TOWN OF ENFIELD
REGULAR TOWN BOARD MEETING MINUTES
- WEDNESDAY, JANUARY 12T1' -I, 2000
At the opening of the regular monthly meeting of the Town Board of the Town of Enfield
held Wednesday, January 12th, 2000 at the Enfield Community Building, 182 Enfield
k Main Road, Ithaca, NY at 6:30 p.m., the following Town Board members took the Oath
of Office. Supervisor, Jean Owens, Town Councilman Richard Holley, Town
Councilman, Joseph Schehr, Town Councilman, Mark Roach. Supervisor Owens presided
at the meeting.
Present: Supervisor Owens, Town Councilman, Richard Holley, Town Councilman, Mark
Roach, Town Councilman, Joseph Schehr, Town Councilman, Greg Stevenson. Others
present were, Highway Superintendent, Ron Updike, Bookkeeper, Pat Podafulski and
Town Clerk, Alice Laue.
Pledge of Allegiance to the Flag -
1 Supervisor Owens led the assemblage in the Pledge of Allegiance to the Flag.
1 ' Privilege of the Floor -
Enfield Community Council Vice President David Albrecht spoke of the need of a
building use policy for those using the community building.
Approval of the Minutes -
Motion made by Councilman Stevenson, seconded by Councilman Schehr that the Town
Board of the Town of Enfield approve the adoption of the minutes of the Public Hearing
and the regular Town Board meeting. Both meetings were held January 12th, 2000.
Discussion -

Reports/Committees
Tompkins County Board of Representative Peter Pennimen
Representative Pennimen reported that Tax-free Week to be held January 15th - 21 st,
2000. Tax on clothing and footwear up to $500.00 per item will be waived.: New York
State to eliminate 4 percent sales tax on clothing and footwear costing up to $1,0:00 pef.
item is slated for March 1, 2000th. Board of Representatives voted in December 1998 -not
to join the state in the permanent tax waiver and will continue to collect local share of tax.

County has the option of eliminating or retaining the local tax on an annual basis.
Elimination of tax could prove to be a hardship on the county and towns.
Enfield Fire Company - Chief Stevenson
Quarterly report due next month.
Enfield Community Council - Vice President Albrecht
Community Council election of officers to be held Monday, February 141h; 2000.
Highway - Superintendent Updike
Highway Superintendent Updike welcomed new board members.
Butternut Creek Road -
Abandonment of this road is on hold due to a snag. New tax maps show property that
was missed on old tax maps. Robert Treman State Park Supervisor looking into possible
purchase of the one acre piece of property.
November 15th, 1999 visited by N Y State Dept. ofLabor Public Employees, Safety and .
Health Bureau. Received a health hazard notice of a non -serious violation. Highway
Department does not have a hearing monitoring program set up for thenen. ByApril.
27th, 2000 Highway Dept. needs to have a Hearing Conservation Program set up. Frank
Proto has done a program for the county highway and Superintendent Updike is going to
ask Mr. Proto to do a basis line study for Enfield. Dept. of Labor consultant, will come
and do a deciminary reading so we can find out if we have a time weighted average
greater than 85 decibels for eight hours.
New cinder spreader has been manufactured and waiting delivery to Seneca Supply.
Agreement to Spend Town Highway Funds -
Highway Superintendent Updike asked for an amendment to Spend 1999,11ighway Funds-.
Motion made by Councilman Roach, seconded by Councilman Stevenson that the Town
Board of the Town of Enfield move to amend the 1999 Agreement To Spend -Highway
Funds (A. C. 984), General Repairs Line, DA5110.4, from $106,174.59 to $91,174.59 to
reflect the amount of money ($15,000.00) which was transferred to the'Equipment
Reserve account in the December 8th, 1999 Town Board Meeting.

W. J. Farmer
Jeff Farmer presented the Town of Enfield Insurance Review - Policy Effective 1 /1 /00 to
the Town Board.
Census 2000 - Andrea Voghtman, Recruiting Assistant
Recruiting people for the 2000 Census.
Planning Board - Rick Chase
Planning Federation working on year 2000 program.
Budget Amendments -
Supervisor asked for the following budget amendments.
Budget Amendments 1999
From A1620.411 Town Hall fueled transfer $58.06 to A 1620.412 Town Hall Phone.
From A 1990.4 Contingency transfer $2.00 to A8810.4 Cemetery Contractual.
From DAAAa9050.8 Unemployment Insurance transfer $135.51 to DA 9060.81 Health
Insurance.
Motion made by Councilman Holley, seconded by Councilman Roach that the Town
Board of the Town of Enfield approve the budget, amendments to the 1999 General Fund
Budget.

Budget Amendments 2000
To make A16220.411, A1620.412, A1620.413, A1620.414, A1620.415, A1620.421,
A1620.422, A1620.423, A1620.424, AA1620.425, A1620.43, A1620.441, A1620.442,
A1620.443, A1620.444, A1620.445
All combined as A1620.4 with the budget line of $16,400.00 (Which represents the
combined budgeted total of all the former budget lines).
Motion made by Councilman Stevenson, seconded by Councilman Schehr that the Town
Board of the Town of Enfield approve the budget amendments to the 2000 Town of
Enfield General Fund budget.

MonthlyBills/Reports
Monthly bills and supervisor's monthly report presented.
Motion made by Councilman Stevenson, seconded by Councilman Roach that the Town
Board of the Town of Enfield authorize the supervisor to pay General Fund vouchers $1 -
24, dated 1/12/00, in the amount of $24,046.78. Highway Fund vouchers #1 - 13, dated
1/12/00, in the amount of $12,215.55. Small Cities Grant I (HVD) voucher #l, dated
1/12/00. in the amount of $32.00. Small Cities Grant IL (HUD) voucher #1, dated
1/12/00, in the amount of $1095.20. Enfield Fire Company voucher SSF-1, dated
1/12/00, in the amount of $20,000.00.

Motion made by Councilman Stevenson, seconded by Councilman Holley that the Town
Board of the Town of Enfield approve the adoption of the Organizational Resolutions
2000.

Delegate Association of Towns
Supervisor Owens asked to be designated Town of Enfield delegate to the Association of
Towns conference.
Motion made by Councilman Schehr, seconded by Councilman Stevenson that the Town
Board of the Town of Enfield approve the appointment of the supervisor as delegate to
the Association of Towns conference.

RESOLUTION #1
1. The monthly meeting of the Enfield Town Board shall be held on the Second
Wednesday of each month, at 6:30 p.m., at the Enfield Community Building, 182
Enfield Main Road.
2. The Ithaca Journal is designated as the official newspaper for the Town of
Enfield.
3. The following are appointed:
