A public hearing was held Wednesday March 13,2002 at the Enfield Community Building, 182 Enfield Main Road, Ithaca,N.Y. at 7:00 p.m. concerning the 2002 Small Cities program. Supervisor Owens presided. After hearing no comments Supervisor Owens closed the public hearing. The regular monthly Town Board meeting was held following the public hearing. Present: Supervisor Jean Owens, Town Councilperson Greg Stevenson, Town Councilperson R.J. Switzer, Town councilperson Pat Gumaer, Town Councilperson Mark Roach and Town Clerk Alice Laue. Pledge of Allegiance to the Flag: Supervisor Owens led the assemblage in the Pledge of Allegiance to the Flag. Privilege of the Floor: No one wished to speak. Committees/Reports Enfield Revitalization Committee—Marnie Kirchgesner Last summer the committee was asked to apply for money that was available through the county to revitalize downtown areas. Committee put in a proposal for lighting.DOT has identified placement of six poles. Town buying the poles and fixtures,not renting from NYSEG. Maintance of poles is Supervisor Owens understanding from Mr. Sishler is that every five years they go through and automatically replace the fixtures,very low maintance. Tompkins County Representative-Dan Winch Roads and Bridges—Seven million dollars on the books for projects that are going to be done in the next three years that the federal government hasn't said they won't fund but pushed time line out. CHIPS fund county hurt but towns have not been hurt. Highway—Councilperson Roach Councilperson Roach asked that his 2/13/2002 motion regarding the 1972 Ford Cinder truck be rescinded,there is the possibility it may cost the town some money to have it �- hauled away. Minutes 3/13/2007 3 Motion made by Councilperson Stevenson, seconded by Councilperson Roach that upon Attorney for the Town's approval of Site Plan Review changes the Town Board approve the holding of a public hearing on the Site Plan Review proposed changes on April 10th 2002 at 6:30 p.m. and at 6:45 p. in. a public hearing for the proposed extension of the Tele-communications Tower moratorium. Discussion: Change any communications to read any communication or tower for commercial proposes. Vote: Carried Unanimously Historian— Sue Thompson Presented and reviewed annual report. Map: Motion made by Councilperson Roach, seconded by Councilperson Switzer that the map donated by Helen Willis Jackson Hetherington in 1990 and is placed in the Town Hall be so marked. Discussion: Vote: Carried Unanimously Surplus Equipment—Councilperson Roach Highway Superintendent and Councilperson Roach have talked about putting out a bid ad in the paper for a minimum price on surplus equipment. More on this at the neat meeting. Small Cities Grant Application: RESOLUTION: Authorizing Submission of 2002 Small Cities Application under Title One of the Housing Community Development Act of 1974. Minutes 3-13-2002 5 Motion made by Councilperson Roach, seconded by Councilperson Gumaer that the Town Board follow the per-diem schedule for the City of Manhattan per day and incidental expenses, i.e. cab expenses,parking fees and anything submitted for reimbursement. Discussion: Vote: Carried Unanimously Audit of Claims: Motion made by Councilperson Stevenson, seconded by Councilperson Switzer that the Town Board authorizes the Supervisor pay General Fund Vouchers#51-78 in the amount of$10,269.26, Highway Fund Vouchers#16-22 in the amount of$1,371.03, Enfield Volunteer Fire Company SF-I Voucher 3 in the amount of$25,000.00 and HUD-3 Voucher#3 in the amount of$296.70. Discussion: Vote: Carried Unanimously Internet Access: Discussed need to adopt a policy. Motion made by Councilperson Switzer, seconded by Councilperson Stevenson that the Town Board proceed in procuring internet services at the town hall pending placement of a internet use policy. Discussion: Vote: Carried Unanimously DeCann Drive: RESOLUTION: DeCann Drive Resolution made by Councilperson Stevenson, seconded by Councilperson Switzer. WHEREAS: The Town of Enfield has seen the need to assign a name to an access drive to a proposed construction site, and; WHEREAS: The Town has assigned the name of DeCann Drive to this drive, now, therefore; BE IT RESOLVED that the Town of Enfield officially recognizes DeCann Drive solely for the purpose of access of services, and; BE IT FURTHER RESOLVED: That the Town of Enfield does not accept any responsibility for any maintenance whatsoever, and; BE IT FURHTER RESOLVED that the Ithaca Office of the United States Postal Service be notified of such.
