The regular monthly meeting of the Town Board of the Town of Enfield was held Wednesday, August 14th, 2002 at the Enfield Community Building, 182 Enfield Main Road, Ithaca, N.Y. at 6:30 p.m. with Supervisor Owens presiding. Present - Supervisor Jean Owens; Town Councilperson Greg Stevenson; Town Councilperson Mark Roach; Town Councilperson R J Switzer. Town Councilperson Pat Gumaer absent. Others present were Highway Superintendent David Miller and Town Clerk Alice Laue. Pledge of Allegiance of the Flag Supervisor Owens led the Pledge of Allegiance to the Flag. Approval of the Minutes of the Regular Town Board 7/10/02 Meeting. Motion made by Supervisor Owens, seconded by Town Councilperson Switzer that the Town Board of the Town of Enfield approve the adoption of the 7/10/02 regular Town Board Meeting minutes. Discussion – Vote - Supervisor Owens aye. Town Councilperson Stevenson abstained; Town Councilperson Roach aye, Town Councilperson Switzer aye. Town Councilperson Gumaer was absent. Motion carried. Communications Letter fro USDA Rural Affairs accepting projects. Senator Kuhl – Community Meeting Thursday, October 17th, 2002 at the Community Building 3:30 – 4:00 p.m. Town Councilperson Gumaer arrived at 6:35 p.m. Regular Town Board Meeting Minutes 8/14/02 2 Reports/Committees Code Enforcement – Ron Clark Issuing building permits, doing inspections. Lots of pools going in. Need to start getting plans together on junk vehicles. Training Discussed Code Enforcement Training for Ed Hetherington. Motion made by Town Councilperson Stevenson, seconded by Town Councilperson Gumaer that the Town Board of the Town of Enfield approve payment for Ed Hetherington to attend the basic Code Enforcement training class series Discussion – Vote - Supervisor Owens aye: Town Councilperson Stevenson aye; Town Councilperson Roach aye; Town Councilperson Switzer aye; Town Councilperson Gumaer aye. Motion carried. Highway - Superintendent David Miller Busy hauling stones, put in pipe on Black Oak Road, mowing, did some paving, patched potholes. Excavator Bids Received two bids for an excavator. One for a 1999 and one for a 1998. 1999 from Syracuse Supply was for $77,109.00 and the bid for the 1998 from L. C. Wetford was for $72,900.00. The 1998 is the one town has been trying out and is the one he suggested the town purchase. Direct payment for excavator to be made from $122,409.00 Equipment Reserve Fund. Discussed value of the Drott excavator. Any where from $2500.00 to $4500.00. Discussed insurance costs to keep Drott. Motion made by Town Councilperson Roach, seconded by Town Councilperson Switzer that the Town Board of the Town of Enfield approve the purchase of the 1998 excavator from L. C. Wetford for $72,900.00 and the excavator by paid for out of the Equipment Reserve Fund. Regular Town Board Meeting Minutes 8/14/02 3 Equipment Surplus Superintendent Miller received the following bids. Three bids on the grader - $400.00, $1295.00 and $3,100.00, he suggested taking the $3,100.00 bid. One bid on the water truck for $1295.00, he recommended taking this bid too. No bids one FWD – And one bid on one ton truck for $650.00, Superintendent Miller recommended rejecting this bid. Motion made by Town Councilperson Switzer, seconded that the Town Board of the Town of Enfield accept the $3,000.00 grader bid and the $1295.00 water truck bid and reject the $650.00 bid for the one-ton truck. Discussion – Vote - Supervisor Owens aye. Town Councilperson Stevenson aye, Town Councilperson Roach aye, Town Councilperson Switzer aye, Town Councilperson Gumaer aye. Motion carried. Water Quality Committee – Supervisor Owens Met last night, working on putting together a series of trainings and water testing opportunities for Enfield residents in September and October. We have a grant that will subsidize the cost of the testing to residents. Water testing open to all residents. It’s possible that the board might want to consider subsidizing a little to keep cost down. Economic Development Committee – Supervisor Owens Discussed direction Economic Development can go in at last meeting. Mailing of business survey going out 7/11/02. List of 115 businesses in Enfield. Would like to get ideas on what they think about doing business in Enfield. Took advantage of a State Government offer of money for various projects. One offer was for money for technical grant. Technical grant would allow us to hire a consultant and pay for some of the staff time from county planning to start working on putting together a strategic plan. Supervisor asked for approval to submit 202 Economic Strategic Planning Initiative application. Initiative to identify the particular needs of small local business owners. Motion made by Town Councilperson Switzer, seconded by Supervisor Owens that the Town Board of the Town Enfield authorize the supervisor to submit a 2002 Technical Assistance Community Strategic Initiative Strategic Plan Grant. Discussion –Economic studies has been identified as an area we would like to proceed in. With funds from the State we could hire a consultant and pay for some of the staff time from county planning to start working on putting together a strategic plan. Unfinished Business Mass Gathering Application Reviewed additional information requested about Mass Gathering application. Motion made by Town Councilperson Stevenson, seconded by Town Councilperson Switzer that the Town Board of the Town of Enfield issue a Mass Gathering permit to Kenneth Fliescher and Big Mouth Productions authorizing the Mass Gathering at Newharts Lodge, 172 Griffen Road, Newfield New York beginning at 7:00 p.m. Friday August 30th, 2002 and ending Sunday, September 30th, 2002 Discussion – Vote - Supervisor Owens aye. Town Councilperson Stevenson, aye; Town Councilperson Switzer aye; Town Councilperson Gumaer aye; Town Councilperson Roach aye. Motion carried. Regular Business Monthly Bills Supervisor presented monthly bills for payment. Motion made by Town Councilperson Stevenson, seconded by Town Councilperson Roach that the Town Board of the Town of Enfield authorize the supervisor pay General Fund vouchers #192 – 219, dated 8/14/02 in the amount of $24,668.09. Highway Fund vouchers #62-75, dated 8/14/02, in the amount of $62,400.98. Small Cities (UD) Grant #3 vouchers #7-9 in the amount of $21,581.11. Discussion Vote – Supervisor Owens aye; Town Councilperson Stevenson, Town Councilperson Switzer aye; Town Councilperson Roach aye; Town Councilperson Gumaer aye. Motion carried. New Business Supervisor asked permission to submit Applications for USDA Rural Development grants. Motion made by Town Councilperson Switzer, seconded by Town Councilperson Stevenson that the Town Board of the Town of Enfield authorize the supervisor to submit grant applications to USDA Rural Development Discussion – Vote- Supervisor Owens aye; Town Councilperson Switzer aye; Town Councilperson Stevenson aye; Town Councilperson Roach aye; Town Councilperson Gumaer. Motion carried. Regular Town Board Meeting Minutes 8/14/02 5 Contract with AMTEX Town Councilperson Roach asked for permission for the supervisor to sign a contract with AMTEX to write an Employee Manual. Manual to be clean, easy to read and understandable. Employee to be involved so their concerns are covered. Fee for this manual writing would be $3000.00 Motion made by Town councilperson Stevenson, seconded by Town Councilperson Roach that the Town Board of the Town of Enfield authorize the supervisor to sign a contract with AMTEX to write a Employee Manual at a fee of $3,000.00. Discussion – Vote - Supervisor Owens aye; Town Councilperson Stevenson, Town Councilperson Switzer aye; Town Councilperson Roach aye; Town Councilperson Gumaer aye. Motion carried. Appointment Community Building Custodian Town Councilperson Switzer announced that Phil Grover Community Building Custodian resigned. Town Councilperson Switzer has met with one of three women interested in this position. Rhonda Connors, Sonja Schrieber, Kristen Drieling. Rhonda Connors would be overseer. Phil’s job was basic maintance of building. Interior and outside. Point of having someone in this position is to insure that this building s covered no more, no less than once a week to make sure it looks presentable and clean. Biggest part of job is keeping track of the building use. Appointment technically until end of year. Give it a try and see how it works. Need to monitor it closely. Motion made by Town Councilperson Stevenson, seconded by Town Councilperson Switzer that the Town Board appoint Rhonda Connors, Sonja Schrieber and Kristen Drieling as the community building custodians for the period ending 12/31/2002. Regular Town Board Meeting Minutes 8/14/02 6 Privilege of the Floor Peggy Hubbell Phil Grover hired for $10.00 an hour for approximately $90.00 a month if you look in the minutes. I don’t recall any thing in the minutes about $400.00. What happened to the Noise Ordinance? Supervisor Owens answered – Town of Enfield Enfield Planning Board down to two members with one seeking memembership to planning board. Town Board voted not to appoint Mr. Lisk to the Planning Board. Planning Board still seeking members. Adjournment Motion made by R J Switzer, seconded by Town Councilperson Roach that the regular Town Board meeting held August 14th, 2002 adjourn.
