PUBLIC HEARING/ REGULAR TOWN BOARD MEETING
MINUTES
WEDNESDAY, OCTOBER 11TH, 2000
Public Hearings on the SPCA Contract, Enfield Community Council Contract, Enfield
Volunteer Fire Department Contract, Preliminary Budget 2001 and Town of Enfield Dog
Control Law of the year2000, (Law #2) were held Wednesday, October 11th, 2000 at the
Enfield Community Building, 182 Enfield Main Road, Ithaca, NY. Supervisor Owens
opened the public hearings at 6:30 p.m.
Present: Supervisor, Jean Owens; Town Councilman, Richard Holley, Town
Councilman, Greg Stevenson; Town Councilman, Mark Roach, Town Councilman, Joe
Schehr. Others present were Highway Superintendent, Ron Updike and Town Clerk,
Alice Laue.
The public hearings on contracts were opened by the supervisor reading the
advertisement Proof of Notification of Public Hearings to consider contracts.
SPCA Contract – Supervisor opened the public hearing to all members of the public
wishing to speak. No one present wished to speak, public hearing was closed at 6:35
p.m.
Privilege of the Floor –
Mr. Burke, property owner on Shudaben Road asked the town to consider putting in a
driveway for his property. Mr. Burke would maintain driveway. Highway Committee to
meet with Mr. Burke at the property site, come up with an agreement, present agreement
to town attorney for his legal opinion.
Enfield Community Council Contract –
Supervisor Owens opened the Public Hearing on the Enfield Community Council
Contract to all members of the public wishing to speak.
As a member of the public Ron Updike stated that organizations using the community
building need to be held responsible for damages that occur when that organization is
using the building and they need to be responsible for paying for repairs.
After all members of the public wishing to speak spoke the public hearing was closed at
6:45 p.m.
Enfield Volunteer Fire Department Contract –
Public hearing on the Enfield Volunteer Fire Department Contract was opened to all
members of the public wishing to speak at 6:46p.m.
Peggy Hubbell – Hubbell Drive – asked if it was in the contract that each budget line was
open ended.

Supervisor Owens answered, no budget lines are open ended. This year the Town Board
offered multi-year contracts with all the organizations that we contract with. Part of the
multi-year contracts is that between January 1st and June 30th of a contract year if an
organization determines it can’t live with the next year’s contract then contract discussion
is reopened.
Michelle Humphries – 184 Weatherby Rd., asked if the fire department budget
breakdown was available to the public and that she personally feels this information
should be included in the contract.
By contract the Town Board is given a budgeting update four times a year. Quarterly –
February, May, August, November. Quarterly budget update tells what the budget lines
are doing. Basically a breakdown of the budget.
Fire department officers present asked that if any member of the public has questions or
concerns that they contact them with their questions and or concerns.
After everyone wishing to speak had spoken the public hearing was closed at 7:15 p.m.
Preliminary Budget –2001
Supervisor read advertised Proof of Notification of Public Hearing in regards to the
Preliminary Budget –2001.
Supervisor opened the public hearing at 7:16 p.m. to all members of the public wishing to
speak. No member of the public wished to speak and the public hearing was closed at
7:18 p.m.
Town of Enfield Dog Control Law of the year 2000, (Law #2).
Supervisor read advertised Proof of Notification of Public Hearing in regards to the Town
of Enfield Dog Control Law of the year 2000, (Law #2) to any member of the public
wishing to speak. Public hearing was opened at 7:18 p.m. No member of the public
wished to speak and the public hearing was closed at 7:20 p.m.
REGULAR TOWN BOARD MEETING MINUTES 10/11/00
The regular monthly meeting of the Town Board of the Town of Enfield was held
Wednesday, October 11th, 2000 at the Enfield Community Building, 182 Enfield Main
Road, Ithaca, NY, Supervisor Owens presiding.
All those present at the public hearings were present at the regular Town Board meeting.
Pledge of Allegiance –
Supervisor Owens led the assemblage in the Pledge of Allegiance to the Flag.

Contracts –
SPCA Contract
Motion made by Councilman Roach, seconded by Councilman Holley that the Town
Board of the Town of Enfield approve the adoption of the SPCA Contract.
Discussion -

Stevenson, aye, Town Councilman Schehr, aye, Town Councilman Roach, aye
Enfield Community Council Contract
Motion made by Councilman Stevenson, seconded by Councilman Holley that the Town
Board of the Town of Enfield approve the adoption of the 2001 Enfield Community
Council Contract.
Discussion –

Holley, aye, Town Councilman Schehr aye, Town Councilman Stevenson, aye.
Enfield Volunteer Fire Department Contract
Motion made by Councilman Schehr, seconded by Councilman Roach that the Town
Board of the Town of Enfield approve the adoption of the Enfield Volunteer Fire
Department Contract.
Discussion –
Vote – Supervisor Owens, aye. Town Councilman Holley, aye, Town Councilman
Roach, aye, Town Councilman Schehr, aye. Town Councilman Stevenson abstained
from voting on this contract.
Preliminary Budget –2001
Motion made by Councilman Holley, seconded by Councilman Stevenson that the Town
Board of the Town of Enfield approve the adoption of the 2001 Preliminary Budget – as
the Town of Enfield 2001 Final Budget

Town of Enfield Dog Control Law of the year 2000 (Law #2)
Motion made by Councilman Holley, seconded by Councilman Roach that the Town
Board of the Town of Enfield approve the adoption of the Town of Enfield Dog Control
Law of the year 2000, (Law #2).

Approval of the 9/13/00 regular Town Board Meeting Minutes
Motion made by Councilman Schehr, seconded by Councilman Roach that the Town
Board of the Town of Enfield approve the adoption of the 9/13/00 regular Town Board
Meeting Minutes.
Discussion

Reports/Committees
Highway – Superintendent Updike
Rabies Clinic – Tuesday, 10/17/00 7-9 p.m. Town Highway Barns.
Highway Department put two new pipes in on the middle mile of Aiken Road. Sealed
new pavement on Colegrove Road, put shoulders on also. Hauled gravel and did some
mowing.
Hired a new employee who started work September 28th, 2000. His name is Raymond
Poole from North VanDorn Road and he is working out very well.
John Ranchick who owns the property directly behind the old town barns where we store
materials came to me with a concern. He would like a contract with the town for the use
of the property. He would like $50.00 rent a month for the storage area the town uses
effective January 1, 2001. He also would like a clause in said contract which would hold
him harmless in the event of injury or an accident.
Consensus – Supervisor to ask town attorney for his legal opinion.
Planning Board – Rick Chase
Two successful form meetings on building the aspects of what the town community
members wanted to envision for the town in the next twenty years have been held. Next
two sessions are – Wednesday, October 18th, 2000 7-9 p.m. and Wednesday, November
15th, 2000 7-9 p.m. Meetings are held at the community building.
Received two mobile park license applications. One completely documented (Willow
Hill Mobile Park) and one just a cover sheet (CollegeView, North).
Code Enforcement – Councilman Stevenson
Board needs to decide what they are going to do about the five outstanding mobile parks
that haven’t complied to our request to come in to compliance with the ordinance.
Consensus – Supervisor Owens to contact town attorney about what the next step is that
needs to be taken to bring these mobile parks in to compliance.
Enfield Volunteer Fire Company – President Hubbell
Obtained grants to buy a power generator big enough to run the entire fire station in time
of an emergency. Generator ordered and the fire department hopes to have it up and
running in the middle of the winter. No cost to the taxpayers.

Cemeteries –
Councilman Roach reported that Roger Laue is working on a plan to restore broken
stones in Christian Cemetery. He will come to the town board with a plan.
Monthly Bills
Town Board needs to set a Primary Day pay rate for election inspectors. Suggested rate
from Board of Elections was $60.00 for a seven and one-half hour day and $35.00 for a
four and one-half day. This year there were one seven and one-hour day and one four
and one-half hour day.
Motion made by Councilman Roach, seconded by Councilman Schehr that the Town
Board of the Town of Enfield set a Primary Day pay rate for election inspectors of $60.00
for a seven and one-half hour day and $35.00 for a four and one-half hour day.
Discussion
Vote- Supervisor Owens yes. Town Councilmen Holley, Stevenson, Schehr, Roach yes.
Monthly Bills/Supervisor Report
Supervisor Owens presented the monthly bills for payment and the Supervisor’s report.
Motion made by Councilman Holley, seconded by Councilman Schehr that the Town
Board of the Town of Enfield authorize the supervisor to pay General Fund vouchers
#179 – 198, dated 10/11/00, in the amount of $5,967.22. Highway Fund vouchers
#120=135, dated 10/11/00 in the amount of $19,714.42. Small Cities Grant #3 (HUD)
voucher #7, dated 10/11/00 in the amount of $727.70.
Discussion
Vote – Supervisor Owens yes. Town Councilmen Holley, Stevenson, Schehr, Roach yes.
Executive Session –
Supervisor Owens asked that the Town Board of the Town of Enfield move into
Executive Session for discussing personnel issues.
Motion made by Councilman Holley, seconded by Councilman Schehr that the Town
Board of the Town of Enfield move into Executive Session to discuss personnel issues.
Discussion –
Vote – Supervisor Owens yes. Town Councilmen Holley, Roach, Stevenson, Schehr yes.
Executive Session opened at 8:25 p.m.

Motion made by Councilman Roach, seconded by Councilman Holley that the regular
monthly meeting of the Town Board of the Town of Enfield adjourn.
