TOWN OF ENFIELD
REGULAR TOWN BOARD MEETING MINUTES
WEDNESDAY, FEBRUARY 14TH, 2001
6:30 P.M.
The regular monthly meeting of the Town Board of the Town of Enfield met Wednesday,
February 14th, 2001 at the Enfield Community Building, 182 Enfield Main Road, Ithaca,
N.Y. at 6; 30 p.m. Supervisor Owens presiding.
Present: Supervisor Jean Owens, Town Councilman Greg Stevenson, Town Councilman
Joe Schehr, Town Councilman Richard Holley. Others present were Highway
Superintendent Ron Updike and Town Clerk Alice Laue.
Pledge of Allegiance to the Flag
Supervisor Owens led the assemblage in the Pledge of Allegiance to the Flag.
Privilege of the Floor – No one wished to speak.
Approval of Minutes –
Motion made by Councilman Holley, seconded by Councilman Schehr that the Town
Board of the Town of Enfield approve the adoption of the 12/13/00, 1/10/01 Public
Hearing, 1/10/01 Regular Town Board Meeting Minutes and 1/16/01 Audit and Special
Town Board Meeting minutes.
Discussion –
Vote – Supervisor Owens, yes. Town Councilmen Stevenson, Schehr, Holley yes.
Budget Amendments – 2001 Highway Fund
Supervisor Owens requested the following budget transfers.
Transfer from DA9060.81 Regular Health Insurance to DA9060.82 $167.56 Retiree
Health Insurance.
Create line DA9089.8 In lieu of Health Insurance Payment. Transfer from Regular
Health Insurance DA9060.81 $1500.00 to DA9089.8.
Motion made by Councilman Holley, seconded by Councilman Schehr that the Town
Board of the Town of Enfield approve the above budget transfers requested by
Supervisor Owens.
Discussion –
Vote – Supervisor Owens yes. Town Councilmen Stevenson, Schehr, Holley yes.

Monthly Bills/Reports
Supervisor Owens presented monthly bills for payment.
Motion made by Councilman Stevenson, seconded by Councilman Holley that the Town
Board of the Town of Enfield authorize the supervisor to pay General Fund vouchers #18
- #41, dated 2/14/01, in the amount of $7369.77. Highway Fund vouchers #9 - #26, dated
2/14/01, in the amount of $11,208.18. Small Cities Grant (HUD) #3 voucher #3 dated
2/14/01 in the amount of $15,557.00. Enfield Fire Company voucher SF-2, dated
2/14/01, in the amount of $75,000.00.

Highway Department – Superintendent Updike
Last month plowed roads nine times. Cindered seventeen times, out of this nine times
were cindering and plowing together. Frozen road culvert on East Enfield Center Road.
One truck down for four days. Garbage dumping episode on Harvey Hill Road (eleven
bags dumped). Replaced cutting edges on wings and plows. Built tire chains for two
trucks.
Last week and a half trimmed brush along roadsides. Trimmed Hubbell Drive, Porter
Hill Rd., Rockwell Rd., one-half of Hines Rd., Gray Rd., Colegrove Rd., one-half of S.
Buck Hill Rd. to date. Called for estimates from Cascadilla Tree, Williams Tree Service,
General Arborists and David Allen. Otis Philips, General Arborists only one to respond.
Started 2/5/01 and have trimmed everyday but one.
Councilman Roach arrived at 6:45 p.m.
Planning Board – Rick Chase
Enfield’s Preferred Future
Five forum sessions have been held gathering the community’s input on what is to be
built upon, community’s goals, what they would like to see for the Town of Enfield. This
information is going to be compiled into the comprehensive plan.
What we want to preserve: Rural character & open space. Historic houses & structures,
Social diversity, Strong community groups, Climate of cooperation, Natural resources
and environment, Recreational assets.
What we want to create: Community center, Swimming pool, Senior & affordable
housing, Beautification of Enfield Center, Sustainable growth, Youth programs, Adult
programs, Environmental education programs, Small-business development, Improved
services and facilities, Post office, Undivided political entity, School as community
resource.

Specific projects out of these forums presented were: Community Center with
Environmental Education. Beautify Enfield Town Center, Senior Housing, Small
Business Development.
Code Enforcement
A length discussion about building permits and junk car law enforcement was held with
the Code Enforcement Officers.
Executive Session
Motion made by Councilman Stevenson, seconded by Councilman Roach that the Town
Board of the Town of Enfield move into Executive Session for discussion of a personnel
issue.
Discussion –
Vote – Supervisor Owens yes. Town Councilmen Stevenson, Schehr, Roach, Holley yes.
Motion made by Councilman Holley, seconded by Councilman Stevenson that the Town
Board of the Town of Enfield move out of Executive Session.
Discussion
Vote – Supervisor Owens yes. Town Councilmen Stevenson, Schehr, Holley, Roach yes.
Adjournment
Motion made by Councilman Roach, seconded by Councilman Holley that the regular
monthly meeting of the Town Board of the Town of Enfield adjourn.
