The regular monthly meeting of the Town Board of the Town of Enfield was held Wednesday, March 10th, 1999 at the Enfield Community Building, 182 Enfield Main Road, Ithaca, N. Y., at 6:30 p.m. Supervisor Owens presiding. Present: Supervisor, Jean Owens; Town Councilman, Gary Fisher; Town Councilman, Donald Lovelace; Town Councilman, Greg Stevenson. Town Councilman, Tom Drew resigned as of 3/9/99. Others present: Highway Superintendent, Ron Updike; Bookkeeper, Pat Podufalski; Town Clerk, Alice Laue. Pledge of Allegiance to the Flag - Supervisor Owens led the assemblage in the Pledge of Allegiance to the Flag. Privilege of the Floor - No one wished to speak. Correspondence - Supervisor Owens read - (1) Councilman Tom Drew’s letter of resignation from the Enfield Town Board dated March 9, 1999. Resignation to take effect immediately. (2) Haefele TV Inc. letter about cable TV increase to $26.50 a month effective 4/1/99. Tompkins County Board of Representative - Peter Pennimen Representative Pennimen reported he checked into the administration by the County Planning of the block grants. For the subordination process it takes County Planning two - three hours and they roughly charge about $25.00 an hour. Trash/Recycling/ Accumulation of Debris on Roads/ Illegal Dumping. Representative Pennimen talked with people at Solid Waste. Anyone can report illegal dumping. Solid Waste has a procedure to handle illegal dumping. Trash and recycling coming from trucks needs to be reported. TCAT - Nancy Oltz Reported process started for setting schedules, timing and connecting of all the routes. They have looked at alternate routes for a turn around and will be working with the Highway Superintendent to find a turn around location. Town Board Meeting Minutes 3/10/99 2 Tompkins County Board of Representative Dan Winch Representative Winch reported business at County Board was slow. Planning Committee and the Assessment Office going through Ag District Review. Trumbulls Corners Road Bridges - John Lampman, Tompkins County Highway Engineer Mr. Lampman presented draft design reports on replacement of two bridges on Trumbulls Corners Road. This information will be submitted to the state. Project funded 80% by Federal Highway Administration and remaining 15% is funded by State DOT and 5% by the county. Report goes on to State and Federal Highway for approval. It is a combination of all studies and recommendations that the best thing to do is replace the bridges. Approval of the Minutes - 2/10/99 Regular Town Board Meeting Minutes - Addition/Corrections Page 2 - Subordination Agreement - Under motion correct to read - closing costs incurred during review by the county. Page 4 - First sentence - add on Harvey Hill Road. Page 5 - Property Acquisition - under discussion correct word require to acquire. Page 6 - Correct to read Councilman Fisher questions not using 1997 numbers to complete 1998 report. Correct to read 1997 report is done, we could file an amendment for the 1998 report with correct starting numbers. Motion made by Councilman Lovelace, seconded by Councilman Stevenson that the Town Board of the Town of Enfield approve the adoption of 2/10/99 regular town board meeting minutes as amended. Discussion - Vote: Supervisor Owens, yes. Town Councilmen Fisher, Lovelace, Stevenson, yes. Town Councilman Drew resigned as of 3/9/99. 1/20/99 Public Hearing Minutes - Put a space between Enfield and Main Road. Motion made by Councilman Fisher, seconded by Councilman Lovelace that the Town Board of the Town of Enfield approve the adoption of the 1/20/99 Public Hearing minutes as amended. Discussion - Vote - Supervisor Owens, yes. Town Councilmen Fisher, Lovelace, Stevenson, yes. Town Councilman Drew resigned as of 3/9/99. Town Board Meeting Minutes 3/10/99 3 1/20/99 Special Town Board Meeting Minutes - Page 1 - Jim Hanson, Tompkins County Planning - correct spelling of manufactures to manufacturers. Motion made by Councilman Lovelace, seconded by Councilman Fisher that the Town Board of the Town of Enfield approve the adoption of the 1/20/99 Special Town Board meeting minutes as amended. Discussion - Vote - Supervisor Owens, yes. Town Councilmen Fisher, Lovelace, Stevenson, yes. Town Councilman Drew resigned as of 3/9/99. 1/13/99 Public Hearing Minutes Motion made by Councilman Fisher, seconded by Councilman Stevenson that the Town Board of the Town of Enfield approve the adoption of the 1/13/99 Public Hearing minutes. Discussion - Vote - Supervisor Owens, yes. Town Councilmen Fisher, Lovelace, Stevenson, yes. Town Councilman Drew resigned as of 3/9/99. 1/13/99 Regular Town Board Meeting Page 1 - 12/2/98 corrections - Under Insurance add the word the before 40%. Page 2 - Bottom of page add Town Councilman Lovelace. Page 4 - Subordination Agreement - Correct spelling of Holy to Holly. Councilman Stevenson - Correct spelling of subordintion to subordination. Councilman Fisher - Correct to read - review the paperwork and for what county had to do to process. Same paragraph put a space between the words rather and than. Correct spelling of Councillman to Councilman. Last sentence correct willl to will. Page 8 -Correct spelling of Organizationall to Organizational. Motion made by Councilman Lovelace, seconded by Councilman Fisher that the Town Board of the Town of Enfield approve the adoption of the 1/13/99 regular town board meeting minutes as amended. Discussion - Vote - Supervisor Owens, yes. Town Councilmen Fisher, Lovelace, Stevenson, yes. Town Councilman Drew resigned as of 3/9/99. Recreation Partnership Program - Jane Murphy Reported on Recreation Partnership Program meeting she attended. Also, a written report was given out. Town Board Meeting Minutes 3/10/99 4 Enfield Community Council - Joe Schehr Continuing recreational programs. Teen Program moving forward. Pre-Camp Report - E. C. C. (Enfield Community Council) has asked for a pre-screening of the Community Building by the Health Department. Asked for building limits, port-a- potties, garbage and cost, water and cost, food program. Councilman Fisher suggested that as preventive maintenance the septic system should be pumped before camp starts. Letter regarding the E. C. C. not sponsoring the After-School Program after the end of the school year in June, 1999, was read. Enfield Fire Company - President Dennis Hubbell Month of February fire company was busy with grass fires. Highway Department - Superintendent Updike Busy with snow. Superintendent reported on a near catastrophe that happened regarding a tractor-trailer unloading cinders. When dumping cinders the driver pulled ahead with a raised box and not seeing overhead wires he broke the 1900 volt wire knocking power out from Enfield to the Cayuga Medical Center sub-station and through Trumansburg and Covert. No one was hurt. Power was off approximately one and one-half hours. Electrical wires run from Rte 327, West along side of the cinder pile to a pole behind the fire house. The easement was given when the fire house was built, Superintendent concerned about a fatal accident happening here. Superintendent contacted NYSEG about rerouting power lines. NYSEG submitted an estimate of approximately $3,200.00 pending easements. Superintendent asked if the town board was interested in making this a safe area and the possibility of moving wires. After discussing where wires would be moved to, and easements, the Highway Superintendent was asked to obtain information on when and who previous easements were obtained from. Councilman Lovelace stated the need for looking into this issue and possible budgeting for it next year. Councilman Fisher agreed with the need for looking into this issue and for taking time to consider this matter before fixing it. Cemetery Committee - Peggy Hubbell Cemetery Committee Meeting February 16, 1999. Town Board Meeting Minutes 3/10/99 5 Planning Board - Submitted a written letter which Supervisor Owens read regarding modifying the Site Plan Review law to include towers. Supervisor Owens reported that a representative from county planning has met with the Comprehensive Planning Committee several times and has listened to the committee and has develop a list of the discussions they have had concerning what might be considered in the master plan for the town. Planning Board expressed more interest than anticipated in joining in this effort. Next meeting with County Planning, Planning Board and Comprehensive Planning to be Wednesday, March 17, 1999 at the town hall at 7:30 p.m. Monthly Bills/ Supervisor’s Report - Supervisor presented General Fund, Highway Fund, Small Cities Grant I and II (HUD) vouchers and Enfield Fire Company voucher/vouchers for payment. Also, Supervisor’s Report was presented. Councilman Fisher questioned where community building telephone bill from 1/13/99 - 2/12/99 was? Payment not shown on Supervisor’s Report. Motion made by Councilman Lovelace, seconded by Councilman Fisher that the Town Board of the Town of Enfield authorize the supervisor to pay General Fund vouchers #32 - 49, dated 3/10/99, for a total amount of $5,501.60, Highway Fund Vouchers #17 - 26, dated 3/10/99, for a total amount of $5,902.35, Small Cities Grant I (HUD) voucher #2, dated 3/10/99, for a total amount of $575.91, Small Cities Grant II, (HUD) vouchers 4 and 5, dated 3/10/99, for a total amount of $771.14 and Enfield Fire Company voucher SF-3, dated 3/10/99, for a total amount of $14,006.00. Discussion - Vote - Supervisor Owens, yes. Town Councilmen Fisher, Lovelace, Stevenson, yes. Town Councilman Drew resigned as of 3/9/99. Unfinished Business - Supervisor reported that the 1998 Annual Fiscal report was completed, submitted to and received by the State Comptroller’s Office. Supervisor asked for a resolution giving authorization to the town clerk to advertise in the Ithaca Journal that the 1998 Annual Fiscal report was completed and was available for review at the town hall during the town clerk’s office hours for those who might be interested. Town Board Meeting Minutes 3/10/99 6 Motion made by Councilman Fisher, seconded by Councilman Lovelace that the Town Board of the Town of Enfield give authorization to the town clerk to advertise that the 1998 Annual Fiscal report was completed and available for review at the town hall during the town clerk’s office hours. Discussion - Vote - Supervisor, yes. Town Councilmen Fisher, Lovelace, Stevenson, yes. Town Councilman Drew resigned as of 3/9/99. New Business - Courts - Councilman Lovelace asked where the temporary move of the courts to the community building was at this point. This move has been in process for two or more years. After discussing what original readiness of community building for move was supposed to include, Councilman Lovelace volunteered to talk with the Court Justices about what their prior needs request was and he would report back. Councilman Fisher is to work with Councilman Lovelace in seeing what needs to be done, what things were previously discussed and in seeing moving of courts is accomplished. NYS Town Clerks Association Conference - Supervisor submitted the town clerk’s request to attend the annual NYSTCA conference being held in Syracuse, April 25th - 28th. Motion made by Councilman Lovelace, seconded by Councilman Stevenson that the Town Board of the Town of Enfield grant the town clerk’s request to attend the annual NYSTCA conference. Discussion - Vote - Supervisor, yes. Town Councilmen Fisher, Lovelace, Stevenson, yes. Town Councilman Drew resigned of 3/9/99. Resignation of Councilman Drew Councilman Drew’s resignation from the Town Board of the Town of Enfield official as of March 9th, 1999. Supervisor Owens asked for direction as to when he is to be paid to. Consensus was Councilman Drew should be paid to date of resignation, March 9th, 1999. Motion made by Councilman Fisher, seconded by Councilman Lovelace that the Town Board of the Town of Enfield authorize payment to Councilman Drew from 1/1/99 - 3/9/99. Discussion - Vote - Supervisor, yes. Town Councilmen Fisher, Lovelace, Stevenson, yes. Town Councilman Drew resigned as of 3/9/99. Town Board Meeting Minutes 3/10/99 7 Haefele TV - Councilman Fisher has talked to Mr. Haefele about the TV contract and Mr. Haefele is going to send him a copy of an updated map and background information. Census - Councilman Fisher Deadline mid December 1998. Addresses provided by the Census Bureau were from the 1990 Census. When going over these addresses he found that Halseyville Rd., Podunk Rd., and Mecklenburg Rd., from Black Oak Rd., West to the County/Town Line Road addresses were missing. Adjournment - Motion made by Councilman Stevenson, seconded by Councilman Fisher that the 3/10/99 regular Town Board meeting of the Enfield Town Board adjourn. Vote; - Supervisor Owens, yes.
