REGULAR TOWN BOARD MEETING MINUTES
WEDNESDAY, APRIL 10TH, 2002
6;50 P.M.
The regular monthly meeting of the Town Board of the Town of Enfield was held
Wednesday, April 10th, 2002 at 6:50 p.m. at the Enfield Community Building, 182
Enfield Main Road, Ithaca, NY with Supervisor Owens presiding.
Present: Those present at the pubic hearing held previous to the regular town board
meeting were present.
Privilege of the Floor
Darrel Clark – 276 Gray Rd.
Expressed his concerns about the soil erosion at the Hines Road excavation site.
Correspondence –
Tax Grievance Day – Tuesday May 14th, 2002 3-6 p.m. at the tow hall.
Rabies Clinic - Wednesday, May 8th, 2002 7-9 p.m. at the town highway barns.
Peggy Hubbell – Hubbell Drive
Asked for a report from those attending the N. Y. S. City annual meeting.
N. Y. S. Dept. of Transportation
Representatives from NYS DOT presented a schedule for work to replace the bridge in
the 2200 block of Mecklenburg Road (Rte. 79). Actual work to be done in 2005.
Input in the following areas from those present was asked for –
Traffic Issues
Ed Hetherington – bus route – Chemung Transit. Ithaca City School buses. Mail
delivery, Truck traffic from Hanson’s Cement and Blacktop plant. Traffic going to and
coming from Watkins Glen race track on race weekends.
Rick Chase – Bridge width. Proper width for wing passage for snow plowing.
Jean Owens – lack of shoulders on bridge.
Drainage
Jean Owens – Cutting and eroding from water coming from under the bridge.

Pedestrian and Bicycle Patterns
County Rep. Peter Pennimen - lack of shoulders on bridge. More bicy7clist then
pedestrians.
Safety Concerns –
Town Councilperson Greg Stevenson - Route 79 from Rte 327 west site view problems.
Development Plans/Pressures
Environmental Concerns
Vision for the project location
Creek bed maintenance.
Other concerns which you feel could influence the project.
County Board Rep Peter Pennimen asked if they would be contacting County Planning.
Detours
Highway Superintendent Miller asked that any local town road used in a detour be posted
with a weight limit.
A detour route hasn’t been chosen at this time.
Options for bridge reconstruction detour are:
Cut existing bridge longitudinally, put up concrete median, run traffic one lane at a time
with traffic signals at both ends.
Go north of bridge, have a two or one lane on site detour, or,
Try to find a suitable short detour using other roads.
Bare minimum width of bridge to match existing highway.
Supervisor Owens recommended that Dick Holley be contacted for any input he may
have. She also asked that County Planning be included in this project.
Committees/Reports
Tompkins County Representative Peter Pennimen
Representative Pennimen reported on county highway projects in the Town of Enfield for
this year.
E-911 Center Communications relocated at the airport.
Budget – State budget Medicaid up, sales tax down. Departments starting to look at cuts
in budgets.

Highway Department – Superintendent Dave Miller
Past month cut brush, cindered and plowed a few times. Patching potholes. Run grader
on gravel roads and hauling gravel.
Superintendent Miller has found a 1998 used International Caterpillar Excavator.
Machine made and is in Germany and is to be shipped to Wellsville. Suggested price
around $75,000.00. New one equivalent is $108,000. Superintendent Miller would like
to try it out first be purchasing. Suggested we rent it to do work and if the highway
department likes it then look into purchasing it.
Town Councilperson Stevenson agreed. He would like to hear what Superintendent
Miller thought about seeing and using it. Refrain from purchasing until total board is
present.
Code Enforcement – Ron Clark/Ed Hetherington
Ron Clark -Issued several building permits. Receiving numerous junk complaints. Ed
taking pictures of areas and trying to identify property with owners. Done some
inspections and issued C O’s. Went to Binghamton for three days and took the final
transitional course to transfer over to the new code. Lots of changes in residential code.
International Building Code, N.Y. State effective July 2002.
Town Councilperson Stevenson – Code Enforcement Officers would like to join the
Southern Tier Building Officials Association. A local group of Southern Tier
Municipalities and representative. The cost is $30.00 a membership.
Next Code Enforcement meeting to be announced.
Supervisor Owens informed the board that town attorney Scott Miller suggested we look
at some of the codes that re in effect in other municipalities and he would like to see the
town put together a code book and he would be available to assist with this.
Ed Hetherington - Settled a couple of unfounded water complaints. Taken and gotten
information on seven vacant properties.
Water Quality Committee – Pat Gumaer
Met with Kate Hackett, County Planning and Steve Winkley, NYS Rural Water
Association, who did a pilot review water study for Enfield. He presented a water study
of Enfield to the Water Quality Committee. Next meeting May 16th, 2002 at 7:00 p.m.
Economic Development Committee
Met March 18, 02 discussed various ways Alternatives Credit Union can help residents of
Enfield including low income, matching fund savings accounts and training programs to
help local small business owners and operators.
Discussed the need for tourism, job creation and providing services for town residents by
town residents.
Meeting with Nancy Potter April 15th to discuss, organize and put economic development
vision on paper.

Community Facility Development Committee
Met March 26th to discuss Rural Development Grant application. Discussed need to hire
outside source to help with cost estimation of a community facility, town hall building.
Several options were discussed and the committee members were going to contact
different building companies to present options and rough cost estimations.
Meeting April 30th to town community facilities and town halls in other townships.
Highway Facility Development Committee – Greg Stevenson
March 25th met informally with Bill Mobbs of C 7 S Engineers who gave pointers as for
where he thinks we need to head. Waiting to discuss input from the town attorney.
Soon touring other highway facilities.
Planning Board – Rick Chase
Completed draft of Noise Ordnance and should have it for review before the next board
meeting.
Next project is review of Mobile Park Ordinance.
New/Old Business
Town Clerk asked for authorization to attend NYS Town Clerks Association conference
April 21-24.
Motion made by Town Councilperson Stevenson, seconded byTown Councilperson
Gumaer that the Town Bard of the Town of Enfield grant authorization to the Town
Clerk to attend the NYS Town Clerks Association conference.
Discussion
Vote – Supervisor Owens aye. Town Councilpersons Stevenson and Gumaer aye. Town
Councilpersons Roach and Switzer were absent.
DEC Automated Licensing Application
Town Clerk asked for authorization to sign the DEC Automated Licensing Application
Motion made by Town Councilperson Stevenson, seconded by Town Councilperson
Gumaer that the Town Board of the Town of Enfield authorize the Town Clerk to sign
the DEC Automated Licensing application from the NYS Dept. of Environmental
Conservation on behalf of the Town of Enfield.

Town of Enfield Local Law #2 of the year 2002 - Amendments to the Cellular Tower
Amendment of the Site Plan Review Law.
Motion made by Town Councilperson Stevenson, seconded by Town Councilperson
Gumaer that the Town Board of the Town of Enfield approve the adoption of the Town
of Enfield Local Law #2 of the year 2002 – Amendments to the Cellular Tower
Amendment of the Site Plan Review Law.
Discussion
Vote – Supervisor Owens aye. Town Councilpersons Stevenson and Gumaer aye. Town
Councilpersons Roach and Switzer were absent.
Letter of Engagement Retainer
Supervisor Owens asked for authorization to sign Letter of Engagement Retainer.
Motion made by Town Councilperson Stevenson, seconded by Town Councilperson
Gumaer that the Town Board of the Town of Enfield authorize the supervisor t9o sign the
Letter of Engagement Retainer.

Vote – Supervisor Owens aye. Town Councilpersons Stevenson and Gumaer aye. Town
Councilpersons Roach and Switzer were absent.
2002 Tompkins County Youth Services Contract
Supervisor Owens asked for authorization to sign the 2002 Tompkins County Youth
Services Contract.
Motion made by Town Councilperson Stevenson, seconded by Town Councilperson
Gumaer that the Town Board of the Town of Enfield authorize the supervisor to sign the
2002 Tompkins County Youth Services contract on behalf of the Town of Enfield.

Vote – Supervisor Owens aye. Town Councilpersons Stevenson and Gumaer aye. Town
Councilpersons Roach and Switzer were absent.
Historic Preservation Committee
Supervisor Owens asked that the following be appointed to the Historic Preservation
Committee - Enfield Historian Sue Thompson, Deputy Historian Ellie Hobbie and
Supervisor Jean Owens.
Motion made by Town Councilperson Stevenson, seconded by Town Councilperson
Gumaer that the Town Board of the Town of Enfield formally create a Historic
Preservation Committee and approve the appointment of the following to the Historic
Preservation Committee.

Bills/Reports
Supervisor Owens asked the Town Board members present to review the quote from
Pleasant Valley Electric for work to be done at the community building and town barns.
Quote is in the amount of $1650.00.
Motion made by Town Councilperson Stevenson, seconded by Town Councilperson
Gumaer that the Town Board of the Town of Enfield approve the proposal for community
building and town barns electrical and lighting work quoted by Pleasant Valley Electric
dated April 8th, 2002.
Discussion
Vote – Supervisor Owens aye. Town Councilpersons Stevenson and Gumaer aye. Town
Councilpersons Roach and Switzer were absent.
Supervisor Owens presented the monthly bills for payment.
Motion made by Councilperson Stevenson, seconded by Councilperson Gumaer that the
Town Board of the Town of Enfield authorize the supervisor to pay General Fund
vouchers #79 – 113, dated 4/10/02, in the amount of $12,530.85. Highway Fund
vouchers #23 – 26, dated 4/10/02, in the amount of $897.29. Small Cities Grant (HUD)
3, voucher #4 dated 4/10/02 in the amount of $456.74. Enfield Volunteer Fire Company
SF-1,voucher #4, dated 4/10/02, in the amount of $78,366.00.

Adjournment
Motion made by Town Councilperson Stevenson, seconded by Town Councilperson
Gumaer that the regular monthly meeting of the Town Board of the Town of Enfield held
April 10, 2002 adjourn.
