The regular monthly meeting of the Town Board of the Town of Enfield was held Wednesday, April 12th, 2000 at the Enfield Community Building, 182 Enfield Main Road, Ithaca, New York. Supervisor Owens presiding. Present: Supervisor, Jean Owens; Town Councilman, Greg Stevenson; Town Councilman, Joe Schehr; Town Councilman, Mark Roach. Town Councilman, Richard Holley was absent. Others present were Ron Updike, Highway Superintendent and Alice Laue, Town Clerk. Pledge of Allegiance to the Flag – Supervisor Owens led the assemblage in the Pledge of Allegiance to the Flag. Privilege of the Floor – No one wished to speak. Approval of the March 8th, 2000 regular Town Board Meeting minutes. Under Radio Towers correct spelling of Lee Shurtleff to Lee Shurtleff. Motion made by Councilman Schehr, seconded by Councilman Stevenson that the Town Board of the Town of Enfield approve the adoption of the minutes of the March 8th, 2000 regular Town Board Meeting as amended. Discussion – Vote – Supervisor Owens, yes. Town Councilmen Stevenson, Schehr, Roach yes. Town Councilman Holley was absent. Communication – Assessment review with county assessment is scheduled for Tuesday, May 9th, 2000, 3- 6:00 p.m. at the Town Hall. Reports/Committees Highway – Superintendent Updike Multi-Modal - Superintendent Updike has sent a proposal to Senator Kuhl in response to his February letter. Proposal is a complete rebuild of S. Van Dorn Road, Enfield Center Road, East to Sheffield Rd. at a cost of $99,000.00. Also, put Colegrove and Fish Road for repaving at about $53,000.00 each. Regular Town Board Meeting Minutes 4/12/00 2 Highway (cont’d) Correspondence received this week from Ithaca Tompkins County Transportation Council about a multi-modal program supported by Assemblyman Luster. Deadline for submissions is April 13th, 2000. Superintendent Updike took to Ithaca Tompkins Transportation Council a proposal for a complete rebuild of Woodard Road. Complete repave with binder of Hines Road. Total proposal was $210,000.00. Won’t know anything until budget is passed. March 8th, 2000 Highway Bills Supervisor’s report shows a bill for $4995.00 for new spreader charged to wrong line. Should have been charged to DA5130.2 – Machinery Equipment. Not charged to DA5130.4- Machinery Contractual. Superintendent Updike asked for an amendment to the 2000 Town of Enfield Highway budget. Decrease expenditure line DA5130.4, Machinery Contractual by $4995.00. Transfer from line 9901 Equipment Reserve $4995.00 to line DA5130.2 Machinery Equipment. Motion made by Councilman Stevenson, seconded by Councilman Schehr that the Town Board of the Town of Enfield approve the following amendment to the 2000 Town of Enfield Highway budget. Increase DA5130.4 - Machinery Contractual budget line $4995.00 to reflect the correction of the payment of the spreader. Transfer from 9901 – Equipment Reserve $4995.00 to and credit to DA5130.2 – Machinery Equipment- $4995.00 to show the proper disbursement of the spreader payment. Discussion – Vote – Supervisor Owens, yes. Town Councilmen Stevenson, Schehr, Roach yes. Town Councilman Holley was absent. Tompkins County Board of Representatives – Peter Pennimen Representative Pennimen gave an update on the county’s progress with the Radio Towers project. He supports this project, but would like to see the county get its money’s worth. Discussed reassessment of vacant and farm land. Code Enforcement - Chairperson, Councilman Stevenson. Councilman Stevenson presented a resolution appointing NYS Board of Fire Underwriters as the sole electrical inspector for the Town of Enfield. Resolution was made by Councilman Stevenson, seconded by Councilman Schehr. (Resolution attached). Discussion – Vote – Supervisor Owens, yes. Town Councilman Stevenson, yes. Town Councilman Schehr, yes. Town Councilman Roach, yes. Town Councilman Holley was absent. Regular Town Board Meeting 4/12/00 3 Code Enforcement (cont’d) Councilman Stevenson presented board members with a draft of Projects to be Potentially Exempt from being Required to have a Building Permit. Board members were asked to review draft and give the Code Enforcement Committee any input they may have or obtain from people they talk with about when a building permit is needed. A list of Mobile Home Parks with four or more trailers has been completed and was given to board members. Mobile Home license applications to go to Mobile Home Park owners hopefully in the near future. 2000 Budget Amendment Supervisor asked for the following budget amendment to the 200 Town of Enfield General Fund Budget. Decrease line 1990.4 – Contingency by $600.00. Increase line 1670.4 – Building Supplies by $600.00 Amendment needed to address overage in line 1670.4. Motion made by Councilman Stevenson, seconded by Councilman Roach that the Town Board of the Town of Enfield approve the amending of the 2000 Town of Enfield General Fund budget as follows: Decrease line 1990.4 Contingency by $600.00. Increase line 1670.4 Building Supplies by $600.00 to address overage in line 1670.4. Discussion – Vote - Supervisor Owens, yes. Town Councilmen Stevenson, Schehr, Roach yes. Town Councilman Holley was absent. Monthly Bills/Reports Supervisor presented the monthly bills for payment. Motion made by Councilman Stevenson, seconded by Councilman Roach that the Town Board of the Town of Enfield authorize the supervisor to pay General Fund vouchers #80-93, dated 4/12/00, in the amount of $4707.79. Highway Fund vouchers #36-47, dated 4/12/00, in the amount of $10,987.53. Small Cities Grant I (HUD) voucher #1, dated 4/12/00, and Small Cities Grant III (HUD) vouchers #1 and #2, dated 4/12/00, for a combined total of $13,979.44. Enfield Fire Company voucher SF-1 #4, dated 4/12/00, in the amount of $35,000.00. Discussion- Vote – Supervisor Owens, yes. Town Councilmen Stevenson, Schehr, Roach yes. Town Councilman Holley was absent. Regular Town Board Meeting Minutes 4/12/00 4 New Business HUD Program Income Town received less than $2,000.00 through the HUD Grant I program. This is money returned because owners of property that was rehabilitated under Grant I are now deceased and 20% of the funds received had to be returned from their estate. Scott Moseley, pastor of the Enfield Methodist Church, asked Supervisor Owens if there were any funds available to purchase materials to redo the roof on Sophie Dean’s residence. Both Tompkins County Planning and Better Housing agreed that the town could use the money returned as a community service project. Money could be used for purchase of roofing materials. Volunteers from the churches will do the work. Motion made by Councilman Roach, seconded by Councilman Schehr that the Town Board of the Town of Enfield approve the authorization of using the funds returned to the town through the HUD Grant I program, to purchase roofing materials for the home of Sophie Dean. Discussion – Vote - Supervisor Owens, yes. Town Councilmen Stevenson, Schehr, Roach, yes. Town Councilman Holley was absent. Community Building Maintenance Discussed the need of a caretaker for the community building. Phil Grover’s name was recommended. Mr. Grover would work for $10.00 an hour at approximately 10 hours a month. Motion made by Councilman Stevenson, seconded by Councilman Roach that the Town Board of the Town of Enfield approve contracting with Philip Grover to work as care taker of the Enfield Community Building at a rate of $10.00 an hour for approximatel y 10 hours a month. Discussed the need of keeping a log. Vote - Supervisor Owens, yes. Town Councilmen Stevenson, Schehr, Roach yes. Town Councilman Holley was absent. Sales Tax Discussed the county eliminating the sales tax on clothing and shoes of a value of $110.oo or less commencing 3/1/2000. Discussed effect elimination of this tax would have on town’s tax rate. Regular Town Board Meeting Minutes 4/12/00 5 Sales Tax (cont’d) Resolution #4 Sales Tax Elimination Resolution made by Councilman Stevenson, seconded by Councilman Schehr. RESOLVED, That after deliberation the Town of Enfield recommends that Tompkins County Board of Representatives not eliminate the local share of sales tax on clothing and shoes of a value of $110.00 or less commencing March 1, 2001. Discussion – Vote - Supervisor Owens, yes. Town Councilman Stevenson, yes. Town Councilman Schehr, yes. Town Councilman Roach, yes. Town Councilman Holley was absent. Reassessment/Open Space Supervisor asked if board wished to pass a resolution concerning Reassessment/Open Space or wait for final numbers. Consensus was, wait for final re-evaluation figures. NY Rural Water Association Supervisor Owens read correspondence from NY Rural Water Association regarding the town’s participation in a project entitled Local Source Water Protection and Smart Growth. This project funded by the United States Environmental Protection Agency would provide Enfield with free technical assistance to integrate ground water and source water concerns into local planning efforts. Motion made by Councilman Stevenson, seconded by Councilman Schehr that the Town Board of the Town of Enfield approve the authorization of the application of the NY Rural Water Association Local Source Water Protection and Smart Growth project. Discussion – Vote- Supervisor Owens, yes. Town Councilmen Stevenson, Schehr, Roach yes. Town Councilman Holley was absent. Town Clerk Conference – Town Clerk asked permission to attend the New York State Town Clerks Association Conference being held April 30th – May 3rd, 2000. Motion made by Councilman Schehr, seconded by Councilman Stevenson that the Town Board of the Town of Enfield approve the Town Clerk attending the New York State Town Clerks Association Conference.
