TOWN OF ENFIELD
REGULAR TOWN BOARD
MEETING MINUES
WEDNESDAY, OCTOBER 9TH, 2002
6:30 P.M.
The regular monthly meeting of the Town Board of the Town of Enfield was held
Wednesday, October 9th, 2002 at the Enfield Community Building, 182 Enfield Main
Road, Ithaca, New York at 6:30 p.m. with Supervisor Owens presiding
Present Supervisor Jean Owens, Town Councilperson Greg Stevenson, Town
Councilperson R J Switzer, Town Councilperson Pat Gumaer. Town Councilperson
Mark Roach was absent. Others present were Highway Superintendent Dave Miller and
Town Clerk Alice Laue.
Pledge of Allegiance to the Flag –
Supervisor Owens led the assemblage in the Pledge of Allegiance to the Flag.
Approval of the 9/11/02 Regular Town Board Meeting Minute
Motion made by Town Councilperson Stevenson, seconded by Town Councilperson
Switzer that the Town Board of the Town of Enfield approve the adoption of the 9/11/02
Regular Town Board Meeting Minutes.
Discussion – none
Vote – Supervisor Owens, aye. Town Councilperson Stevenson aye, Town
Councilperson Switzer aye, Town Councilperson Gumaer aye. Town Councilperson
Roach was absent.
Approval of the October 3rd, 2002 Special Town Board Meeting Minutes
Motion made by Town Councilperson Switzer, seconded by Town Councilperson
Gumaer that the Town Board of the Town of Enfield approve the adoption of the minutes
of the October 3rd, 2002 Special Town Board Meeting.
Discussion – none
Vote - Supervisor Owens aye. Town Councilperson Switzer aye, Town Councilperson
Stevenson aye, Town Councilperson Gumaer aye. Town Councilperson Roach was
absent. Motion carried.

Committees/Reports
Highway Department – Highway Superintendent Dave Miller
Graded some roads, dug some ditches, stone and oiled for Ulysses and Enfield. Hauled
gravel for ourselves and Ulysses for shoulders.
Code Enforcement- Ron Clark/Ed Hetherington
Busy issuing building permits and doing inspections. Code Enforcement meeting
November 2, 2002 at 9:00 a.m. to discuss junk cars.
Unfinished Business –
Selection of Architects
Interviewed several architectural firms. Board to ask for more information from these
architectural firms, i.e. resume of local projects/municipalities, cost of services, pictures
of similar type projects, references, visions of town’s projects.
Tompkins County Beautification Program
Supervisor applied forTompkins County Beautification Program grants. One for the
town’s beautification project’s signage project and one for the original Baptist Church.
Grants are matching fund grants of $500.00 for each grant. Town would need to match
county’s $500.00 grant money, making the grant an $1,000.00 grant. Funds to be used by
September 2003.
Budget Transfers and Voucher Amendments
Supervisor Owens asked for the following budget transfers from the 2002 Town of
Enfield General Fund Budget and the following voucher amendments.
From Contingency A1990.4 $500.00 to Deputy Clerk Personal A1410.12.
From Contingency A1990.4 $2,000.00 to Office Supplies A1670.4
Change all A9950.4 vouchers to account line A1620.4.
Lowe’s planters/plantings $505.75 A1620.4 #121
Finger Lakes Pipe Company missiling-street lights $1,500.00 A1620.4 #145.
Carpenter, Paul excavating-street lights $2,950.00 A1620.4 #141
NYSEG-meter connections $620.00 A1620.4 #179
Shisler-installation street lights $7,540.00 A1620.4 #211B
Lap Company-light poles and fixtures $9,540.00 A1620.4 #211A
Transfer from A9950.4 to A1620.4 $22,655.75
Motion made by Town Councilperson Stevenson, seconded by Town Councilperson
Switzer that the Town Board of the Town of Enfield approve the following budget
transfers and voucher amendments to the 2002 budget.
From Contingency A1990.4 $500.00 to Deputy Clerk Personal A1410.12.

Bills/Supervisor’s Report
Supervisor Owens presented monthly bills for payment.
Motion made by Councilperson Stevenson, seconded by Town Councilperson Switzer
that the Town Board of the Town of Enfield authorize the supervisor to pay General Fund
vouchers #255 –278, dated 10/9/02, in the amount of $6351.68. Highway Fund vouchers
#88 – 103, dated 10/9/02, in the amount of $104.985.63. Small Cities HUD Grant #3,
voucher #11, dated 10/9/02, in the amount of $376.65.

Vote – Supervisor Owens aye. Town Councilperson Stevenson aye, Town
Councilperson Switzer aye, Town Councilperson Gumaer aye. Town Councilperson
Roach was absent. Motion carried.
New Business –
Appointment to Tompkins County Municipal Advisory Committee
Supervisor read a letter from Department of Planning asking that two delegates from the
Town of Enfield be appointed to the Tompkins County Municipal Advisory Committee.
Supervisor Owens volunteered to serve on this committee and someone from the Town
Planning Board to be appointed later.
Motion made by Town Councilperson Stevenson, seconded by Town Councilperson
Switzer that the Town Board of the Town of Enfield approve the appointment of
Supervisor Owens as the Town Board of the Town of Enfield representative to the
Tompkins County Municipal Advisory Committee.

Vote- Supervisor Owens aye. Town Councilperson Stevenson aye, Town Councilperson
Switzer aye, Town Councilperson Gumaer aye. Town Councilperson Roach was absent.

Community Arts Partnership
Supervisor applied for a Community Arts Partnership grant. Funds would be used for
next year’s Farmers Market and would be a 15% matching fund grant.
Motion made by Town Councilperson Stevenson, seconded by Town Councilperson
Gumaer that the Town Board of the Town of Enfield authorize the supervisor to enter
into an agreement with the Community Arts Partnership if the town should be awarded a
2003 Tompkins County Decentralization Grant.

Vote – Supervisor Owens aye. Town Councilperson Stevenson aye, Town
Councilperson Switzer aye, Town Councilperson Gumaer aye. Town Councilperson
Roach was absent. Motion carried.
2003 Tentative Budget
20003 Tentative Budget was presented and reviewed.
Motion made by Town Councilperson Stevenson, seconded by Town Councilperson
Switzer that the Town Board of the Town of Enfield approve the adoption of the
amended 2003 Tentative Budget as the fiscal year 2003 Preliminary Budget for the Town
of Enfield and that the Town Board schedule for November 13th, 2002 at 6:30 p.m a
public hearing to hear comments on said Preliminary Budget.

Vote – Supervisor Owens aye. Town Councilperson Stevenson aye, Town
Councilperson Switzer aye, Town Councilperson Gumaer aye. Town Councilperson
Roach was absent. Motion carried.
Privilege of the Floor
Sarah Locke and Norm Pure of Gray Road inquired about the status of the Noise
Ordinance the Planning Board was working on and how an ordinance is adopted.
Due to lack of membership the Town of Enfield Planning Board is inactive at this time.
Pat Dougherty –330 Sheffield Road
Asked what proposed Preliminary Budget tax rate was. Supervisor answered a little
under 3%. Pat Dougherty asked what the Fire Department tax rate was and was answered
Fire Department by contract 5%, Community Council 3% and SPCA by contract cost of
living percentage. Taxpayers looking at 3 to 5%.

Motion made by Town Councilperson Stevenson, seconded by Town Councilperson
Switzer that the regular monthly meeting of the Town Board of the Town of Enfield held
Wednesday, October 9th, 2002 adjourn.

Councilperson Switzer aye, Town Councilperson Gumaer aye. Town Councilperson
Roach was absent. Motion carried
