The regular monthly meeting of the Town Board of the Town of Enfield was held Wednesday, July 12, 2000, at the Enfield Community Building, 182 Enfield Main Road, Ithaca, NY at 6:40 p.m.. Supervisor Owens presiding. Present: Supervisor, Jean Owens; Town Councilman, Greg Stevenson: Town Councilman, Joe Schehr: Town Councilman, Richard Holley, Town Councilman, Mark Roach. Others present Town Clerk, Alice Laue. Pledge of Allegiance to the Flag Supervisor Owens led the assemblage in the Pledge of Allegiance to the Flag. Privilege of the Floor – No one present to speak. Approval of the minutes of the regular Town Board Meeting held June 14, 2000. Motion made by Councilman Holley, seconded by Councilman Roach that the Town Board of the Town of Enfield approve the adoption of the minutes of the regular Town Board meeting held June 14, 2000. Discussion Vote- Supervisor Owens, yes. Town Councilmen Stevenson, Schehr, Holley, Roach yes. Correspondence – Tompkins County Board of Representative Planning and Intermunicipal Coordination Committee to hold informational meeting at the Enfield Community Building, Monday, July 31, 2000 at 7:30 p.m. Comprehensive Planning Training Meeting in Owego, Wednesday July 12th and 13th. Haefele Cable Franchise – A letter from State of New York Public Service Commission granting a Temporary Operating Authority to Haefele TC, Inc. Authority to expire 12/26/00. Regular Town Board Meeting Minutes 7/12/00 2 Reports/Committees Code Enforcement – Greg Stevenson Greg Stevenson and Code Enforcement Officers met and gathered all the documents that mobile park owners would need to license their mobile home parks. Documents with cover letter to be mailed to mobile park owners. Next project is addressing the remaining road name number dysfunctional areas. Budget Transfer Supervisor asked for a transfer of $176.45 from General Fund line A5132.4 to DA5132.4 Highway Fund. Motion made by Councilman Schehr, seconded by Councilman Stevenson that the Town Board of the Town of Enfield approve the budget transfer of $176.45 from General Fund Garage line A5132.4 to Highway Fund line DA5132.4. Discussion – Vote – Supervisor Owens yes. Town Councilmen Stevenson, Schehr, Holley, Roach yes. Monthly Bills/Reports Supervisor presented monthly bills for payment. Motion made by Councilman Stevenson, seconded by Councilman Holley that the Town Board of the Town of Enfield authorize the supervisor to pay General Fund vouchers #130 –143, dated July 12, 2000, in the amount of $5822.55. Highway Fund vouchers #76-91, dated July 12, 2000, in the amount of $33,337.72. Small Cities Grant (HUD) #3, voucher #5, dated July 12, 2000, in the amount of $843.09. Program Income, voucher #3, dated July 12, 2000 in the amount of $294.50. Enfield Fire Company voucher SF-1 #7, dated July 12, 2000, in the amount of $12,000.00. Discussion – Vote – Supervisor Owens, yes. Town Councilmen Stevenson, Schehr, Holley, Roach yes. History Book Resolution Resolution made by Town Councilman Schehr, seconded by Town Councilman Stevenson. BE IT RESOLVED, that the Enfield Town Board authorizes the Enfield Historical Society to procede with plans to produce the Enfield history book and to report back at appropriate intervals on the progress and needs that must be addressed. Discussion – Vote – Supervisor Owens, yes. Town Councilmen Stevenson, Schehr, Holley, Roach yes. Regular Town Board Meeting Minutes 7/12/00 3 Enfield Volunteer Fire Company – President Dennis Hubbell President Hubbell presented the fire company quarterly report. Budget 2001/Contractual Discussion Workshop Tentative date for Budget 2001/Contractual Discussion Workshop July 26, 2000. Waterburg Road Site Development Options Supervisor asked that a feasibility study on the viability of the town property on Waterburg Road as to option for future use as a structure site. Consensus – Supervisor to contact a local civil engineer to have an assessment of the property done. Local Laws Town of Enfield Mass Gathering Local Law #1 – 2000 Town of Enfield Dog Control Local Law #2 – 2000 Motion made by Councilman Stevenson, seconded by Councilman Holley that the Town Board of the Town of Enfield schedule a Public Hearing for the Town of Enfield Mass Gathering Local Law #1 – 2000 for Wednesday, August 8th, 2000 at the Enfield Community Building at 6:30 p.m., and that a Public Hearing be scheduled for the Town of Enfield Dog Control Local Law #2 – 2000 at the Enfield Community Building at 6:45 p.m. Wednesday, August 8th, 2000. Discussion – Vote – Supervisor Owens, yes. Town Councilmen Stevenson, Schehr, Holley, Roach yes. Christian Cemetery Supervisor asked for a correction in Roger Laue’s pay for Christian Cemetery care. Transfer $60.00 from 1990.4 Contingency to 8810.1 Personnel Services Cemetery. Motion made by Councilman Stevenson, seconded by Councilman Holley that the Town Board of the Town of Enfield approve the transfer from Contingency 1990.4 to 8810.1 Personal Services Cemetery to address the error in annual salary for Roger Laue in mowing Christian Cemetery and increase salary to the appropriate $540.00. Discussion – Vote – Supervisor Owens, yes. Town Councilmen Stevenson, Schehr, Holley, Roach yes. Executive Session Motion made by Councilman Holley, seconded by Councilman Roach that the Town Board of the Town of Enfield move into Executive Session to discuss a Personal Reason. Vote – Supervisor Owens, yes. Town Councilmen Stevenson, Schehr, Holley, Roach, yes. Regular Town Board Meeting Minutes 7/12/00 4 Motion made by Councilman Holley, seconded by Councilman Schehr that the Town Board of the Town of Enfield move out of Executive Session. Vote – Supervisor Owens, yes. Town Councilmen Stevenson, Schehr, Holley, Roach, yes Adjournment Motion made by Councilman Stevenson, seconded by Councilman Roach that the regular Town Board meeting held July 12, 2000 adjourn.
