The regular monthly meeting of the Town Board of the Town of Enfield was held Wednesday, July 10th, 2002 at the Enfield Community Building, 182 Enfield Main Road, Ithaca, N. Y. at 6:30 p.m. with Supervisor Owens presiding. Present: Supervisor Jean Owens; Town Councilperson Greg Stevenson, Town Councilperson R J Switzer, Town Councilperson Pat Gumaer. Town Councilperson Mark Roach was absent. Others present were Town Attorney Scott Miller; Highway Superintendent David Miller and Town Clerk Alice Laue. Pledge of Allegiance to the Flag – Supervisor Owens led the assemblage in the Pledge of Allegiance to the Flag. Approval of the regular June 12th, 2002 Town Board Meeting Minutes Motion made by Supervisor Owens, seconded by Town Councilperson Switzer that the Town Board of the Town of Enfield approve the adoption of the regular June 12th, 2002 Town Board Meeting Minutes. Discussion – None Vote – Supervisor Owens aye; Town Councilperson Stevenson aye; Town Councilperson Switzer aye; Town Councilperson Gumaer aye. Town Councilperson Roach was absent. Motion carried. Committees/Reports Highway – Superintendent David Miller Last month dug ditches, mowed roadsides, patched potholes, hauled cinders from Cornell, hauled some gravel and spread it. Last three days helped Newfield pave. Code Enforcement – Ed Hetherington Getting into building season, getting a lot of applications, issuing permits, stopping and talking to people building without permits. Mailing noncompliance notices. Regular Town Board Meeting Minutes 7/10/02 2 Community Council - Vera Strait Summer Camp Director Revamped Shannon McSurely’s position for summer camp. Shannon is in charge of the older campers. One hundred plus enrolled in camp and doing well. Not using pond at this time due to the lack of a certified pond use director. Quarterly report submitted. Water Quality Committee – Pat Gumaer Met with Sharon Anderson and Kate Hackett. Talked about ways to interest people in preserving water quality. Considering having a series of meetings. First meeting to obtain a water sample container. Second meeting to bring water sample in. Third meeting to get results of water sample. Talked about doing the testing at a reduced price. Question and answer session. Tompkins County Board of Representative – Peter Pennimen County Board Representative Pennimen did a county program update. Public Safety Communications System put out request for proposals the beginning of June. Getting very positive statements from State Government about helping out with it. Fiscal issues – State budget finalized. County will be paying a large Medicaid insurance increase. Paging System moving forward. Towers for paging and radios are still in the same areas. Podunk-Aiken Rd vicinity. Tower in Caroline. Economic Development – R J Switzer Met with Mark Sawyer, County Planning on developing Economic Development Strategic Plan to go with Comprehensive Plan. Planning on issuing a business directory for the town. Unfinished Business Town Logo Town Councilperson Pat Gumaer presented three town logo designs to the board. Town Councilperson Stevenson to have mock-up of the logos made. Highway Bids Reviewed Notice of Sale of Town of Enfield Excess Highway Equipment and Notice of Accepting Bids for the Purchase of an Excavator Town Attorney Scott Miller to place notices in the legal section of the Ithaca Journal. Notice to be published once. Regular Town Board Meeting Minutes 7/10/02 3 Letter to James Dew Motion made by Town Councilperson Switzer, seconded by Town Councilperson Stevenson that the Town Board of the Town of Enfield authorize Supervisor Owens to sign letter of intent to James Dew in regards to health insurance upon retirement. Discussion – None Vote - Supervisor Owens aye. Town Councilperson Stevenson aye; Town Councilperson Switzer aye; Town Councilperson Gumaer aye. Town Councilperson Roach was absent. Motion carried. Mass Gathering Application Reviewed line by line Mass Gathering Application presented by Kenneth Fleisher for Musefest to be held weekend of August 30th – September 1, 2002 at Newhart’s Lodge. Consensus - Town Councilperson Stevenson to correspond with applicant requesting further information. Budget Amendments Supervisor Owens asked for the following budget amendments to the 2002 budget. From A1990.4 Contingency $1,000.00 to A1670.4 Office Supplies 1,200.00 to A3010.4 Public Safety Contractual 8,500.00 to A8160.4 Trash Contractual 1.00 to A1910.4 Insurance Contractual From budget line A9950.0 Improvements $19,984. To A3010.2 Public Safety Equipment Amend budget line A9950.4 Improvements to read $115,762.00 Amend budget line A1120.0 Sales Tax to read $190,631.00 Motion made by Town Councilperson Stevenson, seconded by Town Councilperson Switzer that the Town Board of the Town of Enfield approve the following amendments to the 2002 budget. Monthly Bills Questioned Sales Tax on voucher #179. Paying mileage to Code Officers. Explained, Code Officers are driving their personal cars to work and on their way to and from work are making calls. Questioned why are we using two long distance carriers. Moving to one long distance carrier Verizon. Motion made by Town Councilperson Stevenson, seconded by Councilperson Switzer that the Town Board of the Town of Enfield authorize the supervisor to pay General Fund vouchers #116 – 191, dated 7/10/02 in the amount of $11,406.74 * State Tax in the amount of $49.60 to be deducted from voucher #179. Highway Fund vouchers #51 –61, dated 7/10/02 in the amount of $10,224.79. Small Cities (HUD) Grant #3, voucher #6, dated 7/10/02 in the amount of $398.79. Discussion – None Vote – Supervisor Owens aye. Town Councilperson Stevenson aye; Town Councilperson Switzer aye; Town Councilperson Gumaer aye. Town Councilperson Roach was absent. Motion carried. New Business Supervisor asked for authorization to submit pre-applications for grant funding for possible assistance in building new town highway facility, community/town hall to the USDA Rural Development Office. Motion made by Town Councilperson Stevenson, seconded by Town Councilperson Switzer that the Town Board of the Town of Enfield authorize the supervisor on the behalf of the Town of Enfield submit pre-applications for grant funding to the USDA Rural Development Office for town highway and town hall facilities. Regular Town Board Meeting Minutes 7/10/02 5 Commercial Revitalization Grant Supervisor Owens asked for authorization to sign a Commercial Center Revitalization grant contract with Tompkins County Planning. Grant in the amount of $3,500.00 for sidewalks improvements. Improvements include approximately 750 feet of new sidewalk in front of community building. $3,500.00 grant fund to be matched by the town. Sidewalk from highway facility, but not including highway facility, to the last light in town. Around 1100 feet. Same contract we signed with the county when we got the first Commercial Revitalization grant. Project to make improvements to the sidewalks on Enfield Main Rd in the Town of Enfield, N.Y Adding approximately 750 feet of new sidewalk in front of the community center. Supervisor has gotten a quote from Doug Griffen for 1100 feet of sidewalk for approximately $11,000.00. If we do the whole distance the town’s share would be $7500.00. This project does not have to be completed until June 30th, 2003. We could accept the grant money recognizing the fact we would still have the decision on returning the money. Town Councilperson Stevenson stated – Its logical we look at budgeting the project for 2003. Makes sense to agree to agree to at this time if non-binding. Motion made by Town Councilperson Stevenson, seconded by Town Councilperson Gumaer that the Town Board authorize the supervisor to sign an agreement with Tompkins County Planning for Commercial Revitalization Grant money in the amount of $3,500.00 for sidewalk improvements. Air Conditioning for Town Hall Due to the extreme hot weather the Town Clerk asked if it was possible to have the Town Hall air conditioned. This would also benefit the Courts. Town Councilperson Switzer to look into air conditioning. Privilege of the Floor Peggy Hubbell – 134 Hubbell Drive Asked what the focus and goal of the Economic Development Committee was. To start new businesses, help existing ones or wake up and find Walmart in Enfield? Answer – Goals haven’t been decided. Right now trying to figure out what our focus is. Opinions and focus of committee so far is that Enfield wants to keep its rural nature. Biggest goal is raising capital income in the Town of Enfield. Need to identify what the issues are and then look into what we can do to help people.
