TOWN OF ENFIELD
REGULAR TOWN BOARD MEETING
MINUTES
WEDNESDAY, MAY 10TH, 2000
6:30 P. M.
The regular monthly meeting of the Town Board of the Town of Enfield was held
Wednesday, May 10th, 2000 at the Enfield Community Building, 182 Enfield Main Road,
Ithaca, N. Y. at 6:30 p.m.. Supervisor Owens presiding.
Present: Supervisor, Jean Owens; Town Councilman, Greg Stevenson; Town
Councilman, Richard Holley; Town Councilman Joe Schehr; Town Councilman, Mark
Roach. Others present were Highway Superintendent, Ron Updike, Town Clerk, Alice
Laue.
Pledge of Allegiance to the Flag –
Supervisor Owens led the assemblage in the Pledge of Allegiance to the Flag.
Privilege of the Floor –
Peggy Hubbell spoke about the number of calls she has received because there has not
been a Cemetery Committee meeting and work needs to be done in the cemeteries.
Councilman Holley commended the County Assessment Office on the courteous
professional way Town of Enfield people with grievances were handled at the meeting
May 9th, 2000.
Approval of the April 12th, 2000 Minutes
Approval of the April 12th, 2000 minutes was deferred until the June Town Board
meeting.
Reports –
Highway – Superintendent Updike
Superintendent Updike reported on the work Phil Grover has been doing at the
community building.
Highway Department has been doing mass patching of potholes. Covered 8/10 th’s of a
mile of Harvey Hill Road from Rothermich Road to Black Oak Road. In the process of
doing the mile of S. Van Dorn Road from the end of East Enfield Center Road to
Bostwick Road.
Superintendent Updike has temporary overload permits for trucks. Discussed the
overloading of the trucks. Question Superintendent asked was, if a truck is stopped,
weighed and found to be overloaded and the operator is ticketed will the Town Board pay
the fee? Consensus was, if this happens the Board will deal with at that time.
Overloading is a possibility because of the way trucks are loaded.

Excavator –
Superintendent Updike was asked about repairs to excavator when replacing of the
excavator has been discussed. Answer – excavator broke down and the highway
department needed an excavator and he hasn’t found a replacement excavator to date.
Planning Board – Supervisor Owens
Supervisor Owens read Gene Endre’s letter of resignation from the Planning Board.
Resignation effective immediately.
Training on Comprehensive Planning being held Thursday, May 11th, at TC3. Next
month training in Owego. Supervisor Owens asked board how they felt about offering
mileage compensation to Planning Board members who attend training. It was suggested
that board be told who and where they are going and prior board approval needs to be
given before attending.
Code Enforcement – Chairperson Greg Stevenson
Meeting held May 1st, 2000. Next meeting to be May 30th, 2000 at 5:00 p.m.. Code
Enforcement officers feel that the public needs to be made aware of work being done on
the Mobile Home Park Ordinance enforcement and the appointment of the NY Bo ard of
Underwriters as the town’s electrical inspectors.
Chairperson Stevenson is planning to meet with the house enumerator and postal officials
to address several address concerns in the town.
Discussed the code enforcement officers and the fire chief’s concerns about proposed
events to be held at Willowood Resort this summer. Concerns discussed were sixe of
crowns, crowd control, parking, fire and emergency vehicle access, etc.
Fire Company – Fire Chief Stevenson
Fire Chief Stevenson reviewed the fire company quarterly report. The fire company is no
longer having a carnival and/or car show, but will be having an annual fund drive.
Money from this year’s fund drive will be used to purchase a thermal image camera.
Budget Amendments –
Supervisor Owens asked for the following amendments to the Town of Enfield 2000
General Fund Budget.
From Contingency A1990.4 $7.72 to A9060.82 Medical Insurance Retirees.
From Contingency A1990.4 $$1,375.00 to A1620.2 Building Equipment.
From Contingency A1990.4 $2.00 to A5010.4 Highway Superintendent Contractual.
From Contingency A1990.4 $8.62 to A1950.4 Taxes on Property.

Motion made by Councilman Stevenson, seconded by Councilman Holley that the Town
Board of the Town of Enfield approve the following budget amendments to the Town of
Enfield 2000 General Fund Budget.
