The regular monthly meeting of the Town Board of the Town of Enfield was held Wednesday, January 9, 2002 at 6:30 p.m. at the Enfield Community Building, 182 Enfield Main Road, Ithaca,NY with Supervisor Owens presiding. Present: Supervisor Jean Owens. Town Councilman Greg Stevenson, Town Councilman Mark Roach, Town Councilman R. J. Switzer and Town Councilwoman Pat Gumaer. Others present were Highway Superintendent David Miller and Town Clerk Alice Laue. Pledge of Allegiance to the Flag— Supervisor Owens led the assemblage in the Pledge of Allegiance to the Flag. Privilege of the Floor Bill Mather- Asked what year the board forfeited$298,000 in grant money? Answer—need to look it up. Has any consideration been given to charging for use of this facility(Community Building)? Specifically concerned about the church using the facility and the town paying utility costs. Has any thought been given to that, are we looking at that,or is it just continuing as is? Supervisor answered— That hasn't been a point of discussion. Because there was some criticism about their use of the building for the freezers and all for the food distribution she wrote a grant and received $1500.00 for that and paid for half of the utility bill for the use of the building for the period 7/l/01 —6/30/2002. Moratorium to be for a three-month period 1/15/200 to 4/15/2002. Discussion Vote - Supervisor Owens aye. Town Councilman Stevenson aye. Town Councilman Roach aye. Town Councilman Switzer aye. Town Councilwoman Gumaer. Phillips Production Company—Cliff VanZandt, Permit Company representative Company representative presented a Road Way Work Permit to work in the Town of Enfield Bostwick Road right of way. Pipe line to be installed in road right of away for approximately 2975 feet. Phillips Production Company to drill three natural gas wells in the Town of Enfield. Bostwick Road land owner Robert Johnson doesn't want the pipeline to cross his property, therefore, Phillips Production Company would like a Roadway Work Permit to work in the town's road right of way for 2975 feet. Phillips Production Company invited to return to January 16th, 2002 meeting. Enfield Fire Company— Chief Stevenson Quarterly report due next month. Code Enforcement—Councilman Stevenson Last month concluded the application process for Code Enforcement Office. Received about fifteen applications. Town Board met and reviewed the applications, three finalist were accepted. Applicants were interviewed last week and the town board made offers to two candidates to fill the Code Enforcement Office and Assistant Code Enforcement positions. Elected to offer Code Enforcement Officer and Assistant Code Enforcement Office positions to two people for ten hours a week each. Not an increased amount of time for Code Enforcement personnel to work but for more adequate coverage, for the sake of enforcing both the Uniform Fire Prevention Building Code,the Inter National Building Code as applicable within the state, as well as addressing local issues such as Mass Gatherings, General Municipal Law Section 136 which governs Junkyards, etc. Things that are of local interest and importance and based on the applicants and their availability, ability, certifications, it was felt by the board we would have a more functional and better Code Enforcement Office. Code Enforcement Officer is Ron Clark. Supervisor to take care of reservations. Councilperson Stevenson to make Amtrax arrangements. Representative Supervisor asked the board to appoint her as the Town of Enfield representative to the New York State Association of Towns annual meeting. Motion made by Councilperson Stevenson, seconded by Councilperson Roach that the Town Board of the Town of Enfield approve the appointment of Supervisor Owens as the Town of Enfield representative to the New York State Association of Towns annual meeting. 2002 Organizational Resolutions 2002 Organizational Resolutions reviewed by board members. Motion made by Councilperson Stevenson, seconded by Councilperson Roach that the Town Board of the Town of Enfield approve the adoption and reaffirms the 2002 Organizational Resolution as written. Draft of Policies and Procedures Changes for consideration 200.1 Sick Leave Policy—Change from ten years of service to twenty years of service. 200.2 Same changes—ten years of service to twenty years of service Discussed—reasonable time to make this decision. Suggestion made—Option—Grandfather current employees with ten years of service in the town. Possibility of amending policy to read anyone employed after 1/1/2002. Small Cities Application Cost of writing Small Cities Community Development Grant is $6000.00. County Planning will match funds of$3,000.00.
