TOWN OF ENFIELD
REGULAR TOWN BOARD MEETING MINUTES
WEDNESDAY OCTOBER 1OTH,2001
6:30 PM
The regular monthly meeting of the Town Board of the Town of Enfield was held at the
Enfield Community Buildidng,182 Enfield Main Road,Ithaca,NY at 6:30p.m.,
Wednesday, October 10th, 2001 with Supervisor Owens presiding.
Present: Supervisor, Jean Owens; Town Councilman, Greg Stevenson;Town Councilman,
Mark Roach. Town Councilman, Joe Schehr was absent. Others present were Highway
Superintendent, Ron Updike and Town Clerk, Alice Laue.
Pledge of Allegiance to the Flag-
Supervisor Owens led the assemblage in the Pledge of Allegiance to the Flag.
Privilege of the Floor-
No on spoke under Privilege of the Floor.
Approval of the Minutes-
Correct3#to 3%.
Motion made by Councilman Roach, seconded by Councilman Stevenson that the Town
Board of the Town of Enfield approve the adoption of the Septemberl2,2001 regular
Town Board Meeting Minutes as corrected.
Discussion-
Vote-Supervisor Owens yes. Town Councilmen Stevenson and Roach yes. Town
Councilman Schehr was absent.
Correspondence-
Supervisor read Noise Ordinance petition and referred the petition to the Planning Board.
Reports/Committees
Sheriffs Department
Sheriff Meskill presented an update on what the Sheriffs Department is doing and asked
what Enfield would like to see the Sheriffs Department doing. He spoke about budget
cuts in staff.
Tompkins County Representative
Representative Pennimen spoke about the Federal Government situation and its affect on
the economy. Difficult year with State budget. Looking at the state budget we now have
County is looking at a million dollar shortfall for 2001. Government revenue major
problem. Departments getting about 2% less this year than last year.
Public Communications System is moving along.

Highway-Superintendent Updike
During past month chipped brush on Gray Road. Hauled cinders and sand.Had three
trucks working in the Town of Ithaca. Put in five driveway pipes, Making grates.
Councilman Roach asked Superintendent Updike about the five year highway plan.
Superintendent advised he was finishing up his five year plan this year.Not knowing what
was going to happen after he leaves he has not projected out.
Planning Board-Rick Chase
Changes in the Comprehensive Plan from first public hearing have been made SEQ. part
not finished.
Received a building permit application from Crown Atlantic Company I.L.C. for a wireless
Telecommunications Facility on Sheffield Road. Planning Board and Building Code
Officer to work together on a Site Plan Review.
Councilman Roach- Planning Board needs to spend energy on Noise Ordinance.
Fire Department- Chief Stevenson
Open House October 27th, 2001 from I Oa.m. to 2p.m. everyone welcome.
Demonstrations of the new Thermo Imaging Camera, Tour of fire station and equipment,
fire prevention literature, videos. SherifFs Department doing a children's safety seat
check. Special operations equipment on display. Bangs Ambulance and weather
permitting Mercy Flight Central helicopter will be on display.
Budget Transfer
Supervisor Owens asked for the following 2001 General Fund budget transfer.
Transfer from Contingency A1990.4 $1,200.00 to Office Supplies A1670.1.
Transfer from Contingency A1990.4 $20.00 to A8810.1 Cemetery.
Discussed need of a service contract on copier.
Motion made by Councilman Stevenson, seconded by Councilman Roach that the Town
Board of the Town of Enfield approve the following 2,001 General Fund Budget transfers.

Supervisor Owens read a memo from Board of Elections in regards to election workers
pay for September 11th, 2001. Machine custodians to be paid their stipend. Election`
workers to be paid a$25.00 stipend.
Motion made by Councilman Roach, seconded by Councilman Stevenson that the Town
Board of the Town of Enfield approve the payment of astipend of$25.00 to their election
inspectors for September 11 th, 2001.
Discussion
Vote- Supervisor Owens yes. Town Councihnen Roach and Stevenson yes. Town
Councilman Schehr was absent.
Bills/Reports
Supervisor Owens presented bills for payment.
Councilman Stevenson questioned payment of Hotel Syracuse bill forl999 Town Clerk
Conference. Are we legally obligated to pay?Town Clerk to call Association of Towns
Counsel and ask them this question.
Motion made by Councilman Stevenson, seconded by Councilman Roach that the Town
Board of the Town of Enfield authorize the supervisor to pay General Fund
vouchers#202-207 and#'s209-230, dated 10/10/01 in the amountof$5596.46. Highway
Fund vouchers#129 -141, dated 10/10/01, in the amount of$30,420.19. Small Cities
Grant 3(HUD) voucher#7,dated 10/10/01 in the amount of$2,318.00.
Voucher#208 to be deleted.

New/Unfinished Business
Appointment of Delegate/Alternate to Fire, Disaster and EMS Advisory Board.
Motion made by Councilman Stevenson, seconded by Councilman Roach that the Town
Board of the Town of Enfield approve the appointment of Larry Stillwell as the Town of
Enfield delegate to the Fire, Disaster and EMS Advisory Board for a term ending
12/31/03.

Contract Tompkins County
Supervisor presented agreement from Tompkins County to the Town of Enfield for a
Revitilizating of a commercial center. We would be agreeing that we would be matching
the$4,278.00 that the county has offered to do the projects we have talked about.
Councilman Stevenson requested that agreement be tabled for review.
Tentavie Budget 2002
Supervisor presented Tentative Budget 2002 for review. Tentative Budget reviewed line
by line. Budget shows for the town a 2.8%town tax increase. The contract adopted last
year( a three year contract with the fire department)represents about a 3.8% increase in
fire protection tax. Superintendent Updike asked why Highway Superintendent's salary
was increased when a new superintendent was coming in? Answered changes can be
made in January in the Organizational Resolution.
Motion made by Councilman Stevenson,seconded by Councilman Roach that the Town
Board of the Town of Enfield approve the adoption of the 2002 Tentative Budget as
presented as the 2002 Preliminary Budget

Public Hearings
Enfield Community Council Contract Thursday November 8th, 2001` 6:30 p.m
Preliminary Budget Hearing- Thursday,November 8th, 2001-640 p.m Councilman
Stevenson requested that the Public Hearings be advertised in the Ithaca Journal legal
section October 25th and November 1st,2001.
Motion made by Councilman Stevenson, seconded by Councilman Roach that the Town
Board of the Town of Enfield hold the following Public Hearings:
Enfield Community Council Contract Thursday November 8th, 2001 6:30 p.m.
Preliminary Budget Hearing- Thursday,November8th 2001- 6:40 p.m
Discussion -
Vote- Supervisor Owens yes. Town Councilmen Stevenson and Roach yes. Town
Councilman Schehr was absent.
Flag Disposal
Motion made by Councilman Stevenson, seconded by Councilman Roach that the Town
Board of the Town of Enfield authorize the supervisor to properly dispose of the Town of
Enfield's tattered, faded, retired American Flags at her discretion.

Energy Survey-Councilman Roach
Mike Boggs, Energy Reduction Specialist willing to conduct an energy survey. He will
produce a spread sheet showing age and date of boilers and life expectancy and where
they are at, windows, freezers and light usage. Survey will cost between$200.00and
$300.00.
Motion made by Councilman Stevenson, seconded by Supervisor Owens that the Town
Board of the Town of Enfield approve the authorization of up to$300.00 for Michael
Boggs, Energy Manager to conduct an energy audit within town buildings and to be
assisted by Councilman Roach.

Motion made by Councilman Stevenson, seconded by Councilman Roach that the regular
monthly meeting of the Town of Enfield Town Board adjourn.
