The regular monthly meeting of the Town Board of the Town of Enfield was held Wednesday, December 11th, 2002 at the Enfield Community Building, 182 Enfield Main Road, Ithaca, New York at 6:30 p.m. with Supervisor Owens presiding. Present: Supervisor Jean Owens. Town Councilperson Greg Stevenson, Town Councilperson Pat Gumaer, Town Councilperson R J Switzer. Town Councilperson Mark Roach was absent. Other’s present were Alice Laue Town Clerk. Pledge of Allegiance to the Flag – Supervisor Owens led the assemblage in the Pledge of Allegiance to the Flag. Committees/Reports Highway Department – Highway Superintendent Miller Serviced all trucks, built tire chains, put in a driveway pipe, cleaned shop. Put up a dead end barricade. Have been cindering and plowing. Code Enforcement – Ron Clark/Ed Hetherington Ron Clark - Phone calls 28, permits issued 1, address assigned 1, frame inspections 5, steel frame inspections 2, certificate of occupancy inspections and certificates of occupancy issued 6, footer inspections 4, plumbing and electrical inspections 1, attended mobile home seminar. Motion made by Town Councilperson Stevenson, seconded by Town Councilperson Switzer that the Town Board of the Town of Enfield allow other electrical inspectors but that electrical inspectors, individuals or firms, be approved based on certification by Code Enforcement Division of the Town of Enfield. Regular Town Board Meeting Minutes 12/11/02 2 Ed Hetherington – Reviewed amendments to building permit applications and reviewed building permit fee schedule. Motion made by Town Councilperson Stevenson, seconded by Town Councilperson Switzer that the Town Board of the Town of Enfield approve the adoption of the amendments to the building permit application and the building permit fee schedule effective January 1, 2003. Discussion – Vote – Supervisor Owens aye. Town Councilperson Stevenson aye, Town Councilperson Switzer aye, Town Councilperson Gumaer aye. Town Councilperson Roach was absent. Motion carried. Code Enforcement asked about purchasing a carbon monoxide detector for their use. Ron Clark to price them. Old Business Strategic Planning Grant Agreement Supervisor asked permission to sign Strategic Planning Grant Agreement when approved by town attorney Motion made by Town Councilperson Stevenson, seconded by Town Councilperson Switzer that the Town Board of the Town of Enfield authorize the supervisor to sign the Strategic Planning Grant Agreement upon approval of the town attorney. Local Law #1 of the year 2003 Emergency Towing of Vehicles Local Law #1 of the year 2003 – Emergency Towing of Vehicles was reviewed. Motion made by Town Councilperson Switzer, seconded by Town Councilperson Stevenson that the Town Board of the Town of Enfield hold a public hearing on Wednesday January 8th, 2003 at 6:30 p.m. at the Enfield Community Building to hear pubic input on Local Law #1 of the year 2003 – Emergency Towing of Vehicles. Discussion – none Vote- Supervisor Owens aye. Town Councilperson Stevenson aye, Town Councilperson Switzer aye, Town Councilperson Gumaer aye. Town Councilperson Roach was absent. Motion carried Regular Town Board Meeting Minutes 12/11/02 3. Schilling Property Supervisor asked for authorization to complete the purchase of the Schilling property. Motion made by Town Councilperson Stevenson, seconded by Town Councilperson Switzer that the Town Board of the Town of Enfield authorize the supervisor to complete on behalf of the Town of Enfield the purchase of the Schilling property for up to $54,000.00. Discussion – none Vote – Supervisor Owens aye. Town Councilperson Stevenson aye, Town Councilperson Switzer aye, Town Councilperson Gumaer aye. Town Councilperson Roach was absent. Motion carried. Policy and Procedures Reviewed amendments to Policy and Procedures. Amendments –Policy 100.3 Vacations and Holiday Policy F. The Highway Superintendent is entitled to three weeks vacation per year. If the Highway Superintendent has been employed in the Town of Enfield Highway Department for a period of twenty years or longer, then he/she shall receive four (4) weeks vacation. Policy 200.1 Sick Leave Policy A. Sick leave shall be granted at the rate of eight hours per calendar month and may be accumulated to a maximum of two hundred and forty days. Upon retirement with a maximum of twenty years of service to the Town of Enfield, an employee shall receive one hour of pay for each eight hours of unused sick leave, up to a maximum of 240 hours. Policy 200.2 Health Insurance Policy C. Health insurance coverage for full time employees retiring from the town with a minimum of twenty-five (25) consecutive years of service to the Town of Enfield shall be provided by the Town. Said coverage shall be individual coverage with the option of family coverage at the retirees expense. Upon reaching age sixty- five, the retiree’s health coverage provided by the Town shall be converted to a supplemental Medicare policy and continued to be paid by the Town for the life of the retiree. Regular Town Board Meeting Minutes 12/11/02 4 Policy 510.1 Cemetery Fees A. A fee of two hundred and fifty dollars ($250.) per plot shall be charged for the sale of plots in any of the Town’s cemeteries. An addition fee of three hundred dollars ($300.00) for opening and closing a plot shall be charged and paid to the appropriate service provider. Motion made by Town Councilperson Stevenson, seconded by Town Councilperson Switzer that the Town Board of the Town of Enfield approve the adoption of the amendments to Policy and Procedure effective 1/1/2003. New Business Development of a Multi-jurisdictional Hazard Mitigation Plan. Supervisor read correspondence from Town of Caroline Supervisor Barber in regards to the Development of a Multi-jurisdictional Hazard Mitigation Plan. Motion made by Town Councilperson Switzer, seconded by Supervisor Owens that the Town Board of the Town of Enfield authorize the supervisor to continue on with the Development of a Multi-jurisdictional Hazard Mitigation Plan. Motion made by Town Councilperson Switzer, seconded by Town Councilperson Stevenson that the Town Board of the Town of Enfield approved and granted the supervisor the authority to move the General Fund employees 12/31/02 payroll to 12/16/02. Monthly Bills Supervisor presented monthly bills for payment. Motion made by Town Councilperson Switzer, seconded by Town Councilperson Stevenson that the Town Board of the Town of Enfield authorize the supervisor to pay General Fund vouchers #320 – 345, dated 12/11/02, in the amount of $9,826.18. Highway Fund vouchers #117 – 125, dated 12/11/02, in the amount of $3,762.13. Discussion – none Vote – Supervisor Owens aye.
