The regular monthly meeting of the Town Board of the Town of Enfield was held Wednesday, November 13th, 2002 at the Enfield Community Building, 182 Enfield Main Road, Ithaca, New York at 6:55 p.m.with Deputy Supervisor Stevenson presiding. Present: Supervisor Jean Owens, Town Councilperson Greg Stevenson, Town Councilperson Pat Gumaer, Town Councilperson R J Switzer. Town Councilperson Mark Roach was absent. Reports/Committees Highway – Superintendent Miller absent due to illness. Last month the highway department hauled sand, worked on spreaders, hauled blacktop for Ulysses, put shoulders on for Newfield, Ulysses and Enfield. Picked up dead deer, hauled cinders, put spreaders in two trucks, cindered three times. Dug ditch. Code Enforcement – Ed Hetherington/Ron Clark Ed Hetherington - Busy, received twenty-six calls, made twenty-seven calls. Received 4 complaints. Did a lot of inspections, paperwork and documentation a big part of the job. Attending code school. Ron Clark - Busy, did several framing inspections. Genex keeping Ron busy. Made numerous calls and received numerous calls. Issued two addresses for new buildings and attending a mobile home seminar in Syracuse next Tuesday. Greg Stevenson – Town residents having problems with jobs they contracted out. Code Enforcement wasn’t in on the ground floor of these jobs and people were taken advantage of by less than reputable contractors. Code Enforcement stands ready to assist all town residents in making sure this doesn’t happen to anybody. Thanked Code Enforcement officers for helping the town transition from the old New York State Uniform Fire Prevention and Building Code to the new code. The International Code that the state has adopted. Fire Company – Chief Stevenson Fire Chief Stevenson presented and reviewed the current fire company quarterly report. Regular Town Board Meeting Minutes 11/13/02 2 Unfinished Business Budget 2003 2003 Town of Enfield Preliminary Budget was presented for adoption as the Town of Enfield 2003 Town of Enfield Final Fiscal Budget. Motion made by Supervisor Owens, seconded by Town Councilperson Switzer that the Town Board of the Town of Enfield approve the adoption of the 2003 Preliminary budget as the 2003 Town of Enfield Final Fiscal Budget. Discussion Vote – Supervisor Owens aye. Town Councilperson Stevenson aye, Town Councilperson Gumaer aye, Town Councilperson Switzer aye. Town Councilperson Roach was absent. Motion carried. Selection of Architect Hiring of Architect Chad Hoover was recommended by supervisor as the architect for the town’s highway project and the community/town hall project. Motion made by Town Councilperson Switzer, seconded by Town Councilperson Gumaer that the Town Board of the Town of Enfield approve the hiring of Architect Chad Hoover for the work to be done on the highway project and the community/town hall project. Discussion Vision of architect consistent with Comprehensive Plan. Town Councilperson looked at both proposals, both capable of doing what we asked to be done. Vote – Supervisor Owens aye. Town Councilperson Stevenson aye, Town Councilperson Gumaer aye, Town Councilperson Switzer aye. Town Councilperson Roach was absent. Motion carried. Community Building Maintenance In order to keep maintenance of the community building were it is now Town Councilperson Switzer asked that the fifteen hours that are worked now be increased to thirty-five hours. Motion made by Town Councilperson Switzer, seconded by Supervisor Owens that the Town Board of the Town of Enfield approve the changing of the fifteen hours worked to maintain the community building be changed to thirty-five hours. Regular Town Board Meeting Minutes 11/13/02 3 Regular Business Supervisor asked for the following 2002 budget transfers. From A1990.4 Contingency to A9010.8 Retirement Fund From A1990.4 Contingency to A 1410.4 Town Clerk’s Contractual Motion made by Town Councilperson Switzer, seconded by Supervisor Owens that the Town Board of the Town of Enfield approve the following 2002 budget transfers. Discussion – Vote - Supervisor Owens aye. Town Councilperson Switzer aye, Town Councilperson Gumaer aye, Town Councilperson Stevenson aye. Town Councilperson Roach was absent. Motion carried. Monthly Bills/ Supervisor’s Report Supervisor Owens presented monthly bills for payment. Motion made by Town Councilperson Stevenson, seconded by Town Councilperson Switzer that the Town Board of the Town of Enfield authorize the supervisor to pay General Fund vouchers 278-319, dated 11/13/02, in the amount of $11,475.92. Highway Fund vouchers #104 – 116, in the amount of $26,075.15. Small Cities HUD Grant #3, voucher #12, dated 11/13/02, in the amount of $850.21. Discussion Vote – Supervisor Owens aye. Town Councilperson Stevenson a ye, Town Councilperson Switzer aye, Town Councilperson Gumaer aye. Town Councilperson Roach was absent. Motion carried. New Business Transfer of local toll calls, long distance regional, inter-and in state to MCI. After looking into long distant carriers supervisor recommended MCI as town’s phone carrier. Motion made by Town Councilperson Stevenson, seconded by Town Councilperson Gumaer that the Town Board of the Town of Enfield approve and sign up for the MCI Easy Rate for Business Plan. Discussion - length of time before rates would be raised. Vote – Supervisor Owens aye. Town Councilperson Stevenson aye, Town Councilperson Gumaer aye, Town Councilperson Switzer no. Town Councilperson Roach was absent. Motion carried Regular Town Board Meeting Minutes 11/13/02 4 Appointment to Municipal Advisory Committee for Tompkins County Comprehensive Plan. Supervisor Owens presented Town of Enfield Planning Board Chairperson Rick Chase’s name as Town of Enfield’s representative to the Municipal Advisory Committee for the Tompkins County Comprehensive Plan. Motion made by Town Councilperson Stevenson, seconded by Town Councilperson Gumaer that the Town Board of the Town of Enfield approve the appointment of Town of Enfield Planning Board Chairperson Rick Chase as the Town of Enfield representative to the Municipal Advisory Committee for Tompkins County Comprehensive Plan. Discussion – Vote - Supervisor Owens aye. Town Councilperson Stevenson aye, Town Councilperson Gumaer aye, Town Councilperson Switzer aye. Town Councilperson Roach was absent. Motion carried Local Option RPTL 467(66) The attached county resolution was presented for adoption. See attached. Motion made by Town Councilperson Stevenson, seconded by Town Councilperson Switzer to adopt this resolution. Discussion Vote - Supervisor Owens aye. Medicaid Cost Resolution Motion made by Town Councilperson Stevenson, seconded by Town Councilperson Switzer that the Town of Enfield adopt the attached resolution. Motion carried. Privilege of the Floor Art Howser thanked Town Councilperson Switzer for his work as a Town Board member. Mr. Howser would like to see friendlier elections held in the town.
