PUBLIC HEARING MINUTES A public hearing was held Wednesday, January 16`k 2002 concerning the Enfield Volunteer Fire Company's low interest loan application. The public hearing was held at the Enfield Community Building, 182 Enfield Main Road, Ithaca, New York at 6:30 p.m. with Supervisor Owens presiding. Present Supervisor Jean Owens. Town Councilperson Greg Stevenson, Town Councilperson Mark Roach, Town Councilperson Pat Gumaer and Town Councilperson Ronald Switzer. Others present were Highway Superintendent David M[ller, Bookkeeper Pat Podufalski, Town Justices Betty Poole and Jane Murphy, Court Clerk Carolyn Thall and Town Clerk Alice Laue. Supervisor Owens opened the public hearing by reading the legal notice published in the Ithaca Journal. Supervisor Owens asked a fire company representative to state what the capital improvements are- Fire Chief Stevenson—the two largest parts of the project are a room added on to the south side of the fire station and an addition to the apparatus bays. Repair and replacement of the blacktop and paving some areas that previously were not paved. Fire Department Attorney—James Baker Fire Department wants to borrow money for this capital improvement. The Town Board gets involved because the town is directly involved because of a safety requirement the bank has for the interest rate on this loan. If the loan is to a municipality certain rules are followed then when the bank collects its interest it does not have to pay income tax on that interest. If the loan is to a municipality or for a municipal purpose then the income is exempt from taxation and the interest rate can be lowered. The fire department is not a municipality but since it provides municipal services in the way of fire protection for the Town of Enfield it has a semi-municipal function and the fire department can take advantage of that if the town government approves of this loan. Those people listed attending the public hearing were also present at the Audit Meeting. Books audited were - Town Justice Poole and Town Justice Murphy's. Town Clerk's and General Fund and Highway Fund books. SPECIAL TOWN BOARD MEETING A Special Town Board meeting was held Wednesday, January 16'', 2002 at the Enfield Community Building, 182 Enfield Main Road, Ithaca, NY following the auditing of the Books. Supervisor Owens presiding. Present — Supervisor Jean Owens, Town Councilperson Greg Stevenson, Town Councilperson Mark Roach, Town Councilperson Pat Gumaer, Town Councilperson Ronald Switzer. Others present were Highway Superintendent David Miller, Bookkeeper Pat Podufalsik, Town Clerk Alice Laue. Supervisor Owens asked for approval to reimburse Councilperson Greg Stevenson for credit card charge of Amtrak tickets to NYS Town Association annual meeting. Total amount $403.20. Motion made by Councilperson Roach, seconded by Councilperson Gumaer that the Town Board of the Town of Enfield approve the payment of voucher#23 in the amount of$403.20 for Amtrak ticket reimbursement. Discussion Vote— Supervisor Owens aye. Town Councilpersons Roach, Gumaer, Switzer aye. Town Councilperson Stevenson abstained. Phillips Production Company Supervisor presented Philhips Production Company Road Work Permit for work in ditch on Bostwick Road. Specs to be added—Pipe to be buried four feet deep in center of ditch. Warning flags placed 18 inches and 36 inches directly above the pipe. I know the board at the SPCA and the Community Council are looking for qualified help so there is plenty of opportunity for folks who are so inclined to contribute as they see fit.
