REGULAR TOWN BOARD MEETING
MINUTES
WEDNESDAY, SEPTEMBER 11TH, 2002
6:30 P.M.
The regular monthly meeting of the Town Board of the Town of Enfield was held
Wednesday, September 11th, 2002 at the Enfield Community Building, 182 Enfield Main
Road, Ithaca, NY at 6:30 p.m. with Supervisor Owens presiding.
Present: Supervisor Jean Owens; Town Councilperson Greg Stevenson, Town
Councilperson R J Switzer, Town Councilperson Pat Gumaer. Town Councilperson
Mark Roach was absent. Others present were Town Attorney Scott Miller, Highway
Superintendent David Miller and Town Clerk Alice Laue.
Pledge of Allegiance to the Flag
Supervisor Owens led the assemblage in the Pledge of Allegiance to the Flag.

Motion made by Town Councilperson Switzer, seconded by Town Councilperson
Stevenson that the Town Board of the Town of Enfield approve the adoption of the
8/14/02 regular Town Board Meeting Minutes as amended.
Discussion
Vote - Supervisor Owens aye. Town Councilperson Switzer aye, Town Councilperson
Stevenson aye. Town Coucilperson Roach abstained, Town Councilperson Gumaer
abstained. Motion carried.
Comunication –
Letter from Governor’s Office for Small Cities - Small Cities Community Development
Block grant applied for in 2002 they are unable to offer grant money to fund application.
Committee/ Reports
Highway Department – Superintendent Miller
Last month hauled stones for paving, hauled gravel, put some shoulders in, mowing
roadsides, digging ditches, patching and grading a couple of miles of road. Worked for
Town of Newfield and Town of Ulysses.
County Snow and Ice Agreement – 1/1/2003 – 12/31/2005.
Superintendent Miller presented County Snow and Ice Agreement for plowing county
roads. Town to be paid $6,566.67 for plowing 16.42 miles of two lane county roads for
the 2003 year.
Motion made by Town Councilperson Stevenson, seconded by Town Councilperson
Switzer that the Town Board of the Town of Enfield authorize the supervisor to sign the
County Snow and Ice Agreement for 1/1/2003-12/31/2005.
Discussion

Switzer aye, Town Councilperson Roach aye, Town Councilperson Gumaer aye. Motion
carried.
Tompkins County Board of Representative – Peter Pennimen
Representative Pennimen spoke on the county budget tax increase. State mandates alone
making a 14% tax increase.
Code Enforcement – Ron Clark/ Ed Hetherington
Ed - Busy, he has seventeen open building permits. Issued three Certificates of
Occupancy. Talked to attorney about cell tower. Sent letter to people asking them to
obtain building permits.
Ron Clark –Issued two Certificates of Occupancy. He has fifteen open building permits.
Numerous junk car complaints.

Fire Company - Chief Stevenson
Open House Saturday October 26th, 2002 10 a.m.– 2 p.m.
Old Business
Town Board was asked to support the “202” Main Street New York Downtown
Development Initiative Application.
Motion made by Town Councilperson Stevenson, seconded by Town Councilperson
Gumaer that the Town Board of the Town of Enfield support the “2002” Main Street
New York Development Initiative Application.
Discussion
Vote Supervisor Owens aye. Town Councilperson Stevenson aye, Town Councilperson
Switzer aye, Town Councilperson Roach aye, Town Councilperson Gumaer aye. Motion
carried.
Logo
Town Logo to be taken to Cayuga Signs to be worked up in color. Since Town
Councilperson Gumaer came up with the logo she is to pick colors to be used.
New Business
Tompkins County Youth Outing Van
Supervisor asked that the town’s $82.00 in state funding be sent to County Youth Bureau
to help keep the Outing van program going.
Motion made by Town Councilperson Stevenson, seconded by Town Councilperson
Roach that the Town Board of the Town of Enfield approve the sending of the town’s
$82.00 portion of state funding to the County Youth Bureau to help keep the Outing van
program going.

Tompkins County Community Beautification Program
Supervisor asked for authorization to submit grant application to the Tompkins County
Beautification Program.
Motion made by Town Councilperson Switzer, seconded by Town Councilperson
Gumaer that the Town Board of the Town of Enfield authorize the supervisor to submit a
grant application to the Tompkins County Beautification Program.

Small cities Conference
Supervisor asked permission to attend Small Cities Conference in Canandaigua 9/30/02.
Motion made by Town Councilperson Stevenson, seconded by Town Councilperson
Switzer that the Town Board of the Town of Enfield grant permission to the supervisor to
attend the Small Cities Conference in Canandaigua 9/30/02.
Discussion –

Gumaer aye. Motion carried.
Town Wide Waste Tire Disposal
Discussed at length a town wide waste tire disposal. Tire disposal to be offered by the
town to all town residents. Disposal to be conducted along the lines the clean up was.
There would be a minimal charge for the tires.
Question was asked if this tire disposal is the town’s responsibility? Some board
members feel it isn’t the town’s responsibility.
Issue to be brought up at next meeting.
Planning Board Appointment
Rick Chase presented Audrey Bostwick’s name to the board as a potential Planning
Board member.
Motion made by Town Councilperson Stevenson, seconded by
Town Councilperson Roach that the Town Board of the Town of Enfield approve the
appointment of Audrey Bostwick to the Town of Enfield Planning Board commencing
September 11th, 2002.
Discussion –
Vote - Supervisor Owens aye. Town Councilperson Stevenson aye, Town Councilperson
Switzer aye, Town Councilperson Roach aye, Town Councilperson Gumaer aye. Motion
carried.
Littering Signs
Discussed using signage budget line to purchase No Littering sign.
Senior Citizens Property Tax
Discussed draft proposal regarding Property Taxes for Senior Citizens put in board
members boxes by Peggy Hubbell. Feel it needs to be pursued.

Community Building Custodians
Discussed the spending of $300.00 this month for cleaning of community building.
Councilpersons Roach and Switzer to met with building custodians.
Motion made by Town Councilperson Roach, seconded by Town Councilperson Switzer
that the Town Board of the Town of Enfield limit maintenance and cleaning of
community building to original town board motion of 4/12/2000 to ten hours a month.
Discussion –
Vote - Supervisor Owens no. Town Councilperson Stevenson no, Town Councilperson
Switzer no, Town Councilperson Roach aye, Town Councilperson Gumaer. Four no’s
and one yes.
Motion made by Town Councilperson Stevenson, seconded by Town Councilperson
Roach that in the interim until further recommendations come, before the forthcoming
meeting between councilpersons and the building custodians, that the Town Board of the
Town of Enfield approve no more than fifteen hours a month.
Discussion - Primary responsibilities are not to clean up after private groups. Their
responsibility is to maintain the building from the usage by the town groups, i.e. Planning
Board, Town Board. Official town uses of building. A private group is responsible for
cleaning up after themselves. Main purpose is to maintain the building for the official
use of the town, the official government actions that take place here.
Downstairs responsibilities are normal maintenance of building not to clean up.
Group/groups using the downstairs are responsible for cleaning up.

Switzer aye. Town Councilperson Roach aye, Town Councilperson Gumaer aye.
Motion carried.
Budget Transfers
Supervisor asked for the following 2002 budget transfers and August Warrant
Amendments.

$400.00 to A1220.41 Supervisor Contractual
$200.00 to A1220.42 Bookkeeper Contractual
$1,000.00 to A1420.4 Attorney Contractual
$500.00 to A8020.4 Planning Board
$5,000.00 to A9060.81 Health Insurance
Highway Fund
Increase line DA5130.2 Machinery Equipment by$32,900.00 estimated revenues.
510 by $32,900.00 and line estimated appropriations 690 by$32,900.00.

August Warrant Amendments
Delete #209 lost check, replacement not expenditure.
Amend warrant #211 to #211A Lap Co. to $9,540.00
Warrant #211B Shisler to $7,570.00
Motion made by Town Councilperson Switzer, seconded by Town Councilperson
Stevenson that the Town Board of the Town of Enfield approve the 2002 budget transfers
and August warrant amendments as stated.

carried.
Monthly Bills
Supervisor presented monthly bills for payment.
Motion made by Town Councilperson Stevenson, seconded by Town Councilperson
Switzer that the Town Board of the Town of Enfield authorize the supervisor to pay
General Fund vouchers #220-254, dated 9/11/02, in the amount of $7,787.02. Highway
Fund vouchers #76-87, dated 9/11/02, in the amount of $23,467.67 and Small Cities
HUD Grant 3 voucher# 10, dated 9/11/02, in the amount of $11,298.12.

Executive Session
Motion made by Town Councilperson Stevenson, seconded by Town Councilperson
Switzer that the Town Board of the Town of Enfield move into Executive Session for the
purpose of discussing property acquisition.

Motion made by Town Councilperson Stevenson, seconded by Town Councilperson
Roach that the Town Board of the Town of Enfield move out of Executive Session
.Discussion-

Motion made by Town Councilperson Stevenson, seconded by Town Councilperson
Switzer that the Town Board of the Town of Enfield authorize Supervisor Owens to sign
Real Estate Purchase and Sale Agreement for approximately fifty-six acres of lot tax map
parcel 14-2-2.2 owned by Gary Schilling for the amount of nine hundred dollars
($900.00) an acre.

carried.
SEQR- USDA Rural Affairs grant application
Board to meet to complete SEQR review for USDA Rural Affairs grant application.
Motion made by Councilperson Switzer, seconded by Councilperson Roach that the
Town Board of the Town of Enfield authorize Supervisor Jean Owens to sign all required
documents at the closing on the purchase of the Gary Schilling property.

aye. Motion carried.
Privilege of the Floor
Peggy Hubbell – Hubbell Drive asked where the bench purchased from Lowe’s was and
what was it bought for? Answer- Still determining where it is going to go.
Rick Chase - Needed to spend signage money for stop signs not no littering signs.

Gumaer that the regular monthly Town Board meeting held Wednesday, September 11,
2002 adjourn.
