The regular monthly meeting of the Town Board of the Town of Enfield was held Wednesday, December 13th, 2000 at the Enfield Community Building, 182 Enfield Main Road, Ithaca, N. Y. The meeting was held at 6:30 p.m., with Supervisor Owens presiding. Present: Supervisor Jean Owens, Town Councilman Greg Stevenson, Town Councilman Richard Holley, Town Councilman Joe Schehr, Town Councilman Mark Roach. Others present were Highway Superintendent Ron Updike, Town Clerk Alice Laue. Pledge of Allegiance to the Flag – Supervisor Owens led the assemblage in the Pledge of Allegiance to the Flag. Privilege of the Floor – Stan Maleski expressed his concerns regarding plowing of town roads and time snowplows are put out to plow. Approval of the 11/8/2000 regular Town Board Meeting Minutes – Motion made by Councilman Holley, seconded by Councilman Roach that the Town Board of the Town of Enfield approve the adoption of the 11/8/2000 regular Town Board Meeting Minutes. Discussion Vote – Supervisor Owens yes. Town Councilmen Stevenson, Roach, Holley, Schehr, yes. Correspondence – “Do Not Call” registry letter from Senator Kuhl. Call 1-800-697-1220 by April 2001 to have telemarketing calls to your residence stopped. Unified Court System Grant A year ago the town was awarded $360.00 for robes and flags, now we have been awarded $1798.00 for the purchase of a computer and printer for the courts. Insurance – Jeff Farmer presented his review of the town’s insurance with NYMIR. Regular Town Board Meeting Minutes 12/13/00 2 Haefele Cable Television Franchise Agreement Lee Haefele reviewed proposed franchise changes. Code Enforcement – Councilmen Stevenson/Jesse Buchanan Jesse Buchanan reported on property on Mecklenburg Road that board has numerous concerns about. The majority of the board’s concerns have been addressed but there are still more that need to address. Property on Enfield Main Road, question? Is there or isn’t there a junk car law violation there. Jesse will check for Junk Car violation. Jesse asked for clarification of State Law and Town Junk Car Law. Which law do we enforce, the state law, which is more stringent and has precedence over town law? State law allows one vehicle; town law allows three unregistered vehicles viewed from the road. Discussed licensing of junkyards. According to General Municipal Law – Section136 the town needs to license junkyards. Tompkins County Representative Peter Penniman’s report was inaudible. Highway Department – Highway Superintendent Updike This month patched potholes. Injured man back at work. Removed a large number of small trees and several large trees from the roads as a result of the high wind session we had 12/12/00. Plowing of Roads - Regardless of the time the Highway Department goes out we do have an obligation with the county where we do the county roads first and the Superintendent coordinates with the county when they are going out so that the town plows can go out ahead of them by one hour so they can come through and salt behind the town plows. Planning Department – Rick Chase Vision meetings going well, participation is outstanding. Planning Board received resumes from Susan Lewis and Darrel Clark. They are interested in joining the Town of Enfield Planning Board. Next Vision Meeting scheduled for 1/17/01, 7 – 9 p.m. at the Enfield Community Building. Enfield Volunteer Fire Company – Fire Chief Stevenson Fire Company participating in surveys regarding Emergency Communication System. Fire business picked up unfortunately in the past few weeks. Town Councilmen Stevenson, Schehr, Roach, Holley yes. Monthly Bills Supervisor Owens presented the monthly bills for payment. Motion made by Councilman Stevenson, seconded by Councilman Holley that the Town Board of the Town of Enfield authorize the supervisor pay General Fund vouchers #215 – 248, dated 12/13/00, in the amount of 7952.13. Highway Fund vouchers #149 – 165, dated 12/13/00, in the amount of $12,037.57. Small Cities Grant (HUD) #3 voucher #7, dated 12/13/00, in the amount of 687.13. Discussion – Vote – Supervisor Owens yes. Town Councilmen Stevenson, Roach, Holley, Schehr yes. Regular Town Board Meeting Minutes 12/13/00 4 TV Franchise Agreement Hearing Motion made by Councilman Stevenson, seconded by Councilman Schehr that the Town Board of the Town of Enfield set the public hearing on the Haefele TV Franchise Agreement for 6:30 p.m. on 1/10/01. Discussion Vote – Supervisor Owens yes. Town Councilmen Stevenson, Schehr, Holley, Roach yes. Resolution for the Official Approval of E-911 Address Designations for the U. S. Postal Service. Councilman Stevenson presented this resolution to the Town Board. Resolution made by Councilman Stevenson, seconded by Councilman Roach that the Town Board of the Town of Enfield approve the adoption of the Resolution for the Official Approval of E-911 Address Designations for the U. S. Postal Service. (Resolution attached). Discussion – This brings Postal Service to E-911 Systems. Vote – Supervisor Owens yes. Town Councilmen Stevenson, Holley, Roach, Schehr yes. Health Insurance Discussed health insurance increase issue – Health insurance to increase by 17%. Transfer of Highway Funds – Supervisor Owens asked that $164.23 be transferred from A5132.4 to DA5130.4 Highway Fund. Motion made by Councilman Stevenson, seconded by Councilman Schehr that the Town Board of the Town of Enfield authorize the supervisor to transfer $164.23 from A5132.4 to DA5130.4. Discussion Vote – Supervisor Owens yes. Town Councilmen Stevenson, Holley, Roach, Schehr yes. HUD Update First new modular home going in at 52 Halseyville Road. Modular home is replacing a singlewide trailer. Town Board asked for verification of where the singlewide was going. Supervisor to get this information. Regular Town Board Meeting Minutes 12/13/00 5 December 15th, 2000 Payroll Motion made by Councilman Stevenson, seconded by Councilman Schehr that the Town Board of the Town of Enfield approve the advancement of the 12/31/2000 Payroll to 12/15/2000. Discussion Vote – Supervisor Owens yes. Town Councilman Stevenson, Roach, Holley, Schehr yes. Planning Board Appointments Supervisor Owens presented the names of Susan Lewis and Darrel Clark as new appointees to the Town of Enfield Planning Board. Motion made by Councilman Roach, seconded by Councilman Schehr that the Town Board of the Town of Enfield approve the appointment of Susan Lewis and Darrel Clark to the Town of Enfield Planning Board. Susan Lewis’ term of office expires 12/31/01. Darrel Clark’s term of office expires 12/31/02 Discussion Vote - Supervisor Owens yes. Town Councilmen Roach, Schehr, Holley, Stevenson yes. Insurance – Sprague Insurance Sprague Insurance Agency is also interested in serving as the insurance agent for the town. Motion made by Councilman Stevenson, seconded by Councilman Schehr that as long as the 2001 insurance quote from Sprague Insurance is comparable to or less than the insurance quote from Farmer Insurance that the Town Board of the Town of Enfield select Sprague Insurance Agency as our insurance agent for the year 2001. Discussion Vote – Supervisor Owens yes. Town Councilmen Stevenson, Schehr, Holley, Roach yes. Appointment to Environmental Management Council and Tompkins County Water Resource Council. Motion made by Supervisor Owens, seconded by Councilman Schehr that the Town Board of the Town of Enfield approve the appointment of Darrel Clark to the Environmental Management Council and the Tompkins County Water Resource Council. Discussion – Vote – Supervisor Owens, Town Councilmen Stevenson, Schehr, Holley, Roach yes. Regular Town Board Meeting Minutes 12/13/00 6 Adjournment – Motion made by Councilman Roach, seconded by Councilman Holley that the regular monthly meeting of the Town of Enfield Town Board adjourn.
