Highway Department – Highway Superintendent Miller
Hauled sand and cinders. Filled potholes, put shoulders on Hines Road, made chains,
serviced trucks, got ready for winter.
Land Lease Agreement
Superintendent Miller presented the board with a Land Lease Agreement from John
Ranchich for the property across the road from the Town Barns that the town uses.
Lease is a five-year lease at $5.00 a year.
Truck Bid
Superintendent Miller present the board with the one bid received from Beam Mack for a
ten-wheel dump truck in the amount of $134,900.00.
Shudaben Road
Supervisor asked if property owners on Shudaben Road were familiar with what is going
on at this point and understand you won’t be able to complete the turn around until
spring. Superintendent Miller, work to be completed in the spring of 2004.
Land Lease Agreement
Land Lease Agreement from John Ranchich leasing property directly across from Town
Barns currently being used by the town. Agreement is for five years at $5.00 a year.
Motion made by Town Councilperson Stevenson, seconded by Town Councilperson
Gumaer that the Town Board authorize the supervisor to sign the land lease agreement as
written.

Switzer aye, Town Councilperson Hubbell aye, Town Councilperson Gumaer aye.
Motion carried.
Truck Bid
Motion made by Town Councilperson Stevenson, seconded by Town Councilperson
Hubbell that the Town Board authorize the Highway Superintendent to order one (1) new
and unused 2004 Mack Model No CV713 Ten-wheel Dump Truck and Equipment as
specified in the October 24th, 2003 Beam Mack bid in the amount of One Hundred
Thirty-fourThousand Nine Hundred Dollars ($134,900.00).

Enfield Volunteer Fire Company – Chief Stevenson
Quarterly Operation and Financial reports presented.
Chief Stevenson credited Johnny’s Wholesale Inc. In October the fire company had a hot
air balloon crash, gondola of balloon was hanging about twenty feet above the ground.
One of the occupants suffered an open distil femur fracture and had she needed to be
removed from the basket. She would not have had as good a trip as she had if it where not
for Rich Neno coming with Johnny’s Wholesale crane truck and lowering the basket to
the ground. Incredibly generous in this day and age of litigation and liability for some
private individual to come with their vehicle, no questions asked, and help out like this.
Regular Business
Adoption of 2004 Final Budget
Budget represents a 2.8 percent tax increase. In 2003 tax rate was 1.588 per thousand,
this represents a decrease in the tax rate of 1.559. Fire tax rate for 2003 was 2.079 per
thousand; this represents a 2.068 per thousand decrease.
Motion made by Town Councilperson Switzer, seconded by Town Councilperson
Stevenson that the Town Board adopt the Preliminary Budget as the 2004 Final Budget.

Contract Better Housing for Tompkins County for services for Small Cities CD Housing
Rehabilitation Program
Supervisor Owens presented Better Housing Agreement and asked for
authorization to sign Better Housing Agreement to administer Housing
Rehabilitation Grant.
Motion made by Town Councilperson Stevenson, seconded by Town Councilperson
Switzer that the Town Board authorize the supervisor to sign the 2003 Agreement
for Better Housing for Tompkins County for services for Small Cities CDBG
Housing Rehabilitation Program.
Discussion – none

Designation of Ed Hetherington Certifying Officer CDBG Grant number 374HR
108-03.
Supervisor asked for the appointment of Ed Hetherington as Certifying Officer of
the CDBG Grant number 374HR108-03.
Motion made by Town Councilperson Switzer, seconded by Town Councilperson
Stevenson that the Town Board appoint Ed Hetherington as Certifying Officer of
the CDBG Grant number 374HR108-03.
Discussion – none
Vote- Supervisor Owens aye. Town Councilperson Stevenson aye, Town
Councilperson Switzer aye, Town Councilperson Gumaer aye, Town Councilperson
Hubbell aye. Motion carried.
Oversight Committee
Supervisor Owens asked for the appointment of the following as the Oversight
Committee. Committee to consist of County Legislation Representative Peter
Pennimen, Dan Winch. Second Director of Better Housing Stacy Crawford, Enfield
Town Supervisor. Need to appoint one member of the Better Housing Board of
Directors. In the past County Planning appointed a member, their budget does not
permit that participation at this point. To keep a balance of those involved in Better
Housing projects an additional member of the Better Housing Board of Directors
needs to be appointed.
Motion made by Town Councilperson Stevenson, seconded by Town Councilperson
Switzer that the Town Board appoint an Oversight Committee for the Community
Development Block Grant number 374HR108-03 to consist of County Board
Representative Peter Pennimen, Dan Winch, Better Housing Director Stacey
Crawford, one member of the Better Housing Board of Directors to be named and
the Enfield Town Supervisor.

Town of Enfield Code Enforcement Law – Law #2-2003.
Code Enforcement Law presented.
Motion made by Town Councilperson Switzer, seconded by Town Councilperson
Stevenson that the Town Board hold a Public Hearing Wednesday, December 10th,
2003 at the community building at 6:30 p.m. concerning the Enfield Code
Enforcement Law.

Enfield Volunteer Fire Company
Contract is a three-year contract and represents a four percent annual increase over
a three-year period.
Motion made by Town Councilperson Switzer, seconded by Town Councilperson
Gumaer that the Town Board set a Public Hearing for Wednesday. December 10th,
2003 at 7:00 p.m. to be held at the community building for comments on the Enfield
Fire Protection three-year contract.
Discussion – none
Vote- Supervisor Owens aye. Town Councilperson Stevenson aye, Town
Councilperson Switzer aye, Town Councilperson Gumaer aye. Town Councilperson
Hubbell no. Motion carried.
Senior Tax Exemptions
Discussed need to increase Senior Tax Exemptions. Talked about $3000.00 to
$6000.00 increment increase. Consensus scale to range from $21,000.00 at fifty per
cent, to $24,600.00 at twenty percent.
Motion made by Town Councilperson Switzer, seconded by Town Councilperson
Hubbell that the Town Board hold a Public Hearing Wednesday, December 10 th,
2003 at 7:30 p.m. at the community building concerning proposed Senior Tax
Exemption increase based on the same scale adding a $6000.00 increment.

Amendments to 2003 Budget
Supervisor Owens asked for the attached 2003 budget amendments.
Motion made by Town councilperson Stevenson, seconded by Town Councilperson
Switzer that the Town Board approve the attached 2003 budget amendments.

Bills/Supervisor’s Report
Supervisor presented bills to be paid.
Motion made by Town Councilperson Stevenson, seconded by Town Councilperson
Hubbell that the Town Board of the Town of Enfield authorize the supervisor to pay
General Fund vouchers # 311-355, dated 11/12/03 in the amount of $25,666.52.
Highway Fund vouchers #144-154, dated 11/12/03 in the amount of $39,551.77.

Privilege of the Floor
Pat Dougherty 330 Sheffield Road asked what fire company increase was.
Supervisor answered four percent.

Stevenson that the regular monthly meeting of the Town Board of the Town of
Enfield held November 12th, 2003 adjourn.
