HomeMy WebLinkAbout2000 March 8 regular TBM TOWN OF ENFIELD REGULAR TOWN BOARD MEETING MINUTES WEDNESDAY, MARCH 8TH, 2000 The regular monthly meeting of the Town Board of the Town of Enfield was held Wednesday, March 8th, 2000 at the Enfield Community Building, 182 Enfield Main Road, Ithaca, NY at 6:30 p.m, Supervisor Owens presiding. Present: Supervisor, Jean Owens; Town Councilman, Joseph Schehr, Town Councilman, Greg Stevenson. Town Councilman, Mark Roach was absent. Others present were Highway Superintendent, Ron Updike, Town Clerk, Alice Laue. Pledge of Allegiance to the Flag – Supervisor Owens led the assemblage in the Pledge of Allegiance to the Flag. Privilege of the Floor – Peggy Hubbell pointed out several typographical errors in the 1/12/00 minutes. Peggy also brought to the board’s attention the fact that on Primary Day, March 7th, it was difficult for people to reach the voting polls because the community building driveway was congested. Pat Dougherty, 330 Sheffield Rd., asked if the board could consider some flexibility in the three minute time limit on the Privilege of the Floor. Councilman Holley arrived at the meeting at 6:45 p.m. Approval of the February 9th, 2000 Minutes. Motion made by Councilman Stevenson, seconded by Councilman Schehr that the Town Board of the Town of Enfield approve the adoption of the minutes of the February 9th, 2000 regular Town Board Meeting. Discussion – Vote – Supervisor Owens, yes. Town Councilmen, Stevenson, Schehr, Holley yes. Town Councilman Roach was absent. Reports/Committees Tompkins County Board of Representatives Representative Penimmen reported that last month’s snowmobile problem seems to be corrected. Regular Town Board Meeting Minutes 3/9/00 2 Representative Winch reported that Highway Superintendent Updike had been requested by Ward Hungerford, Tompkins County Highway, to evaluate the condition of the county’s highway system in the Town of Enfield County administration gave an update on the tobacco settlement at the March 8th meeting. Veterans Administration is looking to place a medical clinic to serve Tompkins/Cortland Counties. Board of Representatives is urging the VA to consider a location in Dryden. Radio Towers Barbara Blanchard, Chair of the Communication Capitol Project Committee, Deputy Fire Coordinator for Tompkins County, Lee Shurlett Ithaca Fire Chief, Brian Wilbur and Fire Coordinator, Jack Miller presented the Consolidation of 911 Emergency Dispatching and the purchasing of a new radio system program to the board. Highway – Highway Superintendent Updike Highway Superintendent Updike asked the board’s permission to allow employee Jim Dew’s son, an eighth grade student at Trumansburg, to spend the day with Jim at work Wednesday, April 5th. This is part of Jim’s son’s career unit. Consensus of the board was they could see no problem with this and suggested that town’s insurance carrier be contacted for their permission. Resolution #2 – Cooperative Purchase of Highway Services. Highway Superintendent Updike asked for the annual Cooperative Purchase of Highway Services with the county resolution (see attached resolution.) Agreement to Spend Highway Funds (form AC984) Highway Superintendent Updike asked for the signing of and acceptance of the Agreement to Spend Highway Funds for the year 2000. Motion made by Councilman Stevenson, seconded by Councilman Holley that the Town Board of the Town of Enfield accept the Agreement to Spend Highway Funds for the year 2000. Discussion – Vote – Supervisor Owens, yes. Town Councilmen Stevenson, Schehr, Holley yes. Town Councilman Roach was absent. Highway Department spent month plowing snow, patching potholes and graded one road. Regular Town Board Meeting Minutes 3/8/00 3 Code Enforcement – Councilman Stevenson Code Enforcement Committee met March 6th, followed up on delegating NYS Board of Fire Underwriters as sole and exclusive electrical inspectors for the Town of Enfield Discussed and will continue to work on the proposal that the town develop a list of specific projects that could be exempt from requiring a building permit. Mobile Home Park Ordnance – Code officers to develop a list of trailer parks that fall under this law. Driveway Locations – Discussed issue brought to town board by Carlisons last month and discussed other locations in town with similar problems. Discussed need to develop a standard procedure for assigning house numbers. TV Franchise – Councilman Holley Councilman Holley has contacted Mr. Haefele about contract clarification and is waiting for Mr. Haefele to return his call. New Business – $MART Application Office of the State Comptroller offers a free services where the town can request a $MART review. A reviewer comes in and reviews the internal function of the cash management, potential user fees, payroll, utilities, highwa y costs, etc. This is not a binding contract and Supervisor Owens would like the town to participate in a $MART review. Resolution #3 (See attached resolution). Discussion – Vote – Supervisor Owens, yes. Town Councilmen Stevenson, Schehr, Holley yes. Town Councilman Roach was absent. Monthly Bills/Reports Supervisor Owens presented the monthly bills for payment and the Supervisor’s monthly report. Discussed bill for highway superintendent attending DOT schooling at the Ithaca Police Department. It was suggested highway superintendent contact the Association of Towns and ask them to provide a DOT schooling at the Highway Superintendents School held in June. Highway Superintendent Updike to contact Cornell Rural Highways program. Also discussed the high electric bill for the community building. Councilman Holley to contact NYSEG to see what the problem might be. Regular Town Board Meeting Minutes 3/8/00 4 Motion made by Councilman Stevenson, seconded by Councilman Holley that the Town Board of the Town of Enfield authorize the supervisor to pay General Fund vouchers #43-76, dated 3/8/00, in the amount of $10,726.61. Highway Fund vouchers # 23 – 35, dated 3/8/00, in the amount of $8,349.49. Enfield Fire Company SF-1 voucher #3, dated 3/8/00, in the amount of $16,050.00. Discussion – Vote- Supervisor Owens, yes. Town Councilmen Stevenson, Schehr, Holley yes. Town Councilman Roach was absent. Adjournment – Motion made by Councilman Holley, seconded by Councilman Stevenson that the regular monthly meeting of the Town of Enfield Town Board held Wednesday, March 8th, 2000 adjourn.
